MOSCOW, Oct. 3 (Xinhua) -- A Soyuz-2.1B rocket carried a Glonass-M navigation satellite into orbit early Monday after a two-day delay caused by high winds, a Russian Space Forces spokesman said."The launch of the booster rocket is as scheduled. The satellite Glonass-M was put into the orbit under control at 03:55 Moscow time (2355 GMT on Sunday)," said Colonel Alexei Zolotukhin.Zolotukhin told reporters that the rocket was launched at 0:15 Moscow time (2015 GMT, Sunday) from the Plesetsk Space Center in northern Russia.The Russian Space Forces said the launch was initially scheduled for Saturday but was postponed due to high winds.Glonass is the Russian equivalent of the U.S. Global Positioning System (GPS), which is designed for both military and civilian use. The system requires 24 operational and 2-3 reserve satellites in orbit to ensure global coverage.In December 2010, a malfunction of the booster resulted in a loss of three Glonass satellites.

BEIJING, Dec. 31 (Xinhua) -- The Red Cross Society of China (RCSC) has decided to shut down one of its fund-raising groups due to serious management flaws, as the group's alleged misuse of donations sparked public mistrust in charities.The China Business System Red Cross Society has been repealed for failing to establish a sound internal management system, maintaining a benefit-based relationship with a consulting company, and committing violations in financial and legal management, an investigation report said Saturday.The China Business System Red Cross Society, a group founded in 2001 by the China General Chamber of Commerce (CGCC) with the approval of the RCSC, engaged in charity fund raising in the commercial sector. Funds raised by the group are channeled directly to the RCSC.The group faced accusations earlier this year of misusing charity money after a young woman calling herself "Guo Meimei" claimed online to be a general manager of "Red Cross Commerce" and posted pictures on her tweets detailing her lavish lifestyle.Netizens related "Red Cross Commerce" to the China Business System Red Cross Society, and speculated that Guo might have funded her purchases by embezzling money from the Red Cross.In July, the RCSC suspended all operations of the China Business System Red Cross Society and started an investigation along with officials and experts from the Ministry of Supervision, the Chinese Academy of Social Sciences, a law firm and the CGCC.According to the investigation report, "Red Cross Commerce" does not exist, and Guo Meimei is not employed by the China Business System Red Cross Society or its cooperative enterprises.The RCSC says it is preparing to set up a public supervision committee, and it plans to invite people from all walks of life, including influential figures, to supervise its use of donations as a third party.Meanwhile, the RCSC is also building up an online service that will publicize information about all donations made to the Red Cross system nationwide, in a move to safeguard the rights of the public, including donors, and supervise the charity group's operations.The website is expected to be launched by the end of 2012, the RCSC said.The RCSC has also vowed to strengthen the supervision and management of its subsidiaries and promote transparency in donations, financial management, tendering and procurement, and fund distribution and use.

BEIJING, Dec. 26 (Xinhua) -- China has launched a one-year inter-agency national campaign aiming to return most street children home, the Ministry of Civil Affairs (MCA) said Monday.The MCA will lead the campaign, which is joined by the ministries of education, public security, financial, health, human resources and social security, and housing and urban-rural development, an MCA statement said."We will try our best to identify most street children in cities and send them home by the end of 2012," the statement said.Minister Li Liguo of Civil Affairs said, ministries concerned should strengthen communication and coordination, and speed up the revision of regulations on the relief of city beggars and vagrants.The MCA also urged provincial governments to set up special offices coordinating the campaign. Several provinces, such as Hebei and Yunnan, have been working on this, the statement said.Police will step up their efforts to identify and rescue street children who wander near railway stations, major tourist sites, business areas and subway stops, while civil affairs departments will assist investigation and provide shelter for homeless children, the statement said.Urban communities and neighborhoods are asked by the ministry to report homeless children to local police. Police and civil affairs departments will cooperate to ascertain the whereabouts of their parents or guardians.In home places of street children, education departments are urged to send them to schools or vocational schools, and those from needy families will have their tuition reduced or waived.Health departments are required to offer street children easy access to medical facilities in emergency cases. TAIPEI, Dec. 10 (Xinhua) -- A televised debate among three candidates for Taiwan's next deputy leader was staged Saturday, highlighting cross-Strait political and economic issues, for next month's Taiwan leader election.The three candidates touched upon topics such as stances on the reunification of Taiwan and the Chinese mainland and the "Taiwan independence," last year's signing of the cross-Strait Economic Cooperation Framework Agreement (ECFA), among other cross-Strait issues, during the second face-to-face debate before the Jan. 14, 2012 election.Wu Den-yih, who is incumbent Taiwanese leader Ma Ying-jeou's running mate and currently chief of Taiwan's executive authority, said the signing of the ECFA aims to "help people do business and enhance Taiwan's competitiveness." BEIJING, Nov. 22 (Xinhuanet) -- Women aged 40 to 49 are not recommended for routine mammography screening for breast cancer, said the new guidelines issued by the Canadian Task Force on Preventive Health Care in media reports Tuesday.The new guidelines are purposed to direct doctors on using mammography, MRI scans, clinical breast exams and breast self-exams. In principle, they pointed out, there is no need for women to take clinical breast exams and breast self examination if there are no signals for breast cancer.Below are the main points from the guidelines which need special attention from women with reasonable doubt on the matter:Women aged 40-49 who have lower risk for cancer should not take routine mammography because of the higher risk for overdiagnosis, overtreatment and false-positives;Women aged 50 to 69 years and aged 70 to 74 years should go for routine screening every two to three years;And there should be no routine clinical breast exams by doctors and no breast self-exams to screen for breast cancer.Dr. Marcello Tonelli, Chair of the Task Force and Associate Professor at the University of Alberta, remarked: "The main effect of screening is to produce patients with breast cancer from among healthy women who would have remained free of breast disease for the rest of their lives had they not undergone screening.""The best method we have to reduce the risk of breast cancer is to stop the screening program," he added, "This could reduce the risk by one-third in the screened age group, as the level of overdiagnosis in countries with organized screening programs is about 50 percent."
