SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389

SAN DIEGO (KGTV) -- In three weeks San Diego County will elect its next district attorney,  and in a recent poll a large number of voters indicated that they're still undecided. The results of our scientific 10News Union-Tribune poll shows the battle between Summer Stephan and challenger Genevieve Jones-Wright is wide open. If the election were held today, Summer Stephan would get 35 percent of the vote. Genevieve Jones-Wright would get 22 percent and 43 percent of those polled said they are undecided. "Those polls are consistent with what our campaign research shows," Jones-Wright told 10News. "We knew we were up against a political machine and it really is no surprise to me that she's up on the polls."Progressive candidate Jones-Wright says Stephan got a head start, by being appointed to the district attorney job when Bonnie Dumanis left. Jones-Wright said she thinks the poll shows her campaign is gaining steam.Stephan was encouraged by the poll numbers. "This is very encouraging, what you're telling me, because it shows that what we're doing is working," she told 10News. "That San Diegans are enjoying that we're one of the safest urban regions in the country and that they really prefer experience over an experiment."The poll shows that Stephan's voter base is republican, white and over the age of 35. SAN DIEGO (KGTV) — Infectious disease experts say it may take months before the first doses of a COVID-19 vaccine reach an important population: kids.Some doctors worry it may already be too late to get a vaccine authorized for younger kids before the start of the next school year because of the time it takes to recruit children and conduct a new round of clinical trials.“Our children under 12 years of age are almost certainly going into next school year without a vaccine option available for them,” said Dr. Evan Anderson, a pediatrician at Children’s Healthcare of Atlanta and associate professor at Emory University.Dr. Anderson said such a delay could further impact school reopenings and have resulting consequences on children’s mental health, among other concerns. He said the window is rapidly closing to get a vaccine authorized in time for children older than 12 unless more trials begin immediately.In October, Pfizer tested its vaccine candidate for the first time in 100 kids aged 12 to 15. Moderna is expected to begin testing in that age group in January, according to Dr. Anthony Fauci, the director of the National Institute of Allergy and Infectious Diseases. However, neither company has announced plans to begin testing their candidates in children under 12.That’s concerning to the American Academy of Pediatrics, which has been calling on vaccine-makers to include children in clinical trials since September. The AAP argues immunization is critical to stemming the pandemic.“We know that children can be infected with COVID-19 and can transmit it to others. To reduce the spread of this virus and control the pandemic as well as for their own safety, it’s crucial that children be included in the national vaccination program, and that vaccines are made available to children as soon as possible,” said Dr. Yvonne Maldonado, chair of the AAP Committee on Infectious Diseases, in another push last month.Although COVID-19 takes a more severe toll on older adults, children make up about 12 percent of the infections in the U.S. and recent studies have shown kids over 10 years old can transmit disease as efficiently as adults, the AAP noted.More than 1.3 million kids had been infected with COVID-19 as of Nov. 26.Experts say it’s important that drug companies test COVID-19 vaccines in children separately from adults.“Kids' immune systems are really different than adults. As any pediatrician will tell you, kids are not just small adults, their immune systems behave really differently,” said Dr. Christian Ramers of Family Health Centers of San Diego.Dr. Ramers said testing is needed to find the right vaccine dose for kids and see if there are any unexpected side effects.But there are challenging logistics in any pediatric trial. Since children’s immune systems change as they grow, vaccine-makers have to separate their trials into several age groups. That means more child volunteers are needed.“I mean it's more challenging, as an investigator myself for research, to enroll a kid into a study because you have to get permission [from parents],” said UC San Francisco infectious disease expert Dr. Peter Chin-Hong.Because parents have to sign off, experts say it can take much longer to enroll enough kids for a study.In a statement to ABC 10News, Pfizer said it is “working actively with regulators on a potential pediatric study plan.”“As we do with all vaccines which are initially studied in adult populations, we are following a careful, stepwise approach as we move down to younger age groups,” said Jerica Pitts, Pfizer’s director of global media relations.“Global regulatory agencies require evaluation of the candidate vaccine in pediatric populations. Moving below 12 years of age will require a new study and potentially a modified formulation or dosing schedule,” she added.Could a vaccine become mandatory at schools?Once a vaccine is approved for kids, a lot of parents are wondering if and when it might become mandatory at California schools.The California Department of Public Health told ABC 10News several things would need to be in place before it would consider making a vaccine mandatory at either schools or child care facilities.The vaccine would need to reviewed and approved by the FDA and recommended for use in children by the federal Advisory Committee on Immunization Practices.
