DEL MAR, Calif. (KGTV) -- A push is underway to protect the Del Mar bluffs from crumbling with a stabilization project set to start soon. It’s part of a long-term effort to protect the trains and tracks running along the fragile cliffs. Some residents say it’s not a permanent solution. "Anyone that's ridden on the trains through Del Mar… knows you have a great view there but that's because the train tracks are fairly close to the Del Mar bluffs."A little too close for comfort. Heavy rainfall this winter triggered several Del Mar bluff collapses, reminding the county just how fragile they are. "What was very tragic and unfortunate in Encinitas was loss of life. Bluffs in Del Mar had a number of failures just this past winter. And we were very lucky here was nobody on top or below when those bluffs failed."But Jim Linthicum, SANDAG's Director of Mobility, says right now the train tracks are safe. “Had a number of projects since 2003 to stabilize, but public doesn't normally see because they are buried piles 65 feet deep."Now they're in phase 4, the million dollar project includes repairing seawalls, storm drains and drainage channels. “We're even doing drainage on side, drainage holes, drain water out of bluffs to reduce pressure." "This is a short-term fix, you're trying to slow down the inevitable."Geologist Pat Abbott says the problem is a hard one to solve, but believes the current plan is just a band-aid. "The easiest thing to do, what has been done, is let's do a band-aid now and pass it on to the next generation as if it will be simpler for them to solve than us."Regional planners say they are thinking long term, hoping to construct a tunnel after the year 2050. But that will be costly and complex, so SANDAG says it will do what's necessary to protect what's here now. Monday night, the Del Mar City Council approved the encroachment permit, allowing SANDAG stabilization of bluff to move forward in September. 1957

Democratic Vice Presidential nominee Kamala Harris said Thursday that she would suspend in-person campaigning until Oct. 19 after she encountered two people who have contracted COVID-19.According to a statement from Biden campaign manager Jen O'Malley Dillon, a "non-staff flight crew member" and Harris' communications director, Liz Allen, both tested positive for the virus on Wednesday.The Biden campaign said that during its contact tracing, a member of the company that charters Joe Biden's airplane tested positive for the coronavirus. The Biden campaign said that the crew member was at least 50 feet away from Biden at all times, and Biden wears an N95 mask during flights. The Biden campaign does not plan on altering his schedule.According to the campaign, Harris was "not in close contact, as defined by the CDC," with either person. While she does not need to quarantine by CDC guidelines, the campaign has canceled her travel through Sunday "out of an abundance of caution."The campaign added that those who tested positive have not had any contact with Biden campaign staffers since thier diagnosis.Harris took PCR COVID-19 tests on Oct. 8 and Oct. 14, both of which have come back negative.Harris was scheduled to campaign in North Carolina on Thursday. 1276

DETROIT — Two conservative activists accused of voter intimidation turned themselves into law enforcement at the Detroit Detention Center early Thursday morning.Jack Burkman and Jacob Wohl have been charged with multiple felonies in Michigan for a series of false robocalls that aimed to dissuade urban residents in Detroit and other cities from voting by mail.They will be arraigned at 10:30 a.m. in 36th District Court.Burkman, a 54-year-old Arlington, Virginia resident, and Wohl, a 22-year-old Los Angeles resident, are each charged with:One count of election law — intimidating voters, a five-year felonyOne count of conspiracy to commit an election law violation, a five-year felonyOne count of using a computer to commit the crime of election law — intimidating voters, a seven-year felonyUsing a computer to commit the crime of conspiracy, a seven-year felonyIf convicted of the charges, the maximum amount of prison time each defendant could receive under law is 12 years, due to Michigan’s concurrent sentencing statutes. However, the actual length of incarceration, if any, will depend on sentencing guidelines and the judge’s determination.The attorney general’s office alleges that Burkman and Wohl attempted to deter electors from participating in the November election by creating and funding a robocall targeted at certain area codes, including Detroit and other major U.S. cities with significant minority populations.It’s believed around 85,000 robocalls were made nationally, though an exact breakdown of the numbers of calls made to each city or state is not available.Wohl and Burkman have teamed up before in attempts to peddle right-wing conspiracy theories. Dane Cummings, a waste management garbage collector, was on his route Thursday morning when he was told to evacuate. But he continued on his route in order to make sure people he knew got out safely.One of those people was his friend, 93-year-old Margaret Newsum. She hadn’t evacuated yet, because she was unaware how rapidly the Camp fire was moving toward her home in Biggs, California.“The fire was wiping the town of Paradise,” Newsum says. “It was moving so fast that people were moving out and leaving everything behind.”Soon, the power was off, and phones weren’t working.  “There was nobody I could call,” she says. “Nobody was there; they were all gone.”Well, almost everyone.“I knew my fear was over with when I saw him in that truck,” Newsum says. “And I knew when he says, ‘You’re going with me’ that he meant it, and I didn’t argue with him.”Cummings strapped Newsum’s walker to the truck and carried her to his truck. Then, the pair embarked on a 5-hour drive unlike anything they’ve ever experienced.“The smoke, you thought you were stepping in to hell. It was jet black, and you could see it dropping down on the highway. He said, ‘That’s hell. DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30.
