SAN DIEGO (KGTV) — The twists and turns of the coronavirus pandemic have been especially hard on Little Italy's Civico 1845 restaurant."We're counting pennies every day," owner Dario Gallo says. Gallo couldn't get a stimulus Paycheck Protection Program loan and now, it's illegal for him to have guests eat indoors."There's been the moment, earlier in the previous month where things were changing day after day with new regulations," Gallo says. Like all restaurants in the county, Gallo had to figure out how to survive.To do that, he's making full use of the space outside his India Street restaurant, both in the piazza to the side of the building and on the street in what's called a Parklet. He's back up to 85% capacity."We are of course fighting, day after day after day," Gallo said. The city says it's doing all it can to make it easy for restaurants and businesses to move outside, even waving fees for a lot of temporary parklet permits and turning them fast. Still, there are more applications coming. The city said Thursday nearly 250 businesses have the green light to move outside, with another 33 permits in the queue.Marco Polo Cortes, a hospitality consultant who helps businesses apply, including Civico 1845, says he's never been busier."This is their lifeblood. They are either out on the parklet, on the sidewalk, or not open for business," Cortes says. Cortes says building parklets can cost a few hundred to a couple thousand, but he also says restaurants can earn ,000 to ,000 in revenue from them in a single day.The city says many permits are free of charge, however, more complicated proposals may require fees. 1653

SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department has a new million tool to fight wildfires.The department unveiled its S-70i Firehawk helicopter Thursday, a modified version of the military’s Black Hawk helicopter.The aircraft is bigger, faster and capable of dropping more water than the city’s other two helicopters combined. The Firehawk has a 1,000-gallon tank compared to the 375-gallon tanks in Copters 1 and 2.San Diego Fire-Rescue Department Chief Colin Stowell said the Firehawk, dubbed Copter 3, represents the “latest and greatest in fire suppression and rescue capabilities.”RELATED: Chula Vista brush fire highlights rare night water drop technique“San Diego has over 45,000 properties adjacent to canyon rims and open spaces, posing a significant fire risk in our city. The speed of our response and capabilities of our equipment during the initial attack of those vegetation fires is critical,” he said.With a retractable snorkel, firefighters can refill the Firehawk’s water tank in less than a minute, allowing the helicopter to make more drops in less time, Stowell said.“Our ability to quickly get into the air and to make a difference will absolutely help to save lives,” said Mayor Kevin Faulconer.In addition to the crew of three, the Firehawk can carry up to 12 passengers, meaning it can shuttle six more firefighters than its predecessors to hard-to-reach places.RELATED: Blackhawk Helicopter joins the SDG&E firefighting arsenalThe helicopter also has advanced capabilities for night missions, with a high-intensity searchlight and a state-of-the-art obstacle avoidance system.San Diego Fire operates the only helicopters in the county outfitted to fight fires at night.To accompany the new helicopter, the city is building a .7 million hangar to house all three helicopters.“The state-of-the-art, 30,000-square-foot facility will help protect the helicopters from rust and corrosion as well as allow for indoor maintenance work,” said city spokesman Gustavo Portela in a statement. The city recently completed an Air Ops Division building to house the crew. SAN DIEGO (KGTV) -- The San Diego County Board of Supervisors Wednesday voted 4-1 in favor of Otay Ranch Resort Village 13, a mixed-use community to be developed near the city of Chula Vista.When completed, Otay Ranch Resort Village will feature 1,938 homes, a fire station, sheriff's station, trails, an elementary school, parks and open space, according to a county staff presentation."We must have more housing that is well-planned, that is walkable, bikeable, and smart net zero housing such as this proposal," said nearby resident Richard Richardson.Proposed by developers Baldwin & Sons and Moller Otay Lakes Investments, Otay Ranch Village is located less than a mile east of the city of Chula Vista and 12 miles southwest of the community of Jamul.The county Planning Commission voted 4-2 in favor of approval, and the county Planning & Development Services department also recommended approval.Several environmental groups urged the board to table the project until the county resolves issues over its Climate Action Plan, along with species protection concerns and wildfire hazards."The amount of greenhouse gas here is substantial," said Dr. Peter Andersen, a Jamul resident and member of the Sierra Club. Board Chairman Greg Cox said the project has "gone above and beyond" to address greenhouse gas emissions.Cox said the county is facing a housing shortage emergency, and Otay Ranch Resort Village is "one that's better designed than most I've seen" in terms of fire safety. "I believe this is a good project that checks all the boxes," he added.Although he praised the overall project, Supervisor Nathan Fletcher cast the lone no vote."My reluctance today is that we're very close to resolving a series of lawsuits and there's an effort to get a legally enforceable climate action plan, and then we can assess this project," he said.The county's plan has been the subject of several legal challenges. In June, a three-judge panel of the 4th District Court of Appeal in San Diego also found that reliance on carbon offsets was not legal, and shouldn't be used as a mechanism to allow general plan amendments to move forward.Fletcher said that while the Otay Village project is consistent with the density requirements in the county General Plan, his concerns over the use of carbon offsets prevented him from voting yes on Wednesday.Supervisor Jim Desmond said that despite problems with the Climate Action Plan, the county shouldn't have to stop all development.The board vice chairman also said that Otay Ranch Resort Village 13 complies with the county's Multiple Species Conservation Program, and received the blessing of San Diego County Fire Chief Tony Mecham. "This project of all the projects [brought] before this board is probably the safest from a fire safety standpoint," he said. SAN DIEGO (KGTV) – The vaccination of a lifetime is just days away for San Diego hospitals. Sharp healthcare administrators are getting ready to distribute thousands of Pfizer vaccines to their front line employees.“They will sign up and be scheduled,” said VP of Sharp Pharmacy Services, Suzanne Shea. “We don’t want people lining up at the door. We want to make sure we’re maintaining social distancing.”Shea says their freezers will store the doses at the necessary -80 degrees Celsius. They’ll be moved into refrigerators when they’re ready to be given out.RELATED: How first COVID-19 vaccines will be distributed to San Diego County's health care workersThe vaccine will not be mandatory for Sharp staff, but it will be available at all of their locations to make it as convenient as possible for employees to get it.Front line workers like Edsel Montemayor are at the top of the list to get the vaccine. He’s a physical therapist who works with coronavirus patients who have been hospitalized.“We're right in front of them,” said Montemayor. “Standing them up, face-to-face. The first inclination is to want them to wear a mask so they're not coughing onto you. But, their oxygen saturations are so low that you almost just feel bad for asking them to do so.”He sees the long-term effects of the virus can have on the body. He says some people can’t even get out of bed. Others have lasting symptoms resembling a recent stroke.“I've seen a lot of people that won’t return to normal life,” said Montemayor. “It takes a village to see these folks and the nurses are overwhelmed. It's all hands on deck.”Montemayor says the long-term effects of coronavirus outweigh any potential side effects from getting a vaccine.Sharp Healthcare says even people who have already had COVID-19 should be vaccinated. 1812
