WASHINGTON, Feb. 4 (Xinhua) -- Major trading partners of the United States, including China, did not manipulate their currencies to gain an unfair advantage in international trade in 2010, according to a report released by the U.S Treasury Department on Friday."Based on the resumption of exchange rate flexibility last June and the acceleration of the pace of real bilateral appreciation over the past few months," China's behavior did not qualify under the official definition of manipulation, the Treasury said in its long-delayed semiannual report to the Congress on International Economic and Exchange Rate Policies.With respect to exchange rate policies, ten economies were reviewed in this report, accounting for nearly three-fourths of U. S. trade. Many of the economies have fully flexible exchange rates. A few have more tightly managed exchanges rates, with varying degrees of management."No major trading partners of the United States" met the standards identified by the Congress as currency manipulator, concluded the report.Since the June 19, 2010 announcement by China's central bank of greater exchange rate flexibility, its currency, also known as renminbi (RMB) has appreciated 3.7 percent against the dollar, or about 6 percent annualized. The renminbi has appreciated 26 percent in total against the dollar since 2005.The Treasury said that because inflation in China is significantly higher than it is in the U.S., the RMB has been appreciating more rapidly against the dollar on a real, inflation- adjusted basis, at a rate which if sustained would amount to more than 10 percent per year.The U.S. accuses Beijing of keeping its currency undervalued, flooding the country with cheap exports and costing U.S. jobs. But many economists believe that the appreciation of RMB will help little to the U.S. employment."Treasury today again made the right call on China's currency policy in its latest exchange rate report," John Frisbie, President of the U.S.-China Business Council (USCBC) said in a statement after the U.S. Treasury Department'report."While USCBC believes that China should allow its exchange rate to better reflect market forces, designating China as a ' manipulator' would achieve nothing. USCBC continues to support the Obama administration's approach of combined multilateral and bilateral engagement with China as the most effective way to make progress on the exchange rate issue."
SAN FRANCISCO, April 4 (Xinhua) -- Google Inc. on Monday announced that it is bidding for patent portfolio of Nortel Networks in the bankruptcy auction for the Canadian telecommunications equipment maker.In a press release, the Toronto-based Nortel said Google has agreed to buy all of its remaining patents and patent applications for 900 million U.S. dollars in cash.Nortel, which filed for bankruptcy protection in 2009, expects the auction to be held in June this year, pending Canadian and U.S. court approvals.Nortel has selected Google's bid as the "stalking-horse bid," or the starting point against which others will bid prior to the auction.The agreement with Google includes the planned sale of about 6, 000 Nortel patents and patent applications spanning wireless, wireless 4G, data networking, optical, voice, Internet, service provider and semiconductors.According to Nortel, the patent portfolio touches nearly every aspect of telecommunications and additional markets, including Internet search and social networking."This is an unprecedented opportunity to acquire one of the most extensive and compelling patent portfolios to ever come on the market," George Riedel, Nortel's chief strategy officer, said in a statement.Google argued that the bid would help protect it from patent litigation and foster innovation.The technology industry has recently seen an explosion in patent litigation, often involving low-quality software patents, which threatens to stifle innovation, Kent Walker, Google's general counsel, said in a blog post, believing the best defense against such litigation is to have a "formidable patent portfolio. SAN FRANCISCO, April 7 (Xinhua) -- Google's Android will become the most popular smartphone operating system worldwide and will account for 49 percent of the market by 2012, IT research and advisory firm Gartner said Thursday.According to Gartner's projections, worldwide smartphone sales will reach 468 million units in 2011, a 57.7 percent increase from 2010.The company predicts that Apple's iOS will remain the second biggest platform worldwide through 2014 although its share will decrease slightly after 2011, on the assumption that "Apple will be interested in maintaining margins rather than pursuing market share by changing its pricing strategy."Microsoft's Windows, driven by its partnership with Nokia, is expected to move into the mid-tier by the end of 2012 and become the third largest in the worldwide ranking by 2013.Some analysts raised doubts on Gartner's forecasts, saying that its assumption on Apple's price strategy contradicts statements by Apple's chief operating officer Tim Cook and the cooperation between Nokia and Microsoft will not have that much of an impact on smartphone market share by 2012.

BEIJING, Feb. 4 (Xinhua) -- The Chinese government Friday initiated a relief and assistance program for eight drought-ravaged provinces, said a statement on the website of Ministry of Agriculture.The government had implemented a grade II emergency response, meaning a 24-hour alert, daily damage reports, and the dispatching of experts and relief materials, said the statement.The ministry had sent teams to help with relief work in the provinces of Hebei, Shanxi, Jangsu, Anhui, Shandong, Henan, Shaanxi and Gansu, said the statement.The four-month drought had affected 35.1 percent of wheat crops, -- 96.11 million mu (6.4 million hectares) -- accounting for 21.7 percent of total farmland in the provinces, it said.The wheat growing area in the eight provinces accounted for more than 80 percent of the country's total, said the statement.The provinces have received little rainfall since October last year, it said.
