SAN DIEGO (KGTV) -- Power has been restored throughout San Diego County following outages amid high winds and dry conditions. Earlier this week, SDG&E said forecasted conditions that may affect power lines prompted them to consider pulling the plug on customers over public safety.Santa Ana winds swirled across the county Wednesday, with the height of the event possibly coming on Halloween, as winds turn offshore Tuesday night through Thursday, matching — if not eclipsing — wind speeds compared to last week's Santa Ana event. SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

SAN DIEGO (KGTV) – Police arrested a man suspected of assaulting multiple people as he tried to steal their vehicles in the Bay Terraces area.Police reported at around 5:30 p.m. Tuesday at a red light on Woodman Street and Paradise Hills Road.Police said the unidentified man tried to carjack five people at the red light before being arrested.One of the victims suffered non-life threatening injuries, according to police. SAN DIEGO (KGTV) -- Police have arrested the man they say tried to sexually assault a woman at gunpoint inside a restroom at the Hilton in Old Town Tuesday.According to police, Jason Lee Jones, 31, was arrested and booked into jail for one count of assault with intent to commit a sexual offense.Jones was also arrested for an active parole warrant. According to police, the attempted sexual assault happened around 12:26 p.m. Monday at the Hilton on the 4200 block of Taylor Street.RELATED: Gun wielding man threatens woman in Hilton bathroomPolice say Jones went into the women’s restroom and attempted to sexually assault the victim with the use of a weapon.The woman was able to run out of the restroom and call police. SAN DIEGO (KGTV) — Months after pricey photography equipment disappeared during a car burglary in Pacific Beach, the victim made a stunning discovery at an estate sale right in his own neighborhood.Near Pacific Beach Drive and Ingraham Street in February, Danny Desanti came out and found all the doors of his hatchback open. Desanti, a professional photographer, had loaded up the night before for an early morning shoot in Santa Barbara."Didn't want to wake up my baby, so I loaded items the night before ... huge loss for me," said Desanti.The loss was dozens of items and more than ,000 worth of missing equipment, painful for a small business owner."Since then, I've been slowly buying the stuff back and renting the gear," said Desanti.Nine months later, Desanti saw a sign for an estate sale less than a block from his home. The sale was taking place at a house of an elderly man he had never met.He stopped by and after some browsing inside, something caught his eye. He looked around and saw a lighting clamp which looked very familiar. That's when he peered in for a closer look."My heart skipped a beat. Couldn't believe it. Absolutely shocked," said Desanti.Written on the clamp was his last name. The clamp was stolen during the car break-in. He says he continued to browse and found a handful of other items that were taken, including cables and reflectors."Got goosebumps. The hair on back of neck stood up," said Desanti.After he ran back home to get his police report, the company handling the estate sale let him have stuff back. Most of his stolen equipment has yet to be recovered. "Anybody would bought any lighting equipment at the estate sale, I would really appreciate it if you would get in touch with me," said Desanti.The questions linger.
