(KGTV) - A destructive fire which caused .5 million in damage to the Off Road Warehouse in Kearny Mesa was arson, federal investigators announced Friday. Flames destroyed the business and 12,700-square-foot building at 7915 Balboa Ave. on March 28. San Diego Fire-Rescue investigators requested help from the Bureau of Alcohol, Tobacco, Firearms and Explosives to determine the origin of the fire. (CNN) -- The White House and Capitol Hill is considering a phone app connected to the National Instant Criminal Background Checks (NICS) as one of the options in their discussions for plans to reduce gun violence, according to a Senate source and a person familiar with the talks.The proposed app would be used for background checks using private sales, and not for purchases involving commercial dealers, one of the sources told CNN. The Washington Post first reported on the app.White House aides have spent the last month meeting with congressional staffers and devising a package of legislative measures in the wake of recent mass shootings. The Department of Justice also prepared a package of options that was delivered to the White House more than two weeks ago.On Thursday, senior advisers presented President Donald Trump with summaries of the various courses of action on gun violence.During the briefing, officials did not delve into legislative details and Trump did not appear interested in some of the nitty-gritty of how each proposal would work, the person familiar said.Trump, who has been facing pressure from Republican lawmakers to specify his stance, emerged from the meeting, declining to clarify his position on expanding background checks.Separately, the source told CNN the lack of clarify is leading to doubts Trump will back a bipartisan measure on expanded background checks from Democratic Sen. (CNN) -- JPMorgan wants to give people with criminal records a second chance at a good job.The United States is boasting its lowest unemployment rate in nearly 50 years, but that doesn't hold true for people with prior convictions. Enter the largest bank in the country, which said on Monday it wants to level the playing field."When someone cannot get their foot in the door to compete for a job, it is bad for business and bad for communities that need access to economic opportunity," said JPMorgan CEO Jamie Dimon in a press release.The bank said it wants to broaden its pool of potential employees after already hiring some people with a conviction on their record for entry-level jobs, like transaction processing and account servicing.The United States loses between billion and billion in annual GDP by excluding people who have a criminal record from the workforce, according to the bank. Studies also show that providing education and opportunities also reduces recidivism."Jamie [Dimon] believes, and we believe as a firm, that business has an important role to play in building a more inclusive economy," Heather Higginbottom, president of the newly launched JPMorgan Chase PolicyCenter, told CNN Business.Financial institutions are regulated by the Federal Deposit Insurance Corporation as far as hiring goes. The agency began relaxing the rules last year.JPMorgan has now "banned the box" that asks prospective employees whether they have a criminal record.Barriers to entryBut there are still plenty of employers requiring the disclosure of prior convictions, and that poses a barrier to entry to the job market for people with a criminal background.Because of that, the unemployment rate is much higher for Americans with records than for those without. In fact, it's an estimated 27% for the roughly five million formerly incarcerated people in the country, according to JPMorgan. That is compared with 3.5% for the United States as a whole.A record that is eligible for pardon or to get expunged shouldn't matter for a job applicant, Higginbottom said.But if you robbed a bank, chances are you're still not getting hired by JPMorgan."We're not lowering our hiring standards," Higginbottom said.Last year, 10% of its hires — 2,100 people — had some sort of criminal record, she added. Crimes ranged from disorderly conduct to personal drug possessions and DUI charges.Getting a record expunged can be confusing and the process differs from state to state, Higginbottom said. A study done in Michigan showed that only 6.5% of people eligible for a clean slate actually go through the process of expunging their records. Pennsylvania, Utah and California have passed laws to automate the process. (KGTV) - A Pennsylvania groom is accused of sexually assaulting one of his wife’s bridesmaids days before his wedding, which occurred as scheduled. Daniel Carney, 28, is charged with involuntary deviate sexual intercourse of an unconscious person and indecent assault at the Smithfield resort Aug. 30. Police said the assault reportedly happened after Carney and the bridesmaid were drinking alcohol. The bridesmaid told officers she blacked out, and when she regained consciousness her clothes were removed and Carney was fondling her. Surveillance video shows Carney pulling the woman into the men’s locker room, police said. According to police, the assault stopped when the bride caught him, but the wedding went on as planned Sept. 1. Court documents show investigators listened in on a call between Carney and his accuser, KABC reported.
