BEIJING, Dec. 2 (Xinhua) -- China cannot use its 3.2 trillion U.S. dollars in foreign exchange reserves to rescue other countries, a senior diplomat said on Friday."The argument that China should rescue Europe does not stand, as reserves are not managed that way," Vice Foreign Minister Fu Ying said at the Lanting forum, a gathering of Chinese officials, scholars and social groups held by the Ministry of Foreign Affairs to discuss international issues and foreign policy."China is not absent from international efforts to rescue Europe; it has been a positive and healthy participant," Fu said.Since the outbreak of the European financial crisis, China has dispatched more than 30 procurement delegations to Europe, helping to boost imports from the continent, Fu said.Fu added that there are many misunderstandings about the use of China's foreign reserves. "Foreign reserves are not domestic income or money that can be disposed of by the premier or finance minister," she said."Foreign reserves are akin to savings, and their liquidity should be ensured," Fu said."Foreign reserves are not revenue and cannot be relocated randomly. Under this circumstance, China should take the prospect of yields into consideration if it invests its foreign reserves," said Tian Dewen, an analyst at the Institute of European Studies at the Chinese Academy of Social Sciences.However, the outlook for the economic situation in the eurozone is currently uncertain, Tian said.Fu said China learned a lesson about the importance of foreign reserves during the Asian financial crisis of the late 1990s. SAN FRANCISCO, Jan. 12 (Xinhua) -- Microsoft on Thursday announced a patent licensing agreement with LG Electronics covering the South Korean manufacturer's tablets, smartphones and other consumer devices running Google's Android or Chrome operating system.In a press release, Microsoft said it marks the 11th deal with a device manufacturer leveraging Google's operating system platform, noting that "more than 70 percent of all Android smartphones in the U.S. are now receiving coverage under Microsoft 's patent portfolio."Terms of the deal were not disclosed. So far, Microsoft has struck major cross-licensing patent agreements with HTC, Samsung and Acer, among others.Last September, Microsoft announced a broad patent deal with Samsung. U.S. media reports cited South Korean media as saying that Microsoft had wanted Samsung to pay 10 to 15 U.S. dollars for each Android device.The booming mobile market has been harassed by acrimonious legal battles over patent infringement. SAN FRANCISCO, Dec. 15 (Xinhua) -- Microsoft on Thursday announced that it will automatically upgrade the Internet Explorer (IE) to the latest version to give Windows customers more protection against malicious software.According to the company's blog post, starting from Australia and Brazil next January, users of Windows XP, Vista and Windows 7 will get the IE updates if they have turned on automatic updating via Windows Update.Microsoft said the industry has been moving toward automatic updates as a norm since the biggest online threat these days is social engineering malware typically targeting outdated software like Web browsers.Automatic upgrades, also called silent updates for displaying no messages or windows during the progress, has been deployed by Google's Chrome and Mozilla's Firefox.
