BEIJING -- Chinese investors should be suspicious of phone calls, online messages and websites touting highly profitable stocks, the Ministry of Public Security warned on Tuesday. "As China's stock prices are soaring constantly, there has been a rise in the number of cases of illegal activities in the stock market, which has undermined the normal market order and threatened investor security," the ministry said in a notice on its official website. The government has repeatedly warned investors of illegal securities companies that swindle clients of funds with claims of high returns. The ministry said scam artists used Internet and phone calls to illegally tout stocks, funds or stock ownership to investors. The swindlers charged unwary investors high fees for fake stock tips and then quickly disappeared after having collected a huge sum of money. The funds or stock ownership, which were touted online or by phone, were often nonexistent, the ministry said. Investors were also hoodwinked into buying fake "initial offerings" of stocks that were not listed on the exchanges. Other scams include cases in which investors' shares were stolen and sold by criminals, who had stolen investors' account numbers and codes. The ministry urged investors to be alert and not to trust promoters who touted unrealistic high returns, or accept stock tips from unidentified persons online or on the phone. It also urged investors to be aware of computer security and to stop trading immediately when discovering a computer virus. The China Securities Regulatory Commission has pledged to curb illegal trading and fraud in the stock market. In February, the State Council approved the China Securities Regulatory Commission to lead a cross departmental team to crack down on illegal securities business.

The growth of the services sector should be accelerated and opened wider to private and foreign investors, the State Council has said. Market access for such sectors as telecommunications, railways and civil aviation - by far largely State-owned - will be increased and more competition encouraged to diversify investment, the Cabinet said in a document released yesterday. The country will establish an "open, fair and rule-based" market access system, according to the document, which urged local governments and departments to encourage foreign investment and improve the legal framework in the sector. Private investors are encouraged to "raise the proportion of non-State output in the national services industry". No domain should be off-limits as long as the law does not forbid the entry of non-State investors, the document said. The State Council said the services trade should be encouraged to change the foreign trade growth pattern, which comprises mainly exports of low-end manufactured goods. Some local governments were criticized for tilting toward heavy industries and ignoring the services sector, which made up 40.2 percent of China's gross domestic product (GDP) last year. It generally accounts for about 70 percent in developed economies.The sector is important for China as it makes efforts to change its economic growth pattern, reduce consumption of energy and resources and create jobs, the document said. Given those benefits, "developing the services sector is imperative for China," Liu Xiahui, an economist with the Chinese Academy of Social Sciences, told China Daily. "But for the moment, it still has to rely on the industrial sector to generate more tax revenues and achieve a high rate of economic growth." Liu said while the general services industry, such as the catering trade, has grown fast, many regions are not developed enough to accommodate high-end value-added services, such as finance. "We cannot ignore our economic reality." "But I do hope the country can make bigger strides in developing the services sector, which is in line with China's future needs," Liu added. As one of the steps, the State Council urged more input into sectors oriented toward people's livelihood, such as real estate, non-State nursing homes for the aged and culture. The cabinet put special emphasis on the services industry in rural areas, urging an increase in farmers' incomes and a relaxation of the urban household registration system.

The weakening global economic environment will slow down growth in Asia and the Pacific, too, this year, but China, India and Japan are expected to keep up the momentum in the region, says the Economic and Social Survey of Asia-Pacific 2007. The three economies contribute more than 60 percent of the region's GDP and close to 45 percent of its imports, creating considerable opportunities for the whole region, says the survey, to be released today by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). Developing economies in the region grew at 7.9 percent in 2006, up from 7.6 percent in 2005. But their economic growth is projected to slow down to 7.4 percent this year. The decline is mainly because of the unfavorable external environment, including the slowing down of the US economy and falling demand for electronics across the world, says UNESCAP Executive Secretary Kim Hak-Su in a recorded video on the commission's website. The survey shows investment continues to grow in China, while investment and consumption posted healthy gains in the two special administrative regions of Hong Kong and Macao. The survey, however, warns against several downside risks in the region, such as a possible oil price hike, abrupt cooling of the US housing market, vulnerability of the currency, global imbalances and reversal of the Japanese economy after its recovery. Five needy college students in Central China's Hubei Province are being denied further financial aid because they never expressed their thanks to the benefactors who helped them pay their bills last year.The beneficiaries, in Xiangfan, were said to have been indifferent to their sponsors because they never called, wrote or even thanked them for the financial support they had received, local media reported.Sina.com asked more than 200,000 people what they thought of the subject Wednesday, and more than 83 percent of respondents said they thought it was right to cut off the financial aid to the students.
