Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.FCMAT recommends the state controller and local district attorney be notified of its findings.Frances Martinez, the former internal auditor for the district, told Team 10 the "people who purposely did wrong should be held accountable." Martinez said she raised the red flag regarding financial issues at the district, but was not taken seriously. She said when it came to some of the district's financial accounts, "that's how the reconciled. They just made up stuff and made a balance."Martinez said she was sitting next to Superintendent Karen Janney when the multimillion-dollar deficit was discovered. "She said, hey it's the business system. It's old, huh? Just making up stuff. I've heard about six different versions of the truth and none of them have been truthful."The former Chief Financial Officer Karen Michel would not participate in the audit. The team also could not make contact with Doug Martens, the director of fiscal services.With the release of the FCMAT report, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The district was given 15 days to respond to the audit's findings with its "proposed action."One teacher in the district, who did not want to be identified, said the audit's findings were sad, but not surprising. "Hopefully, the positive that can come out of this is that we become more transparent and have more oversight and this will never happen again," the teacher said. On Tueday, SUHSD spokesman Manny Rubio provided this statement to 10News on behalf of the district: "The Sweetwater Union High School District is currently reviewing the report from FCMAT and its findings and recommendations. The District takes this report very seriously and will be determining next steps. Given that this matter is still pending, we will refrain from any additional comment at this time."The District Attorney's office said they are reviewing the audit. CHULA VISTA, Calif (KGTV) -- More than 20 people showed up to a town hall meeting hosted by the Baldwin and Sons regarding their development in Otay Ranch.Right now, the massive project includes 292 condos, 300 apartments, a 2-acre park and 15,000 square feet of commercial and retail space, as well as two hotels.  One of the hotels opened in 2017, and condos are under construction.The developer now wants to add 300 more apartments to their plan.  They say the plan will not require any additional space but instead will require a different building and site design.RELATED: Developer wants to add 300 apartments to Chula Vista propertyMany in the community raised concerns about traffic and the overcrowding in schools at the open house. Developers were there to address those concerns.According to Nick Lee, a study of the area says the roads it can accommodate nearly 12,000 trips a day. Even with the additional 300 units, it would push those numbers to around 8,000 trips a day.They also said they’ve spoken with the Elementary and High School districts, and both have told them they should be able to accommodate the students with their existing facilities.The developers expect to bring the new plans to planning commission next month. 1268

(KGTV) -- Dozens of South Bay parents want to know why the principal at their neighborhood school was unceremoniously removed from her post right before the school closed for Fall Break. “I’m very frustrated,” said Greg Rogers Elementary PTA President Caroline Garvin. Garvin said she learned Friday that the Chula Vista Elementary School District reassigned Principal Erika Taylor.  A district spokesman said Taylor was reassigned as a Principal on Special Assignment in special education. Garvin said the Rogers faculty was told Friday towards the end of the school day. “The looks on the face of the staff:  There were people crying.  There were people that were upset because she was a true leader,” she said.  “To take that away from us without explanation and to do it before a break so that parents can’t even be here to help fight for her is just wrong to me.” All the schools in the Chula Vista Elementary School District are closed for the next two weeks for Fall Break. Garvin said there are a lot of parents upset about Taylor’s removal.  Garvin said she confronted CVESD Superintendent Dr. Francisco Escobedo. “He said he would not be able to give an explanation not now and not in the future,” she recalled. In the meantime, Garvin said Taylor has hired a lawyer to fight for her job back. “She’s got three kids.  She’s a single mom,” said Garvin. “I’m really proud of her.  I want her to fight this.” 1529

CHULA VISTA, Calif. (KGTV) — Sheriff's deputies were led on a wild chase through the South Bay Saturday, ending with a violent crash and three people injured, including a deputy.San Diego Sheriff's deputies were called to a report of a suspect burglarizing a vehicle in the area of 13th St. and Donax Ave. in Imperial Beach just before 10 a.m. When they arrived, the man took off and led deputies on a vehicle pursuit into San Ysidro.During the pursuit, deputies say the suspect hit a female driver on Dairy Mart Rd. before continuing northbound on Interstate 5, onto side streets in Chula Vista, and back onto NB I-5. At times, the driver reached speeds of 100 mph, deputies say.The woman was not injured, SDSO said.The pursuit came to an end when the suspect lost control of the vehicle and crashed into a bridge at the top of the H St. offramp. A deputy involved in the pursuit crashed into another vehicle at the top of the offramp as well. Both the deputy and that driver were taken to a nearby hospital with minor injuries.The crash was so intense, it rained vehicle wreckage on the freeway below and damaged a woman's windshield. Bridge railings and fencing were also damaged, SDSO said.The suspect fled on foot from the crash, heading down the H St. offramp and onto the shoulder of I-5 before deputies captured him. He was taken to a nearby hospital for treatment of injuries. 1393

CINCINNATI -- The University of Cincinnati will pay former UC police officer Ray Tensing 4,000 in back pay and legal fees, the university president wrote Thursday.Tensing was the police officer who shot and killed Sam DuBose during a traffic stop in 2015. UC fired Tensing on July 29, 2015. However, the police union contract states that employees charged with a felony may be placed on paid leave until the court case is resolved. Tensing brought a contractual grievance to the university regarding his termination, according to UC President Neville Pinto.UC agreed to pay Tensing 4,230 in back pay and benefits for Tensing and 0,000 for his legal fees to resolve the grievance. In return, Tensing agreed to resign his position as a university law enforcement officer and to never return to employment at UC. "I realize this agreement will be difficult for our community," Neville wrote in a letter announcing the agreement. "I am nevertheless hopeful that we can focus on supporting each other as members of the same Bearcat family — even, perhaps especially, if we don’t agree."The case prompted Black Lives Matter Cincinnati and other groups to organize marches and rallies as the community waited to hear if Tensing would face charges and, later, what jurors would decide. "The tragic loss of Samuel Dubose in July 2015 was a trying time in the life of our University," Pinto wrote Thursday. "Our community came together to mourn, listen, support, heal and hope. That work continues as we strive to live our values into action."Authorities charged Tensing with murder and voluntary manslaughter in DuBose's death. However, two juries were unable to reach a unanimous verdict, prompting a judge to declare two mistrials in the case before the charges were dropped.?After DuBose's death, Hamilton County Prosecutor Joe Deters had dismissed Tensing's reason for stopping DuBose off campus -- a missing front license plate -- calling it a "chicken-crap stop." He also said Tensing "should never have been a police officer."But after the trials, Deters lamented that the jurors would have not voted to convict a police officer, blaming division in the U.S. over race and police issues. He called the case "heartbreaking."The shooting prompted a top-to-bottom review of the University of Cincinnati Police Department.
