SAN DIEGO (CNS) - A proposal to add a fenced-in, off-leash dog park and walking trails at Fiesta Island in Mission Bay Park was vetted Thursday by the San Diego City Council's Environment Committee, which unanimously voted to send to the full council.The committee considered two options for an amendment to the Mission Bay Park Master Plan, which guides future development of the area. Either option would update Fiesta Island, a partially undeveloped area of the park, by adding new amenities and park area to the island's southwest section.The committee ultimately chose the plan dubbed "option B," which reserves much of the island's southwest area for a fenced-in, off-leash dog park and also includes parking areas and walking trails.Option A would have allocated much of the southwest area for a fenced- in, off-leash dog park but would have also included a non-motorized boat launching area along the water, a road extension, larger parking facilities and a designated swimming beach for residents.The Fiesta Island amendment to the Mission Bay Park Master Plan has been in development for roughly two years. Committee attendees, including members of the Fiesta Island Dog Owners group, overwhelmingly stated their support for option B.City Councilman Scott Sherman said his office received roughly 30 calls and more than 300 emails in support of option B, due in part of members of FIDO posting his office's contact information. City Councilwoman Vivian Moreno also expressed appreciation for the public support for option B, particularly among dog owners."I am confident that city staff will be able to find a permanent location for non-motorized personal watercraft in other locations in Mission Bay Park," Moreno said. "But I don't think we need to destroy the experience of thousands and thousands and thousands of dog owners who use Fiesta Island right now in order to do so."Option B also received support from former City Council members Donna Frye, Sherri Lightner and Lorie Zapf."It's important to preserve as much open space as possible," City Councilwoman Barbara Bry said of option B. "It doesn't require any expensive infrastructure and, most importantly, will preserve Fiesta Island as a gem and a magical place for San Diegans for generations to come."The committee did not announce when the proposal will go before the full council. 2365

SAN DIEGO (CNS) - A woman who had more than three times the legal blood-alcohol limit when she crashed her SUV head-on into another vehicle while driving her three young daughters through Rancho Bernardo pleaded guilty Friday to felony child abuse and drunk driving charges. Mayra Alejandra Troncoso, 30, had a .29 percent blood-alcohol content when she drove on the wrong side of Camino del Norte on Nov. 12, 2018. Her SUV crashed head-on into an oncoming 2011 Jeep Liberty, causing severe injuries -- including a skull fracture and a brain bleed -- to her 9-month-old daughter, who was riding unrestrained. The defendant's 2-year-old daughter suffered facial injuries and her 8-year-old child broke a bone. The 57-year-old driver of the other car suffered broken bones, authorities said. RELATED: Mother and children injured in wrong way DUI crash in Rancho BernardoTroncoso was arrested the day after the collision at Palomar Medical Center. Prosecutors say that at the time of the crash, she was on probation and driving on a suspended license due to a 2017 North County DUI, in which she also crashed with at least one of her children in the vehicle. SAN DIEGO (CNS) - County supervisors voted 4-1 today to have the chief administrative officer direct the Health and Human Services Agency to develop a plan for in-house medical care of jail inmates and possible outsourcing of those duties as well.Sheriff Bill Gore will review the plan, and officials will also put out requests for proposals from private contractors to handle those duties.Supervisor Dianne Jacob made the motion to examine both an in-house model and outsourcing.``I don't think we should go with just one approach,'' Jacob said, adding she is a proponent of outsourcing county services, if it results in good service for less money.Gore has cited his department's million annual health care bill for inmates as a reason to explore cost-saving strategies. He asked supervisors to consider possible vendors for the county's health care needs in its jails and other facilities.Gore told supervisors that his goal was simply to get the best care at the best value, with an aging population of inmates and other serious issues.``I am proud of our response to these challenges, but I'm not one to assume that I have all the answer to these challenges,'' Gore said.Gore also objected to waiting 180 days for a staff appraisal of outsourcing. ``If it's a good idea in sixth months, it's a good idea today,'' he added.He also praised the 300 men and women who provide medical care to inmates as outstanding employees.Supervisor Nathan Fletcher, who is opposed to any privatization of services and proposed having HHSA handle inmate care, cast the lone no vote.Before the board voted, Fletcher said outsourcing to a for-profit entity would not lead to a better outcome.``As a board, we are the ones who are on the hook,'' in terms of lawsuits if an inmate doesn't get the appropriate care, Fletcher said. ``We should have input.''Fletcher asked the board to vote on his proposal to have the HHSA administer medical and behavioral health services in jails, but the motion died for lack of a second.Board Chairman Greg Cox said he was encouraged that HHSA would develop its own proposal.Cox praised both county medical employees and contractors for working in such a demanding field, but said the system right now is too bifurcated, adding that several legal items on Tuesday's closed-session agenda involved inmate care.Supervisors voted after a lengthy public hearing, in which nearly every person who called was opposed to private outsourcing. Health care workers mentioned low morale at some detention facilities, and the risks workers are taking during the COVID-19 pandemic.Most speakers identified themselves as members of Service Employees International Union, Local 221. 2697

  

SAN DIEGO (CNS) - An Arizona man who carried out a series of knifepoint rapes in the city of San Diego 24 years ago, as well as two rapes in Riverside County in 2002 and 2004, was sentenced Thursday to 50 years to life in prison.Christopher Vanbuskirk, 47, of Goodyear, pleaded guilty last year to six rape counts for attacking the women on four occasions between August and November of 1995 in San Diego, as well as two women in the Coachella Valley area of Riverside County in March 2002 and November 2004.Prosecutors said the four San Diego cases occurred twice in the Tierrasanta neighborhood, once in Pacific Beach and once near San Diego Mesa College. Vanbuskirk was identified as a suspect through public-access genealogical databases, which prosecutors described as similar to the technology used to identify and capture Joseph James DeAngelo, otherwise known as the Golden State Killer.RELATED: Suspect in San Diego, Riverside County rape series pleads guiltyPolice said DNA evidence previously linked the San Diego and Riverside county cases, but the identity of the perpetrator was not established until last year.Vanbuskirk was arrested in his home state in May.Two of his victims from the San Diego area spoke at his sentencing hearing, as well as the mother of his first victim.Jane Doe 1's mother said her daughter was attacked at age 18 while jogging on Clairemont Mesa Boulevard, while Jane Doe 2 and Jane Doe 3 said they were attacked in their homes.All the victims described being attacked by a masked Vanbuskirk who threatened to kill them if they screamed, leaving them with emotional trauma that rendered them constantly in fear.Jane Doe 2 said, "The rapist lived free for 24 years, while the victims were imprisoned in our own minds."Vanbuskirk spoke on his own behalf, saying "I do apologize sincerely" to the victims and that he hoped "that they can find it in their hearts to one day forgive me." SAN DIEGO (CNS) - Authorities asked the public today for help in identifying a man who robbed a South Bay financial-services office two weeks ago.The thief handed a demand note to a teller at the Mission Federal Credit Union branch in the 500 block of Telegraph Canyon Road in Chula Vista shortly after 9 a.m. Nov. 27, according to the FBI. In the written message, the robber claimed to have a gun, though none was seen.The bandit, who fled with an undisclosed amount of cash, was described as a roughly 5-foot-7-inch Latino in his 30s or 40s, wearing a white-and-blue-checkered long-sleeved shirt, a blue Chicago Cubs-logo baseball cap and black-framed glasses.Anyone who might be able to help the FBI track down the thief is asked to call the federal agency at (858) 320-1800. 786
