"I believe Oregon was the first to go in this direction back in the late 1990s. They started doing all mail-in ballots, a few others, mostly western states including Hawaii and Washington and Utah followed suit. Colorado started doing this for the 2014 election cycle, so it's a relatively small number of states. But since California is now in the mix it’s a large number of voters," said Masket.Ben Hovland is the Chairman of the U.S. Election Assistance Commission. He says in the last presidential election, 25% of Americans voted by mail or absentee ballot."We've seen a few other states come on recently like Utah and Hawaii and then a few states this year but you also have states like Arizona where they have permanent early voting list where about 75% of their voters are getting a mail ballot sent to them automatically," said Hovland.Hovland says in nearly every state, voters can request a mail-in ballot. Though, some states require you to provide a valid excuse for it. Still, he expects a record number of people will be voting by mail in 2020 because of the coronavirus pandemic. No matter how you vote this year, experts say make sure you're going to your local government, and not social media, for information about how and where to vote, registration information and vote-by-mail deadlines."The National Association of Secretaries of State has led a program called Trusted Info 2020 which is oriented towards getting people to go to their local election official for information," said Hovland. WASHINGTON (AP) — A more conservative Supreme Court appears unwilling to do what Republicans have long desired — kill off the Affordable Care Act. That includes its key protections for pre-existing health conditions and subsidized insurance premiums that affect tens of millions of Americans. The justices met a week after the election and remotely in the midst of a pandemic that has closed their majestic courtroom to hear the highest-profile case of the term so far. They took on the latest Republican challenge to the law known as “Obamacare,” with three appointees of President Donald Trump, an avowed foe of the health care law, among them.But at least one of those Trump appointees, Justice Brett Kavanaugh, seemed likely to vote to leave the bulk of the law intact, even if he were to find the law’s now-toothless mandate that everyone obtain health insurance to be unconstitutional.“It does seem fairly clear that the proper remedy would be to sever the mandate provision and leave the rest of the act in place,” Kavanaugh said.Chief Justice John Roberts, who wrote two earlier opinions preserving the law, stated similar views, and the court’s three liberal justices are almost certain to vote to uphold the law in its entirety. That presumably would form a majority by joining a decision to cut away only the mandate, which now has no financial penalty attached to it. Congress zeroed out the penalty in 2017, but left the rest of the law untouched.“I think it’s hard for you to argue that Congress intended the entire act to fall if the mandate were struck down when the same Congress that lowered the penalty to zero did not even try to repeal the rest of the act. I think, frankly, that they wanted the court to do that, but that’s not our job,” Roberts said.Tuesday’s arguments, conducted by telephone and lasting two hours, reached back to the earlier cases and also included reminders of the coronavirus pandemic. WASHINGTON — The Senate returns to Washington as all eyes are on Republican Sens. Mitt Romney of Utah and Chuck Grassley of Iowa for clues to whether they will support any effort to approve a Supreme Court justice before November's election. President Donald Trump and Majority Leader Mitch McConnell are moving quickly to set up a nominee, confirmation hearings and a vote to replace the late Justice Ruth Bader Ginsburg. Democrats oppose a Trump appointment so close to an election. Trump's Democratic rival, Joe Biden, is urging other Republican senators to join Lisa Murkowski of Alaska and Susan Collins of Maine in opposing a confirmation vote before the race is decided.In an interview on Monday, Trump said he thought that both Murkowski and Collins would be "badly hurt" for choosing not to vote for a Supreme Court justice nominee.The Republican caucus currently holds a 53-47 voting edge in the Senate. With Murkowski and Collins promising not to confirm, the GOP can only afford to lose two more Senate votes and still confirm a Supreme Court justice. Vice President Mike Pence would hold the tiebreaker in the event of a 50-50 vote, and would likely vote to confirm a Trump-appointed justice. 1213
