THOUSAND OAKS, Calif. (KGTV) — National Park Service biologists say they're seeing a boom in mountain lion births this summer in the Santa Monica Mountains and Simi Hills areas.Between May and August, researchers have seen 13 total kittens born to five mountain lion mothers. This is the first time this many mountain lion dens have been found in such a short time period during the 18-year study, according to the National Park Service. A total of 21 litters of kittens have been marked at the den site. Previously, the most dens found in one year for the study was four in 2015."This level of reproduction is a great thing to see, especially since half of our mountains burned almost two years ago during the Woolsey Fire," said Jeff Sikich, a wildlife biologist who has been studying the mountain lion population at Santa Monica Mountains National Recreation Area. "It will be interesting to see how these kittens use the landscape in the coming years and navigate the many challenges, both natural and human-caused, they will face as they grow older and disperse."Since 2002, NPS has been studying mountain lions around the Santa Monica Mountains to determine how they survive in a fragmented and urbanized environment.To track the mountain lions, researchers wait until the mother leaves to hunt or feed. While researchers are tracking her movements, other researchers will approach the den to catalog the kittens and place a unique tag on the ear of each animal. These tags help researchers identify them in the future. 1533

Built decades ago, it’s a main thoroughfare that connects the eastern and western parts of the Arkansas city.It also separates the northern parts of the city from the southern.“It’s a very self-consciously created segregated city,” said Dr. John Kirk, distinguished professor of history at the University of Arkansas Little Rock. "The white population is mainly concentrated to the north and the west, and the black population is very much concentrated to the east and the south.”Even though Jim Crow segregation ended in the 1960s, Little Rock still finds itself battling separation. The demographics are nearly equal parts black and white, yet the disparity can be seen in the affluent northern neighborhoods and dilapidated southern ones.“In some ways Little Rock is not just a southern story and a local story, but a national story, too, about how racial discrimination and racial disparities function,” said Kirk.But for all the unspoken division, there is a unifying vision manifesting itself under the city’s 7th Street corridor only a few blocks away from I-630. On any given day, you might be able to find 5-10 artists painting murals of prominent Black historical figures on the drab walls that line the frequently traveled road.“[We’re] trying to brighten up the city, man,” said Jermaine Gibson, one of the many artists. “It’s been all love and positivity. People honking. They love the idea of putting color in the city.”Jermaine was putting the finishing touches on a painting that says, “Make Art Not War.” It’s one of more than 30 paintings that have gone up on the walls since George Floy’s death in Minneapolis on May 25.“We decided to create something that we knew how to do,” said Jose Hernandez, who first came up with the idea. "Use our tools, our resources to show our feelings and manifest them in that way.”Some artists sip craft beer, others smoke cigarettes held between stained fingers, but there is a feeling of acceptance on the 200-yard stretch of 7th Street as rap music and laughs fill the air.“It’s been nothing but love and support,” said Lisa Bunch who is painting a 15-foot high mural of John W. Walker, a prominent Little Rock civil rights attorney. “This is our way of protesting for the change that we want to see.”A common sight, outside of the myriad colors that plaster the walls, are passersby who stop to snap a photo, or slow down their car to get a better look.The artists say it is exactly what they are aiming for – a conversation starter that conveys a message of inclusion to a city that still feels divided."It opened up a space where you can come out here and reflect on those ideas and meet other people and talk about it,” Hernandez said. 2755

TIJUANA, Mexico (KGTV) - According to a Tijuana newspaper, a power outage over the course of last weekend at the Tijuana General Hospital led to the deaths of five patients who were on ventilators. Officials, though, deny it.On Wednesday, ABC10 News spoke media partner Televisa's anchor Estephania Báez about the report from newspaper Zeta. “What they got was interviews with doctors but they remained [anonymous]," said Báez.She said that state authorities and the hospital admitted there were five deaths but denied that they were caused by the outage and claimed that a backup generator kicked in but only at low voltage.Televisa is reporting that copper wire thieves are suspected of causing the loss of power. “The thieves that [steal] the copper from homes decided to do it to the General Hospital and I can’t even think about why they did this with knowing that patients are connected to ventilators,” added Báez.Tijuana's General Hospital has been hit hard since the start of the pandemic. There have been reports of a lack of beds and equipment. More recently, Báez said, there have been problems related to accessing cancer care. “They even had lots of families that have children with cancer protesting outside the hospital because they couldn't even get their treatment done,” she added.In part of a statement to ABC10 News, the hospital wrote that it categorically denies that the outage resulted in the death of any of its patients.ABC10 News reached out to the Joint Commission which oversees safety standards for hospitals in the United States to ask about power outage protocols. We were sent the following."The Joint Commission Emergency Management Standard EM.02.02.09 EP 5 requires that hospitals identify an alternative means for providing "fuel required for building operations, generators, and essential transport services that the hospital would typically provide." The facility should assess how it would be affected if outside emergency support could not be obtained for 96 hours. This does not mean that they need to have 96 hours’ worth of fuel on site. The plan could include memoranda of understanding (MOUs) with suppliers to replenish fuel as needed during the emergency period. Additionally, the plan could be to operate without normal branch of power to reduce fuel consumption, to extend run-time of the available fuel. If the generator is used as the backup power source for the life safety branch of the electrical system, the facility should have enough fuel to run the generator for a least 1-1/2 hours for as long as the building is occupied." 2592
