BEIJING, April 18 (Xinhua) -- State Councilor Ma Kai Sunday called for improved academic research on administration reform to address problems in the administration structure hampering efforts to restructure.Ma, also president of the Chinese Academy of Governance, made the remarks here Sunday at a conference to inaugurate a research society focused on administrative reform.The Chinese administration system is plagued by problems such as government heavy-handedness, weak social management and deficient public services, Ma said.He added that mechanisms overseeing administrative power are still immature."We still have a long way to go in the reform of the administrative system," Ma said, "Administrative reform plays a critical role in both economic and political restructuring."Ma stressed the research society should build itself into an academic advisory body and a think-tank for administrative reform policies.

NEW DELHI, March 27 (Xinhua) -- Indian Prime Minister Manmohan Singh and visiting Chinese Vice Premier Hui Liangyu Saturday agreed that India and China should further their cooperation in all fields.During his meeting with Singh, Hui conveyed cordial greetings from Chinese Premier Wen Jiabao to Singh. BEIJING, May 31 (Xinhua) -- A senior Chinese police officer Sunday urged public security organs at all levels to ensure public order during the upcoming Children's Day and the national college entrance examination in early June."Security measures in kindergartens and schools must be fully implemented and loopholes must be found out," said Vice Minister of Public Security Huang Ming at a video conference.A string of attacks has shocked the country over the past few months and school security has been tightened. Police nationwide have began a thorough inspection of schools and nurseries, especially private ones and those in rural and remote areas, to close security loopholes."Public security organs at all levels must work with kindergartens and schools to ensure that kids will have a safe and happy Children's Day," Huang said.Huang stressed that the permanent mechanism for the safety in kindergartens and schools should be established.He also urged police officers to clamp down on cheating activities with high-tech devices during the college entrance examination, as well as criminal behaviors that disturb the examination and its participants.

BEIJING, June 2 (Xinhua) -- China's disaster relief authorities Wednesday launched an emergency response plan to help victims of the rainstorms and flooding in south China's Guangxi Zhuang Autonomous Region, which has left at least 30 dead.The China National Committee for Disaster Reduction and the Ministry of Civil Affairs initiated a level IV emergency response plan and dispatched a working team to help guide relief work in the flood-hit zone.Heavy rains began pounding many places in Guangxi Monday and triggered landslides early Wednesday. The disaster has left 30 dead and 18 missing, according to latest official figures.Villagers carry their belongings in the flood at Shanglang Village of Gupeng Township in Xincheng County in south China's Guangxi Zhuang Autonomous Region, June 2, 2010.More than 80,000 local people had been evacuated from their homes as of 7 p.m. Wednesday, said a notice on the ministry website.More than 2.1 million people in Guangxi were affected by the disaster and more than 4,200 homes had been damaged, the notice said.The ministry had allocated a batch of relief materials, including 2,000 tents, the notice said.Guangxi's regional civil affairs department also initiated a level-IV emergency response plan Wednesday noon, allocating 1,200 tents and 1,000 cotton quilts to help settle victims.Under a level IV plan, the lowest of the four responses, the committee and the ministry should send a working team within 24 hours to the disaster zone and allocate relief materials within 48 hours.According to the ministry's working regulation on emergency response issued last year, emergency response plans should be initiated to help with relief work in natural disasters across the country. The level depends on damages and losses as well as the number of affected people.
