SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. The park took shape in 2003, according to the lawsuit.Montoya and other neighbors say there was not enough drainage put in, sending water running down the five-foot berm every time it rains.A storm in December 2018 left many stranded, including Ricky Vasquez, who was trying to pick up his one-year-old son."Other cars were stuck in the middle of the street because the water was so high," said Vasquez.Neighbor Pastor Nicolas Martinez said his home flooded, ultimately costing ,000.Montoya was fed up."San Diego's America's Finest City for some but not for all because I've got documentation for over 30 years for asking for help for this situation that they've created and I'm just ignored," said Montoya.He went to attorney Evan Walker, who said his team found one of the two storm drains at the park "is not connected to any sort of system despite the city's own plans to connect them to the system."Montoya hopes the lawsuit causes the city to step up.10News reached out to the City of San Diego who said they could not comment on ongoing litigation. 2211

SAN DIEGO (KGTV) - Sea World employees went on a rescue mission Saturday to free a Sea lion pup from a plastic ribbon wrapped around his neck on Boomer's Beach.The timing is poetic, on World Oceans Day. A day that "provides a unique opportunity to honor, help protect, and conserve our world’s shared ocean," according to WorldOceansDay.org.Sea World Animal Care Specialist Brooke Hubbard said they had been monitoring the pup and received another call Saturday. This time it sounded like the 2-3-year-old sea lion was in an area where they could safely remove the ribbon.A rescue that saved the mammal's life, "when there is lining around it's neck it can constrict it's airways and it's esophagus making it so they can't breathe or eat over time," Hubbard said.Video from her supervisor's perspective shows what it was like when the team snuck up on the sea lion, threw their net and cut the ribbon off with a pair of ordinary scissors.When they released the Sea lion, he scooted back to the ocean, "that's the best feeling in the world, especially since we didn't have to bring it back here and rehabilitate it," she said.Hubbard said this is is completely preventable, "please don't litter at the beach. SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. Results are expected in June. The city terminated the employee responsible for the human error.  2171
