SAN DIEGO (KGTV) — During a closed session meeting on Friday, the county Board of Supervisors voted to appeal a recent court's decision to allow strip clubs and restaurants to reopen amid California's regional stay-at-home order.While the board voted to appeal the ruling, Chairman Greg Cox said they have directed the county's legal counsel to only argue against the operation of strip clubs and allowing indoor dining despite California's coronavirus restrictions."The Board voted to appeal the order. But the Board directed County Counsel to only argue that the order is incorrect as it relates to the continued operation of strip clubs and the allowance of indoor dining. We support outdoor dining with appropriate safety protocols that have been previously established. We remind everyone that the virus is still out there. The ruling was in response to a preliminary injunction granted to the clubs in November that protected them from some enforcement.San Diego Superior Court Judge Joel R. Wohlfeil ruled that the adult entertainment businesses and "San Diego County businesses with restaurant service" cannot get a cease-and-desist order."The court’s intention is that all businesses which provide restaurant service — meaning all restaurants in the County of San Diego — are encompassed in the scope of the court’s order. Many local restaurants reopened for some form of in-person dining after the ruling.Supervisor Nathan Fletcher said in a statement on Friday that he "vehemently" disagrees with the court's ruling."Given the massive rise in COVID-19 cases and hospitalizations, we must make difficult decisions to slow the spread of the virus. I vehemently disagree with the recent judicial decision allowing strip clubs and all restaurant activities to resume and I support appealing the entirety of the recent court ruling. It is a positive step that our board voted unanimously to join the state in the appeal as it relates to strip clubs and indoor dining," Fletcher said. California's regional stay-at-home order went into effect after the Southern California region, which includes San Diego County, saw its ICU capacity dip under 15%. SAN DIEGO (KGTV) - Despite the early morning wake-up call, San Diegans still got out to catch NASA's first interplanetary rocket launch from the West Coast.San Diegans unfazed by the 4 a.m. start time broke out their cameras and looked up to the sky to catch the Atlas 5 rocket take off from Vandenberg Air Force Base just north.Some users took to Instagram, others to our 10News Weather Watchers Facebook page. SAN DIEGO (KGTV) – Fixing San Diego’s streets was one of Mayor Kevin Faulconer’s top priorities when he took office, and now he believes they’re on schedule to reach his goal of repairing more than 3,000 miles of roads.About a decade ago, it took crews an entire year to get about 24 miles of street repairs done in the city. Now, crews are averaging 25 miles of street repair a month.Kris McFadden, director of San Diego’s Transportation & Storm Water Department, said the pandemic helped them get the work done without causing much backups on the roads.“We staggered working times, people coming in different times. So, we were able to do a lot of repairs, especially when people weren’t driving on the roads,” said McFadden.Faulconer said, “When I ran for mayor, there was no issue that San Diegans complained about more than streets, so we have been on a mission over the past six years to bring smooth streets to neighborhoods across the city. We overhauled the repair program to speed up fixes, made record investments in street repair, and are on pace to fix half of all City streets by the end of the year. The robust program we now have in place fixes hundreds of miles annually and I strongly encourage the next Mayor to keep the pedal to the metal until every San Diegan can experience a freshly paved street outside their front door.”In a news release, city officials said crews “completed repair work on some of the City’s busiest streets including completing repairs to North Harbor Drive, Fairmont Avenue, Montezuma Road, and a network of streets in Mission Bay that have not seen a major facelift in nearly two decades. Construction on Scripps Poway Parkway is underway and anticipated to be completed in December.”Even though the city is on track to repave half of the its entire street network by the end of the year, City Councilmember Vivian Moreno said there’s more work that needs to be done, specifically on dirt and gravel roads in neighborhoods like Stockton.Moreno sent ABC 10News a statement that read, in part: “These dirt streets are vestiges of the past maintained by policies that are over six decades old.”The city says they’re looking at this request, but the plan is to finish the repairs that have already been scheduled to meet the goal by the end of the year. 2308

  

SAN DIEGO (KGTV) -- Drivers in Torrey Highlands saw quite the sight as a hot air balloon landed in front of Westview High School Friday evening.A video circulating online shows traffic continuing to move around the balloon as it made a safe landing on Camino Del Sur.Lawrence and Andrea Sher said they are used to hot air balloons landing near their home on Bryn Glen Way, but said, this time, the hot air balloon was a bit too close for comfort.
