SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) — Murder during rape is a special circumstance, meaning no bail for the man accused of killing an elderly woman in her Normal Heights home in 1987.Kevin Ford, 62, didn’t have much to say in court Tuesday, charged with the murder and rape of 79-year-old Grace Hayden. Some advances in technology and persistent police work helping make today happen after three decades.The video remains just as chilling today as it was 31 years ago. Hayden's body was wheeled out of her home. Her neighbor told 10News reporter Steve Fiorina back then, that she was a friendly neighbor."She was loveable, friendly, never bothered, as far as I know, anyone," the neighbor said."Never went out because she was something like handicapped. She was a nice lady," another neighbor said.The case went cold until a single fingerprint found on Hayden’s stove. And some hard work led investigators to an arrest in North Carolina.San Diego DA investigator Tony Johnson was reviewing the unsolved case when he found that fingerprint. He submitted it to a national database and got a hit from a 20-15 warrant out of North Carolina.Three years ago he talked with KPBS saying, “a case goes cold primarily when the initial team that’s investigating the case has run out of leads.”Ford was extradited to San Diego. Tuesday, he was arraigned before a judge. A public defender said ford denies all charges.Ford is due back in court on Aug. 7. 1460

SAN DIEGO (KGTV) -- Police Thursday released a picture of the vehicle used in a deadly hit-and-run in Logan Heights last week. 52-year-old Maria Estrada Romero was hit while walking near Cesar Chavez Parkway on her way to a bus stop on November 15. Two days later, she died at the hospital. Police say the driver didn’t call 911, or stop to render aid to Romero. RELATED: Woman critically injured in Logan Heights crashThe vehicle used in the hit-and-run is described as a 1997 to 2004 white Ford F-150 truck with stock wheels. 10News spoke with family members about the crash Wednesday. Romero was a mother of five and grandmother of five. "Always really happy, an outgoing person," said Brianda Ramos.The family says they rushed to the hospital after learning Romero was struck by a hit-and-run driver. Basically left her right there," said Ramos.Family members say Romero had become famous in the area for selling tamales at parks and schools in Southcrest and Bay Terraces. SAN DIEGO (KGTV) — North County residents have banded together to help a woman who was living in her van with hundreds of pet rats and nowhere to turn.Locals were first alerted to the woman's situation outside a Del Mar convenience store, where she works. Carla was recently living in her van with two pet rats after becoming homeless, neighbor Kimberly Jackson told 10News reporter Rachel Bianco. The two rats had babies and the situation grew out of hand. The rodents eventually totaled more than 300. The animals chewed through the wiring of the van, rendering it inoperable."Everywhere, there was not one place in the van where they had not gotten into, the wiring, the engine, they came and went from the engine area," San Diego Humane Society officer Danee Cook said. "She was extremely helpful during the entire process as well. She did love her pets, she just let it get out of hand and she became overwhelmed."Video of the rats scurrying across the van's dashboard surfaced on NextDoor, catching the attention of neighbors like Jackson. "She said, "are you here to ridicule me, like everybody else," Jackson told 10News. "I saw what was going on in there, and said, 'how can we help you?' There were like 300 rats in that van." That's when Jackson and other neighbors stepped in, helping Carla tow her van from the parking lot. The San Diego Humane Society then removed the rats, which are healthy and now up for adoption.The acts of kindness have gone even further to help Carla. Neighbors set up a GoFundMe account that has raised nearly ,000 for Carla. Another neighbor donated a car. They're also helping connect her to homelessness resources and housing."She's just a gentle, gentle person, nobody knew she was homeless," Jackson said. SAN DIEGO (KGTV) — Naval aviators and Marines from NAS North Island and Camp Pendleton are helping firefighters battle the Valley Fire.They joined four aircraft from the Army National Guard who came nearly straight from fighting fires in Northern California, according to Army National Guard officials."Due to the increased fire activity throughout the state of California up to and including Southern California, we are extremely short on resources, private, state, and federal resources. So we've enacted our emergency response agreement with the military here in San Diego including the Navy out of North Island and the Marine Corps out of Camp Pendleton and Miramar," Cal Fire Capt. So much of Southern California supports what we do here and so it's good to give back to the local community," Pilot John Findley said. The crews flying out of Pendleton have years of training to qualify for this mission. It takes hundreds of hours of maintenance to keep the helicopters running during these missions.Thursday, the fire had burned about 17,565 acres and was 32% contained. The fire has destroyed 20 "habitable structures" and 17 "minor structures" and resulted in two injuries, though it was not clear if the victims were firefighters or civilians. 3137
