Andrew Cuomo is ordering all workers in non-essential businesses in the state to stay home to help combat the spread of COVID-19, the illness caused by the new coronavirus. The news network is not named in the court documents.Smith made an initial appearance in Kansas federal court Monday afternoon. He is scheduled to appear again in federal court for a detention hearing on Thursday in Topeka.
