One would create a central terminal on Navy property near Old Town and tunnel under the airport with a people mover. Two other proposals would involve a terminal, but use an elevated people mover. The fourth option would extend the trolley, adding tracks along Harbor Drive. Dorene Robertson said the predictability of public transportation would be a benefit. “I know the shuttle's not going to get in a car accident, I know I'm going to get here when I plan to get here, I'm not going to get stuck on the freeway and not get here. So it takes away the uncertainty of getting to the airport on time,” said Robertson. Alex Santos, who typically relies on Uber to reach the airport, says he would only use public transportation if it was direct. “If it was dropping me off in front of my house or a townhome I live in, or a block away, that'd be perfect.” The SANDAG plans would cost anywhere from .8 billion to .7 billion dollars. They would serve as many as 44,000 people per day by 2050 and decrease traffic on Harbor Drive as much as 35 percent. SAN DIEGO (KGTV) -- Time is running out to sign up for the San Diego Promise, a tuition-free college program within the San Diego Community College District. So far more than 1,700 students from 198 California high schools have signed up for the program, which provides tuition and textbook grants for up to two years for first-time, full-time students. The deadline to apply is June 28. Officials with the district say about three times more students have so far signed up compared to last year. “The San Diego Promise offers much more than a financial guarantee,” said Lynn Neault, SDCCD Vice Chancellor of Student Services. “The program’s many wrap-around services result in San Diego Promise students faring better than their non-Promise counterparts academically.”To sign up, students need to complete a fall 2019 admissions application for City, Mesa or Miramar colleges, complete a 2019-2020 FAFSA application and fill out a Promise application. All first-time students are eligible to apply, regardless of financial status, the district says. The program launched in 2016 with 186 students participating. During the 2017-2018 school year, that number increased to 661. SAN DIEGO (KGTV) — The San Diego Board of Supervisors announced Monday that the county will close bars without a license to sell food ahead of the July 4 weekend in an effort to slow rising coronavirus cases.San Diego Supervisor Nathan Fletcher said the county will close all bars, wineries, and breweries that do not have a license to serve food. California took a similar stance with several counties over the weekend."Bars are purely social settings where different people and groups often mix. It's a simple reality that alcohol consumption impairs judgment and may lead to less compliance with physical distancing guidelines," Fletcher said. "People often spend more time in a bar than other establishments like a restaurant for eating."RELATED: Gov. Of those, two outbreaks were traced back to restaurants/bars. During Monday's press conference, the county wasn't able to specify how many of the region's total cases had visited bars.Fletcher added that the county is reinstating an order that alcohol can only be consumed while customers are simultaneous eating meals and can't be ordered alone. SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months.
