The next few weeks mark the beginning of serious financial uncertainty for millions of people, because a slew of debt, from income tax payments to several months of rent, are going to be due at the same time. “It is going to be a perfect storm of financial difficulty for many, many people,” said Andrea Bopp Stark, an attorney at the National Consumer Law Center (NCLC).The center recommends three steps for anyone that finds themselves in a financially difficult situation regarding debt.Step one: create a list of priority bills and debt to pay off. “People are going to be barraged with debt collectors calling and trying to get them to pay on a medical debt or a credit card debt, but those debts are less important,” said Stark. “Pay debts that if you didn’t pay them it would cause immediate harm to your family.”Those are things like your rent and a car payment, especially if you need your car to go to work.“If you have a judgment against you, a court judgment against you for a debt, it is important to try and make a payment plan to pay that because creditor could issue a garnishment against your wages,” Stark added. Step two: contact your lender to make a payment plan on those priority debts.“We are seeing data come in that there are people who are delinquent and don’t have a forbearance agreement when they could very easily be in a forbearance agreement,” Stark added. “I know wait times on the phone are horrible right now, but you have to be persistent and get through and find out what help is available.”Data collected by the U.S. Census shows that delinquency rates are higher in communities of color.“It is mostly Black and Latinx borrowers who are not getting these forbearance agreements,” said Stark. “Whether they don’t know about it or nobody is reaching out to them to let them know this is available, we don’t know why but that is a population that is going to be disparately impacted and has already been disparately impacted by this whole crisis.”Step three: find a way to stick to your prioritized debt list. “It may sound obvious but if you have it on paper and you have created a budget, stick that to the refrigerator or wherever, then you know these are the priority spending items,” said Stark. “If your son or daughter say, ‘Oh, I want this or that,' ‘no, look at the fridge these are our priority spending items, sorry.’” Because every situation may not be solved in three steps, the NCLC has now made its in-depth guide to Surviving Debt available for free. The Illinois Department of Public Health is investigating nine recent cases of acute flaccid myelitis, also called AFM, according to a statement Wednesday.All of the cases are in patients younger than 18 and have been clinically diagnosed by health care providers, the statement said. State health officials are working with the care providers to obtain the samples and information to send to the US Centers for Disease and Prevention for testing and confirmation of the diagnoses."The CDC will make the final determination on diagnoses and numbers are subject to change," the statement said.All of the patients are "from northern Illinois," according to the health department, but no other location information was provided.Since 2015, when Illinois began monitoring reports of AFM in the state, four confirmed cases have been identified.AFM is a polio-like illness that affects a person's nervous system, including the spinal cord. Symptoms can include sudden limb weakness, loss of muscle tone and reflexes, facial and eyelid drooping, facial weakness, difficulty moving the eyes, swallowing difficulty or slurred speech, according to the CDC.The rare condition can be caused by a virus, a genetic disorder and environmental toxins.There is no treatment other than managing each patient's symptoms.Dr. Rachel Herlihy, the Colorado state epidemiologist, said the best prevention is frequent handwashing and keeping kids home when they are sick.On Tuesday, the Colorado Department of Health said?it has confirmed 14 cases there this year. All of the patients are children who have needed to be hospitalized, the department said, noting that "nearly all have fully recovered.""The state health department has been monitoring this situation closely since early spring. In addition to investigating the outbreak, the state health department has issued alerts to health care providers on how to test for the viruses and enhanced guidance to child care centers on infection prevention," the department said in a statement.The type of viruses found in 12 of the Colorado cases, enterovirus, typically increases in summer and fall and is common, the state department of health said. However, 11 of the Colorado cases of AFM have tested positive for EV A71, a rare type of enterovirus not usually seen in the US, rather in Asia and other parts of the world, according to Herlihy. "This is certainly the largest outbreak of enterovirus A71 we've seen in Colorado."She referred to these 11 cases as an outbreak within an outbreak. "We have 41 cases of children who have had some sort of illness of enterovirus A71, which is causing a wide spectrum of neurological illness."In previous years, cases of AFM in Colorado and elsewhere have been positive for a different enterovirus, EV-D68.On Friday, the Minnesota Department of Health said it was investigating six cases of AFM in children over the past few weeks but did not identify what virus or other cause may have led to the illnesses.As of September 30, according to the CDC, 38 cases of AFM have been confirmed in 16 states. This does not include all of the 14 cases announced by Colorado, as some of those cases were confirmed after September 30. It also does not include the cases in Minnesota or Illinois, as they are not confirmed.Since August 2014, when the CDC began tracking the illness more closely, the agency has reported 362 cases.In 2017, 33 cases were reported in 16 states. The line of well-dressed celebrities waiting to chat with E! on the Oscars red carpet might be a little shorter this year.As Ryan Seacrest continues to defend himself against an allegation of sexual harassment, E! has chosen to stand by its longtime host, saying this week that he will occupy his usual post front and center of the action on the red carpet during Hollywood's biggest night.The decision will leave E!, its hosts, and the celebrities set to walk the red carpet in a difficult position on an occasion that marks both the culmination of Hollywood's award season and the first Academy Awards since the #MeToo and Time's Up movements forced the entertainment industry to address its issues with sexual harassment and gender-related inequity."I don't think [Seacrest is] going to have a great time on the carpet," one longtime Hollywood publicist tells CNN.News that Seacrest was facing workplace misconduct allegations first came to light in November, when Seacrest released a preemptive statement denying the accusations and revealing that E! was conducting an investigation.E! concluded its probe in early February, saying in a statement at the time that outside counsel "found insufficient evidence to substantiate allegations against Seacrest."The allegations received new steam on Monday, when in an interview with Variety, Seacrest's former stylist, Suzie Hardy, detailed instances where she said he groped and sexually harassed her.NBC's "Today" show aired a report on Wednesday in which a former co-worker of Hardy's, who NBC did not identify at the source's request, corroborated her story.In response, Seacrest's attorney, Andrew Baum, claimed the witness who spoke with "Today" had also participated in E!'s third-party investigation."He was interviewed and his claims were fully evaluated," Baum said in a statement to CNN.On Tuesday, Seacrest again denied Hardy's allegations in a statement to CNN, saying in part, "I don't want to accuse anyone of not telling the truth but in this case, I have no choice but to again deny the claims against me, remind people that I was recused of any wrongdoing, and put the matter to rest."Insistent as Seacrest is about his innocence, it may not be enough to clear the air before Sunday."It's probably easiest for some [celebrities] to avoid E!," the veteran publicist added.When asked whether executives at E! were concerned Seacrest's presence could deter celebrities from participating in the network's Oscars coverage, an E! spokesperson told CNN, "It's business as usual.
