SAN DIEGO (KGTV) -- Photos captured along the shores of San Diego show the return of a bioluminescent glow cause by a phenomenon known as the red tide. Pictures posted on social media show the eerie neon glow. According to several San Diego photographers who captured the phenomenon, the bioluminescence was captured along the shores of La Jolla and Torrey Pines State Beach Wednesday night. The glow is created by an algae bloom called the red tide. The algae bloom is filled with phytoplankton called "dinoflagellates.” The organisms react with bioluminescence when jostled by the moving water. "Where the wave crashes onto the shore, as it rolls over that’s where the turbulence is highest," said Clarissa Anderson at The Scripps Instutition of Oceanography. "That’s why those are really bright stripes of light. We don’t know the exact smoking gun yet. It’s unclear exactly how long this year’s red tide will last; however, an algae bloom in September of 2013 lasted a week and a bloom in October of 2011 lasted a month, researchers say.According to the Scripps Institution of Oceanography, the red color of the tide is due to the high number of organisms in the water. 1389

SAN DIEGO (KGTV) - North and South Korea made history Friday by agreeing to officially end the peninsula's civil war. The move brings back chilling memories for Korean War vets in San Diego. 10News reporter Jennifer Delacruz sat down with one of those vets ahead of an Honor Flight to the Washington, D.C. next week. Bob Weishan's trophy room takes him back to a different time -- a time of conflict and destruction."It was interesting," said Weishan. "It's a whole different world that they live in."But when the 87-year-old Korean War veteran looks back today, it's a little different. "It should have happened a long time ago."The resolution of peace between North and South Korea puts even more meaning into the 15 months he was there fighting for freedom.   "You had two options," said Weishan. "One was stay in the trucks and burn to death, or climb out of the trucks and get shot."One of his most haunting memories was watching 100,000 refugees fleeing for their lives. "They were carrying everything they owned with them."Having been there in the trenches, he knows how much his agreement means to those families who left and those still there today. "For the North Koreans, I think they're on their knees every night with prayers that this is a success and that this doesn't fail because it gives them a way out."Although it's still early on, he says it's a step in the right direction. "It's a little bit of hope," said Weishan. "At least they're talking. And if something comes out of it, it could be good."Weishan joins about 25 other vets who leave for their Honor Flight on May 4th.  1670

SAN DIEGO (KGTV) - Point Loma families fighting to preserve a makeshift bike track are up against another setback.The land is owned by the San Diego Housing Commission, which recently hired an independent firm to do a feasibility study of the property. The firm looked at traffic, environmental factors, and the impact on schools; ultimately concluding it's feasible to build on the site. "Definitely heartbroken, this is such a special spot for our community," said Darren Miller, who often brings his boys to ride on the track. But Rick Gentry, President and CEO of the San Diego Housing Commission, says it's their job to create as much affordable housing in the city as possible. There are currently 80,000 people waiting for a Section 8 Housing Voucher. "The neighbors don't like to see the neighborhoods change, but change is going to happen, growth is going to occur. San Diego now is not producing enough housing to keep up with the rate of growth of the population," said Gentry. Miller and other neighbors have serious concerns about building on the land. "I don't know if they're necessarily opposed to affordable housing, I think they're just opposed to more development in an area that's already over-developed. In addition to just being an open space, it's a wetland," said Miller. The Housing Commission will be seeking developers for the project. They say the community will have several opportunities for input as the effort goes through the Planning Commission, Housing Commission, and City Council. 1527

SAN DIEGO (KGTV) - Puerto Ricans are living in fear after hundreds of earthquakes rocked the region, according to a San Diegan with family there.Tommy Rosas last lived on the island when he was 14. Though he moved to the mainland, Puerto Rico never left him."It hurts," he said sadly, "every minute of the day, I walk, breathe, sweat, cry Puerto Rico."He's been hurting more for his home since 2017, when Hurricane Maria hit. "My family moved, with the exception of a couple cousins who live in Cabo Rojo." He said it was too much to start over an most of his family moved to the states."The electrical grid is ancient, and it has to be repaired. They started the repairs little by little, then the earthquakes hit," saying in frustration, "whats next? What did Puerto Ricans do to deserve this?"The shaking started December 28th, the biggest quake struck January 7th, registering a magnitude 6.4."There's thousands of people living on the streets, because of their homes being destroyed or they're afraid of their home collapsing on top of them." Rosas said friends described the desperate living conditions through social media.Rosas gave a friend a flash light as a gift before he went to Puerto Rico a few months back. He said it was a joke, but now that friend now using it regularly, "he's in Isla Verde, so they lost power there, and it's periodically, it comes and goes. The food supply, water," he said was dwindling.He said a group caravaned from the north side of the island bringing supplies like diapers, formula and juice to those affected by the earthquakes.The positivity keeps Rosas going, "we don't give up, we won't lay down and say okay."He raised ,000 for supplies for the island and is planning another fundraiser. SAN DIEGO (KGTV) - Officers with San Diego Police were in downtown Friday cracking down on drivers, pedestrians, bicyclist and scooter riders violating traffic laws.The department says pedestrian fatalities are rising in California as more people use non-motorized means of transportation. Over the past three years, the San Diego Police Department has investigated thousands of fatal and injury collisions involving cyclists and pedestrians. 455
