But now he's moving on his own to allow imports of cheaper prescription medicines, along with other limited steps that could still have election-year appeal. (KGTV) -- California could become the first state in the nation to use recycled plastic as part of its roads and freeways.The state Senate unanimously passed SB 1238, which directs Caltrans to study the use of plastics in asphalt for construction, or repair of a state highway or road."There's no other state in the nation that has more paved roads in California," said Sen. Ben Hueso, who wrote the bill. "So, imagine if California developed the use for a product that it's abundant in … This would be a game changer. This would be a great way to reuse plastic.”That's especially important now, as China has stopped buying recycled materials from the U.S. Prior to 2018, California sent 2/3 of its recyclable materials to China, which has since banned all plastic trash imports.Now, instead of going into the landfill, it could go into California’s roads."It would help create jobs in our state. It would help a local contractor that we have in our county, it would help improve the sturdiness of our roads and reduce the maintenance of our roads," said Hueso.Hueso said he got the idea from a group of students at Bonita Vista High School in Chula Vista. He met with their Progressive Club and Green Club, challenging them to find solutions.The students introduced Hueso to MacReber Southern California, a Vista company that takes plastic and prepares it to be used in asphalt."It makes too much sense not to do," said MacReber CEO Rebeca Sparks. "With this technology, we can truly offset our footprint, and not only offset it but be do more than that to be plastic positive."MacReber takes plastic out of the recycling and landfill chain, and then processes it. The company then sells the plastic to asphalt companies. They use the plastic mix instead of oil when making asphalt.MacReber said in addition to being more environmentally friendly, it also creates a stronger, sturdier road."It's going to look feel and move the same as a traditional asphalt," said MacReber President Chris Sparks. "But our product lends to a stronger, longer lasting asphalt road."Hueso said finding a use like this for all of the plastic waste produced in California is vital to the environment, especially now that China has stopped buying the state's plastic waste.The bill still has to get approval from the state Assembly, and then it would need the governor’s signature to become law.After that, Caltrans would be responsible for studying and implementing the idea. 2478

WASHINGTON (AP) — Postmaster General Louis DeJoy told lawmakers Monday that he has warned allies of President Donald Trump that the president’s repeated attacks on mail-in ballots are “not helpful,” but denied that recent changes at the Postal Service are linked to the November elections.“I am not engaged in sabotaging the election,” DeJoy said, adding that, like Trump, he personally plans to vote by mail.The House hearing quickly became a debate over mail delivery disruptions being reported nationwide. Democrats said the changes under DeJoy’s watch are causing widespread delays, but Republicans dismissed the worries as unfounded and part of a Democratic “conspiracy” against Trump.DeJoy made clear his role in changes that have recently been reported at the USPS.“As part of this conversation, there are many inaccuracies about my actions that I wish to again correct. First, I did not direct the removal of blue collection boxes or the removal of mail processing equipment. Second, I did not direct the cut back on hours at any of our post offices. Finally, I did not direct the elimination or any cutback in overtime. I did however suspend these practices, to remove any misperceptions about our commitment to delivering the nation’s election mail,” DeJoy stated in his opening remarks.During questioning, DeJoy clarified that his changes were intended to get the trucks to run on time, as a fundamental change needed for the whole process to be more efficient.“If the trucks don’t run on time, the mail carriers can’t leave on time,” DeJoy said, defending the change, explaining that late trucks lead to overtime and late night deliveries.A story from NewsChannel 5 found that this policy change is leading to empty mail trucks leaving without its intended cargo in order to leave on time.A heated exchange happened during Monday’s hearing, when Representative Stephen Lynch asked DeJoy if he would put mail sorting machines back, reportedly removed earlier this summer, before the election.“Will you put the machines back?” Representative Lynch pressed multiple times, reaching a shouting level.“No, I will not,” DeJoy repeatedly answered.DeJoy has argued the machines were planned to be removed as part of a transition to more package-handling equipment since the post office is handling fewer letters.A little later, during questioning from Representative Ro Khanna, DeJoy seemed to indicate he may put the machines back. Rep. Khanna asked how much money it would take to put the machines back, if the appearance of doing so helped Americans feel confident about voting and sending mail. He asked if it would take a billion dollars.DeJoy responded that Congress “couldn’t get the money,” referencing stalled efforts to pass bipartisan legislation, and the history of not funding the postal service.However, when pressed by Rep. VISTA (CNS) - Ex-NFL tight end Kellen Winslow II, who is awaiting trial on charges of raping two women in Encinitas and raping an unconscious teenage girl, is being held without bail on newly filed misdemeanor charges related to alleged lewd conduct with a 77-year-old woman at a Carlsbad gym.Winslow, who had been out of custody on million bail in connection with his felony case, is accused of touching himself and asking the woman if she liked it on Feb. 13, then groping her while she was in a hot tub at the same gym on Feb. 22, according to police and prosecutors.The 35-year-old son of former San Diego Chargers legend Kellen Winslow, who's being held at the Vista Detention Facility, pleaded not guilty Monday to a pair of lewd conduct counts and one count each of elder abuse and battery of an elder.He faces life in prison if convicted in the felony case, which involves allegations that he raped a 17-year-old girl in 2003 at a home in Scripps Ranch; lured a 54-year-old transient -- who was hitchhiking -- into his Hummer for a ride, then raped her on March 17, 2018; and that he raped a 59- year-old homeless woman on May 13, 2018, then threatened to kill her if she told anyone.He appeared in a Vista courtroom today on a defense motion to dismiss the felony complaint, in which he's charged with kidnapping, forcible rape and rape of an unconscious person. A judge denied the request with the exception of one kidnapping count, finding insufficient evidence that the victim was transported under force or fear prior to the alleged rape.Deputy District Attorney Dan Owens said that he will seek to have the misdemeanor counts consolidated into the main case during Winslow's next court hearing on March 29.Winslow II grew up in San Diego and attended the University of Miami. WASATCH COUNTY, Utah — A man has been arrested and charged after police say he threw his wife into the Provo River in Utah on Sunday.According to an arrest report, 61-year-old Douglas Harold Green and his wife were at the Provo River Resort, located just downriver from Deer Creek State Park in Wasatch County, when they began arguing over dinner arrangements.Police say Green became angry and threatened to drown her in the river. He then dragged her to the bank of the Provo River and forced her in, the probable cause statement says.Witnesses said they tried to help her, but Green yelled at them to stay away.Police said the woman had a bruise on each arm, which she said were from Green dragging her. It was not made clear if she sustained further injuries, how long she was in the river or how she got out.Green was arrested and held without bail after a judge in the Heber District Court ruled that releasing him "would constitute a substantial danger to an alleged victim of domestic violence."He has been charged with aggravated kidnapping, a third-degree felony, and assault, a class-B misdemeanor.This story was originally published by Spencer Burt at KSTU. 1176
