SAN DIEGO (KGTV) - A father whose infant daughter was found dead outside a Los Angeles-area mortuary surrendered Monday at the U.S.-Mexico border. Alexander Echevarria, 22, of Sacramento, turned himself in to authorities at the San Ysidro Port of Entry with his attorney by his side. Echevarria was considered a person of interest in the death of 8-month-old Alexia Rose. The baby’s body was found near a trash container outside a funeral home in Bellflower last week. The infant was partially covered by a blanket and left in a car seat. Police believe the girl died in Sacramento. Her death was not due to natural causes, the Sacramento County Sheriff said Monday. Family members had reported Echeverria missing on Memorial Day. They said he suffers from depression and had made suicidal statements. Echevarria, who also had an arrest warrant on domestic violence-related charges, is being held in San Diego pending transfer to Sacramento.Associated Press contributed to this report. 993

SAN DIEGO (KGTV) - A baby hippo was born Saturday night at the San Diego Zoo and is now freely exploring its habitat, although always under the watchful eye of her mother. The calf, the 9th birthed by Funani since she arrived at the Zoo, is yet to be given a name."Less than ten minutes after it was born, it was already on the beach," Senior Wildlife Care Specialist Jennifer Chapman told 10News. "Out of the pool, on the beach, so right away we knew this was a strong calf."Funani can already be seen exhibiting the behaviors of hippo mothers, including licking sand off her calf, nudging her into the water, and making sure she is coming up to the surface for air. "That bond is already starting and she can start to train the calf immediately," Chapman said. "This is where you go. This is where you don't go. Listen to me. And she goes through all of that with the calf and it's really from minute one."Because Funani is very protective of the calf, the father, Otis, is being kept in a separate area from the other two. They will eventually rotate into the publicly-facing part of the habitat.The last calf born at the Zoo was a male named Tony in 2017. Because hippo mothers typically lose interest in their offspring when they begin preparing to resume mating, Tony was sent to a different zoo in 2019. 1318

SAN DIEGO (KGTV) - A bluff that overlooks Beacon’s Beach in Encinitas is on the brink of collapsing, which could mean changes for the walking trail that leads visitors down to the beach. The City of Encinitas says the bluff is at risk. There is a low-lying failure and the bluff could fall, taking the walking trail with it.“We’ve been told by our experts that there is a chance that the slide could happen at any time,”says Brenda Wisneski, Developmental Services Director for the City of Encinitas. Visitors at Beacon’s Beach say they feel the walking trail makes the beach different from others. “It’s one of my favorite beaches in all of San Diego. A part of that is because of the access, this trail is highly unique and it's not stairs,” says Mark Tayer. The city has a proposal to add a staircase south of the entry to the trail.“That is the most safe, the most secure. It requires a minimal amount of stability at the base of it,” says Wisneski.Wisneski says the city also has plans to move the parking lot back from the failure area. This could mean fewer parking spaces for visitors. The city hopes to begin construction in the fall of 2019. The proposal will go to the planning commission next. The trail will stay there until it poses a safety issue to visitors. On Wednesday, the City of Encinitas will have an open house where members of the community can voice their concerns. San Diego (KGTV) –  Mayor Kevin L. Faulconer Friday announced the expansion of his successful “Play All Day” initiative, a pledge to break ground on or upgrade 50 parks in five years, by adding an additional 15 parks to neighborhoods across the city.   The program was initially proposed during Mayor Kevin Faulconer's 2016 State of the City address and the initiative is a partnership between the City of San Diego and the San Diego Unified School District, designed to maximize public resources and increase the amount of city park space, especially in urban communities. The parks are used by the school system during the day and remain open to the community after school hours.  720

SAN DIEGO (KGTV) --  At 14 stories high, The tower apartments in downtown San Diego have some nice views. But when you're trying to get down without an elevator - it can be a challenge. Carol Clark says she was left with no choice but to take the stairs from her 13th-floor apartment to go the grocery store on Thursday afternoon. "I did it today but trust me I was breathing heavy when I came in," she said. Clark is one of the 200 senior residents living in the high rise building - a building designated for people over the age of 65. The residents say they've lost count on how many times they elevator has gone out. That's why they decided to call 10News for help. Although the second elevator was working when 10News arrived, residents tell us that wasn't the case for most of the day. They say it's something that happens a lot lately. "There are people here with walkers and wheelchairs," Clark said. "I'm scared to death for them."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."The building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," Clark said. "And the thing is we don't seem to be getting many answers."The residents told 10News they've taken their concerns to management many times but have seen no changes. They say they hope something is done soon, before an emergency happens and it's too late. 10News called the on-site manager and the property management company but have not yet received a response. "It's a stressful situation not knowing if something happens are they gonna be able to get downstairs," Clark said.   1901
