SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer announced Wednesday that a record number of potholes have been filled in the city in 2019.An average year sees 32,000 potholes filled, but Wednesday crews filled pothole number 49,000. This year the city tripled the number of pothole repair teams and extended their hours to include nights and weekends. Matt Sinclaire lives on Georgia Street in University Heights, however, and showed 10News a doorknob flier that was left at homes on his block last week announcing that street would be repaved this week. Curiously, the no parking signs were pulled Friday, he says, and the job, he was told, was canceled. Wednesday, that announcement from the mayor was held, and two potholes were repaired directly in front of Sinclaire's home. "This whole thing pissed me off," says Sinclaire. "We waited this long and finally we were going to see our street paved... but we have a nice shiny little black square that's going to probably be good for the next year." Deputy City of San Diego Chief Operating Officer Johnnie Perkins told 10News the project was postponed, not canceled, due to the subcontractor's staffing issues. There was a miscommunication and the contractor gave neighbors bad information about a cancellation, Perkins said. SAN DIEGO (KGTV) - San Diego County health officials are focusing their efforts to reduce COVID-19 cases in hard-hit disadvantaged communities.Since the state released its tiered reopening system, County officials have closely monitored case rates and positivity rates, the two metrics that move counties between restrictive and less restrictive tiers.Now, the state has added a new metric relating to equity. It focuses on disadvantaged communities. The state looked at several factors that influence health in communities, including economics, education, transportation, social, neighborhood/environment, and housing conditions. The metric is meant to focus on those communities and their risk to COVID-19.At a news conference Wednesday, County officials say they are working to create a plan to address equity and submit to the state next Thursday. They also say the state will release additional guidelines on Monday.The county's health equity rate is at 6.2, which falls under the red tier. That number needs to drop below 5.2 to meet the orange tier criteria.San Diego County is currently already operating in the red tier based on the other two metrics. The county's positivity rate is at 3.5, Which meets the criteria for the orange tier. But the county's state calculated adjusted case rate is 6.5 new daily infections per 100-thousand people, which falls in the red tier. The red tier allows many businesses to reopen their indoor operations, though at a limited capacity.County officials said the new health equity metric does not play a factor in moving San Diego back into a restrictive tier. But it does play a role in moving to a less restrictive tier.County health officials have been working to reduce COVID-19 cases in disadvantaged communities through outreach and education, testing, and contact tracing, but feel more could be done."Undoubtedly, there's more we can do," Supervisor Nathan Fletcher said. "So even though we've done all of those things and continue to do those things, we will continue to search out more opportunities to address the inequity issues in trying to help those communities who are most impacted." 2153

Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley.In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off.They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. Gavin Newsom's office on Monday, asking that comedy clubs in San Diego be allowed to reopen safely.The letter requests that performances be allowed to reopen in outdoor settings, with shows lasting no longer than an hour."We're not talking about concerts here where thousands of people are sitting next to each other," Cate said. "These are performances that are done while folks and individuals are having dinner in a restaurant setting, properly distanced, why should they be treated any differently?"Earlier this month, some comedy clubs, like The Comedy Palace in Kearney Mesa, moved their comedy shows outdoors, only to find out they were in violation of public health orders and made to stop.George Salek, co-owner of The Comedy Place, said they have a lot of outdoor space, and people were able to observe social distancing."Eighty people is what we're trying to put in 5,000 square feet," he said. "It's really safe."Cate said San Diego's entertainment industry is an important part of the economy."I think anyone who can fit the confines of what we want to have done," Cate said. SAN DIEGO (KGTV) - Reverend Sandra Dority knows the dangers of heart disease, the top killer in San Diego County."My sister just passed from a heart attack in December, and my mom had congestive heart failure," she told 10News this week.That's why the 74-year old makes sure to eat right, exercise and, above all, know her numbers."My blood pressure is 116 over 74, and that was after a five mile walk on Saturday," she says.Dority tells everyone she can to know their numbers. It's a message she says is especially important in the black community, where the prevalence of heart attacks, stroke and high blood pressure are higher than normal."We have to change our lifestyle," she says. "There is a better way to live, because the numbers aren't changing unless we change."Dority was one of the first people to join LiveWell San Diego in their Love Your Heart campaign, which offers free blood pressure screenings at hundreds of locations across the county. She brought information to her church, Mount Moriah Christian Church in Mira Mesa.Now, she volunteers at blood pressure screening events, helps run educational sessions, and makes sure pastors talk about heart health from the pulpit every Sunday."God is love and he wants us to reach out and let others know there's a better way to live.
