(AP) — California wants to give more benefits to people living in the country illegally as lawmakers in the state Senate advanced a 4 billion spending proposal Wednesday that would expand health coverage and tax credits for immigrants.The proposal would let low-income immigrants living in the country illegally get government-funded health coverage if they are 65 and older or between the ages of 19 and 25.The Senate's budget writing-panel also agreed to let some people who don't have Social Security numbers qualify for the state's earned income tax credit — a program for the poor that boosts people's tax refunds. The credit would apply to people who have an individual tax identification number, which includes immigrants in the country legally and illegally."These are people who are working, who are paying taxes," Senate Budget Committee chairwoman Holly Mitchell, D-Los Angeles, said. "That's a population we ought not leave behind."Some Republicans have opposed the proposals, especially since the state is also considering imposing a tax penalty on people in the country legally who refuse to purchase health insurance. But they likely don't have the votes to stop it.The proposals build on the spending plan Democratic Gov. Gavin Newsom released earlier this year that would extend Medi-Cal eligibility to young adults and double the tax credit to ,000 for every family with at least one child under the age of 6, making about 3 million households eligible to receive it.Newsom's proposal did not include expanding eligibility for the tax credit to immigrants. It's unclear how much money that would cost.Newsom wanted to pay for the expanded tax credit by selectively conforming California's tax code with portions of the tax changes President Donald Trump signed into law in 2017. That would have generated about .7 billion in new revenue for the state, mostly from businesses taxes.The Senate rejected those tax changes."We've just got to figure out where else to get that money from," Mitchell said.The Senate proposal is the first indication how the Democratic-controlled legislature will react to Newsom, who took office in January. The Assembly plans to finalize its budget proposal on Friday, which trigger negotiations with the Newsom administration.Lawmakers must pass a budget by June 15. If they don't, state law requires them to forfeit their salaries.The Senate plan does not deviate much from Newsom's proposal, adopting his revenue projections that include a .5 billion surplus.The Senate plan rejects a proposed new tax on most residential water bills to pay for drinking water improvements. Instead, they opted to use 0 million of existing tax dollars to help some struggling public water systems make improvements.In 2017, more than 450 public water systems covering more than half a million people failed to comply with safety standards. That number doesn't include people who use private wells or public systems with fewer than 15 connections, which are not regulated by the state.Newsom has argued for the tax, saying it would protect the money by making it harder for lawmakers to divert the spending elsewhere. But lawmakers from both parties have balked at implementing a new tax while the state has a projected surplus of .5 billion.Still, some Republicans were wary the tax could return once Democratic leaders conclude their budget negotiations next month."My issue is trust," said Sen. Retailers pulled some name brand dog food from store shelves after a euthanasia drug was found in several products."I was a little surprised, but at the same time you hear all sorts of stuff about what is and what isn't in dog food," said Sam Porach, pet owner.The FDA started an investigation after a TV station tested several cans of Gravy Train dog food and found 60 percent contained pentobarbital, a drug used to euthanize animals, found in some products."It's a tranquilizing drug that is sometimes used by veterinarians in animal shelters to reduce anxiety in animals and ultimately put them to sleep," said Jackie Bowen, the executive director of Clean Label Project.The Clean Label Project is a non-profit aimed at educating people about toxins in products, including pet food."This industry needs to do a lot more testing and be a lot more critical of the ingredients used in its products," said Bowen.The J.M. Smucker Co. owns the brands in question including Gravy Train, Kibble 'N Bits, Skippy and Ol' Roy.  The company is investigating how pentobarbital got into the supply chain."One possible way is through contaminated ingredients," Bowen said.Between recalls and reading labels, pet owners are left trying to navigate what's really safe."Try to go all natural type yah know baked treats and stuff," pet owner Ryan Searle said."I feel like there's been a pretty big movement lately on knowing what's in your dogs' food and having higher quality foods," Porach said.Smucker's said the low level of the drug found in the food does not pose a threat to pets, but admit it's not acceptable. (AP) — The California Democratic Party is investigating allegations of sexual misconduct against chairman Eric Bauman.A party vice chairman, Daraka Larimore-Hall, brought the charges against Bauman last week on behalf of anonymous accusers and called for Bauman's resignation. Larimore-Hall alleged that Bauman sexually harassed and assaulted people during party functions.Larimore-Hall spoke to two accusers and a witness, the Sacramento Bee newspaper reported."I take seriously any allegation brought forward by anyone who believes they have been caused pain," Bauman said Saturday in a statement announcing the investigation. "I look forward to putting these allegations behind us and moving forward as unified Democrats."An outside investigator is looking into the claims. Other California Democrats have already called for Bauman to be replaced, including U.S. Rep. Ro Khanna and the Orange County Young Democrats.A series of sexual misconduct allegations against lawmakers, lobbyists and others in politics rocked California's political world late last year, at the height of the #MeToo movement. Three Democratic men resigned as state lawmakers after investigators hired by the Legislature found they likely engaged in inappropriate behavior.In a letter to the party last week calling for Bauman's removal, Larimore-Hall said stories from Bauman's accusers illustrate a "clear and escalating pattern" of inappropriate behavior.Larimore-Hall did not respond to a request for comment Monday from The Associated Press.Bauman narrowly won the party chairmanship last year against Kimberly Ellis after a contentious battle between establishment Democrats and progressive activists.During that fight, Bauman said he was falsely targeted by rumors he engaged in inappropriate behavior with teenage boys. Rick Gates, the key prosecution witness in the tax and fraud trial of former Trump campaign chairman Paul Manafort, testified Monday he had committed crimes alongside and at the direction of his former partner -- and had also stolen from Manafort himself.In stunning testimony at Manafort's trial on tax and fraud charges, Gates stated he and Manafort had 15 foreign accounts they did not report to the federal government, and knew it was illegal. The bureau of labor statistics is predicting an increase over the next five years," Lori Long and Entrepreneurship Professor at Baldwin Wallace University said.In the last year, nearly 300,000 Americans 85 and older were working. That number is up 3 percent from the start of the 2006 recession.Industries, like the trucking industry, who years ago might not have given Blocksom a shot, could now do just that.“The shortage of drivers spans the entire country and virtually every trucking company in the United States," Frank Gagyi, President of the Buckeye Interimobile Trucking company in Cleveland said.And that’s where Blocksom is hoping a door will open.“I've always liked driving, so I figured that I'd like to be able to make some money driving," he said.Since his wife's been ill, he's had to sell his home, mobile trailer and other assets to cover expenses. Now he says trucking is a practical solution for income.“That would be the best way to do it," he said.And though it’s something he has to do, he’s pretty optimistic about trying something new."I believe I can do this pretty well, and it would be a nice challenge and it'd be fun,” he said.Blocksom still has to pass his commercial driver's licenses test for him to start working. His classes for that test start next month. He said the ideal shift would be local weekend trips, so he can still care for his wife.  1638
