DEL MAR, Calif. (KGTV) - The Flower Hill Promenade in Del Mar is helping restaurants in its parking spaces by creating extra outdoor dining space.Milton's, a restaurant and deli in the shopping center, opened up a new outdoor area by covering up parking spaces with turf and tents and setting tables and chairs. That area opened up this week after new health orders forced restaurants to close their indoor dining areas due to rising coronavirus case numbers.Owner Barry Robbins says that they are also working on building a lounge area with a big-screen TV. With fans not allowed at the Del Mar horse track this season due to the pandemic, Robbins is hopeful their proximity to the race track will attract horse racing fans."We want to create a lounge, and put up a tv, and show the races there," he said. "Then you'll have more a night time venue with music, which we've never done before."Rose Javin, the General Manager at Flower Hill Shopping Center, says the outdoor dining spaces are an investment in their clients. Another restaurant in the Flower Hill Promenade, Cucina Enoteca, also recently rolled out turf and put up tents to create a comfortable outdoor setting for their customers. They are currently working with a third client to see if they can help them."The shopping center has put up the money to do all this and create this area for the tenant," Javin said. "We're a family here, and we want our tenants to thrive and survive."Robbins says they were hard-hit by the pandemic. When restaurants were allowed to reopen, Robbins says they invested thousands of dollars in putting up glass dividers inside the restaurant. Still, they were only open for two weeks before they had to shut their indoor area again.Robbins says having the outdoor space is a relief."It means sleeping at night. I was so scared," he said. "I think we really have a chance, and it could be better than ever." 1910

DETROIT, Mich. -- A 70-year-old woman is suing the Detroit Police Department for millions of dollars, accusing its officers of "violent abuse.""I never in my life had handcuffs on," said the woman, Lisa Wright. But all that changed on Nov. 20, 2019, when Wright said she and her grandson heard a commotion outside her home on Wyoming near Chippewa on Detroit's west side.Wright's grandson opened the door and they were allegedly assaulted by police officers.Thursday, at a press conference with her attorneys, Wright told reporters how she was forced to the ground and handcuffed."We didn't do anything," Wright said they tried to tell police."After they roughed her up and abused her for 30 minutes or so, they just released her," said Wright's attorney, Michael Fortner. "Not even an apology."Wright, whose husband ended up rushing her to a nearby hospital where she remained for seven days, is now suing the City of Detroit and Detroit police for million for alleged physical injuries, post-traumatic stress, humiliation, and mental anguish.It all began on Nov. 20, 2019, when Detroit police officers responded to a 911 call for help at a house three doors away from Wright's home.During that run, two police officers were shot, including officer Rasheen McClain who died from his injuries.Immediately after the shooting, as police were searching the area for the suspect, Wright and her attorneys claim officers dragged her and her grandson out of their home and caused them injuries.In the lawsuit, officers "subjected plaintiff to unlawful searches of her person and property, wrongful arrest/detention, unnecessary and violent abuse, false arrest, and other unconstitutional conduct."Click on the video to hear from Wright and her attorneys.In December, WXYZ began looking into Wright's allegations of police misconduct, and police officials said they were investigating the claims. Delta and other airlines have shown that their mask policies are not just a suggestion, going so far as to remove passengers from flights if they do not wear a mask.Passengers who refuse to wear a mask on Delta Airlines will no longer fly with Delta, according to internal communications."Although rare, we continue to put passengers who refuse to follow the required face-covering rules on our no-fly list," says Delta CEO Ed Bastian in an internal memo to employees shared with CNN.That has resulted in about 240 people banned from flying on Delta.The memo, dated August 27 and seen by several media organizations, was celebrating the opening of Delta’s new Salt Lake City hub, and included an update on the current state of the airline.Since implementing a mask policy in June, the number of passengers on the no-fly list has more than doubled. Bastian told CNN on August 7, "We've had well over 100 people that have refused to keep their mask on during the flight."That reportedly includes a former Navy SEAL who claims to have killed Osama bin Laden. Robert O’Neill tweeted about being banned by Delta Air Lines after removing his face mask during a flight.There are also recent stories about flights returning to gates when passengers remove their mask before take-off. DENVER — The deaf community in Colorado has an unusual problem with marijuana.How do you sign "endocannabinoid"?In Dank's Denver dispensary, budtenders are ready to help. But for some, placing an order is more complicated.Larry Littleton is deaf and a certified interpreter, demonstrating the difficulties as he wrote out an order for the person behind the counter."I believe that it's important for a patient to be empowered and when we don't have communication access," said Littleton.Even among other deaf people, American Sign Language isn't up to speed on weed. That's where a Boulder nonprofit, ECS Therapy Center, is stepping in to help create new cannabis-related vocabulary of signs for the deaf community.Regina Nelson is bringing together interpreters and deaf professionals to compile a video glossary."If this is the best sign for marijuana," she said, showing a sign that looks like holding a joint to her mouth, "it's really not appropriate to cannabis and cannabis oil and these other things."Nelson hopes to finish the glossary next year and as it goes into informal use, she says she hopes to eventually petition the Sign Language Academy to add it to the official lexicon.  "As a social scientist, language is what normalizes things and so to help empower the deaf community to develop language around this is what will help normalize medical cannabis use," she said.The group of volunteers is touring grows and dispensaries this week to learn about the industry and hoping to make it more ADA friendly. At a recent medical marijuana conference in which Littleton spoke, he said, the need was painfully obvious."There was no interpreters offered, no real-time captions offered and no way to understand what was being presented," said Littleton. "So it's a little scary," she adds, seeing the rows of empty shelves at the store on West Hillsborough Avenue in Tampa.The sign on the store announces that there are just 11 days until the store is closed for good. Rubiani registered with Babies R Us for her first daughter, but now, expecting a second child soon, she doesn't yet know where she'll turn."I was going to do Babies R Us but then they close," Rubiani said. "Now I have to go all the way to Brandon to go to Buy Buy Baby which is a completely different store."Buy Buy Baby, which is owned by Bed Bath & Beyond, has four stores in Central Florida, but only one in the Tampa Bay Area, in Brandon.Rubiani and other new and expecting moms say the impact will go well beyond baby gift registries.Some believe online shopping, like Amazon.com, won't be a suitable replacement for filling daily needs.And they add that stores like Walmart and Target don't currently have the wide selection Babies R Us has."It's not always easier because you don't know what you're going to get until you get it," says Rubiani."What if it's messed up and you have to send it back, and what if you need it right away?" 1751
