UNITED NATIONS, Jan. 18 (Xinhua) -- China welcomes the smooth completion of the referendum in south Sudan, which is "an important step" towards the full implementation of the Comprehensive Peaceful Agreement, a senior Chinese diplomat said here on Tuesday. Addressing an open debate on the situation of Sudan in the Security Council, China's deputy permanent representative to the UN Wang Min said that the referendum in south Sudan is not an end in itself in implementing the CPA, instead, realizing sustainable peace, stability and development in Sudan is the final purpose. "No matter what the outcome of the referendum is, it is imperative to ensure the long-term peace and stability in Sudan and the region at large," said Wang. Wang noted that China hoped to see the north and south Sudan would continue to conduct dialogue and consultations, so as to reach an earlier agreement on such issues as the status of Abyei, wealth sharing and border demarcation, lying down a foundation for further promoting the north-south peace process. On Saturday, South Sudan referendum polling centers closed. The referendum will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war. In order to assist Sudan in the referendum, China has donated to the Southern Sudan Referendum Commission 500,000 U.S. dollars in cash and provided its bureau with support in kind. China has also sent a group of observers to Sudan. Wang reiterated China's willingness to "work together with the international community and the parties concerned to continue to play an active and constructive role in promoting the long-term peace, stability and development of Sudan." Concerning the situation in Darfur region, Wang said that China supports a peaceful and comprehensive settlement to the Darfur issue, in particular the tackling of the root causes for the issue. "At present, the security situation in Darfur is very fragile, and humanitarian assistance is faced with many difficulties, " said Wang, "the root cause is the lack of a strong and widely supported political agreement in Darfur." China called on the Security Council and international community to strengthen support for political process in Darfur and urged the Darfur rebel groups to join the peace talks without conditions and delay, said Wang.

BEIJING, Dec. 13 (Xinhua) -- China is trying to have more workers and farmers and fewer university graduates working as public servants because university graduates may have achieved academically, but farmers and workers often have grass-roots life experience.But achieving the goal has not been easy -- for the government, and workers and farmers as well.The annual National Public Servant Exam on Dec. 5 attracted more than 1 million candidates for 16,000 vacancies around the country, according to Nie Shengkui, a senior State Administration of Civil Service official.For the first time, it was stipulated that workers and farmers were preferred for some of the positions, in a move to make the exam more inclusive.As part of the pilot project, a total of 14 positions in grass-roots branches of central government departments at the county-level or below - including customs, taxation and rail police - in the regions of Guangdong, Sichuan, Xinjiang and Gansu were reserved for workers and farmers.Including more grass-roots workers and farmers in the exam is an improvement in the civil servant selection process, said Zhao Shuming, a professor of human resource management at Nanjing University in east China's Jiangsu Province.Compared with university graduates, workers and farmers are suited to some public service positions that involve work with grass-roots people, Zhao said.However, according to Nie, only 62 workers and farmers of the 171 qualified applicants took the exam."The competition in the public service exam is fierce, and I believe many workers and farmers lacked the confidence to take the exam," said Li Zhen, an official in Sichuan's provincial Department of Human Resources and Social Security.Li said that to his knowledge, there were no workers and farmers that took the exam in the province."Become a civil servant? BEIJING, Jan. 5 (Xinhua) -- China vowed Wednesday that it would continue efforts to expand and upgrade its rural power grid networks in the next five years to meet the increasing demand.Safe, environmentally-friendly, and technologically-advanced rural power networks are expected to cover most of the nation's rural areas to ensure better electricity use for rural residents during the country's 12th Five-Year Plan period (2011-2015), according to a statement issued after a State Council executive meeting chaired by Premier Wen Jiabao.Full-fledged power networks are still beyond reach for some rural residents in China's central and western rural regions, despite government moves to expand rural networks beginning in 1998, the statement said.Relevant departments should step up efforts to improve power generation facilities for irrigation and farm produce processing to ensure power consumption of agriculture production, the statement said.Further, participants at the meeting also pledged to slash rural power prices.
