WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao and visiting U.S. President Barack Obama started official talks in Beijing on Tuesday morning to discuss bilateral ties and global issues of mutual concern.     The official talks were held at the Great Hall of the People after a close-door meeting between the two presidents.     It is their third meeting this year following one in London in April and another in New York in September.     Obama is on his first state visit to China on Nov. 15-18 as guest of Hu. He kicked off the visit on Sunday in Shanghai.     

BEIJING, Nov. 18 (Xinhua) -- Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, held talks here Wednesday afternoon with Kim Hyong-o, speaker of the National Assembly of the Republic of Korea (ROK).     Wu spoke highly of Sino-ROK relations and the positive role that the two legislatures have played in enhancing bilateral relations.     China attaches importance to its relationship with the ROK and both countries are of great influence in the region, he said, noting that development of the bilateral relations accord with the fundamental interests of the two peoples and is conducive to the regional peace, stability and development. BEIJING, Dec. 31 (Xinhua) -- Chinese State Councilor Liu Yandong said here on Thursday that the country will push forward educational reform to promote educational equity and quality.     Liu made the remarks while inspecting the Central University for Nationalities and the Beijing Language and Culture University.     Liu praised the Central University for Nationalities for their contribution to ethnic unity and the development of ethnic areas. She urged the university to help students find their jobs and help students from poor families.     During the visit to the Beijing Language and Culture University, Liu expressed the hope that students from foreign countries could deeply understand and feel China and promote friendship between China and people all over the world.     She also expressed New Year greetings to the country's teachers and students, including students from abroad.

BEIJING, Dec. 18 (Xinhua) -- Chinese President Hu Jintao recently called for the whole nation to make further advancement in reform of the cadre and personnel system.     Vice President Xi Jinping, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the indications on the issue as well, noting that more achievement should be made in building a scientific cadre's selection and appointment system.     The CPC central committee has approved the outline of deepening the reform of cadre and personnel system (2010-2020) and it has been formally released. The plan put forward the goal and major tasks of the reform in next ten years.     The plan stressed the importance in dealing key issues concerning leadership and cadre cultivation, in making correct standard of cadre appointment and in improving the public credibility of cadre selection.
