SAN DIEGO (KGTV) - As the election nears, millions of people will be glued to smartphones and computer screens, scrolling through social media for instant information.But platforms like Twitter and Facebook may not be the best sources for information."The way the algorithms work, they promote stuff that gets a lot of reaction or a lot of engagement," says University of San Diego Assistant Professor Colin Campbell. "The systems are designed to try to show you stuff that they think is going to actually make you excited or make you react in some way. And as a result, that tends to be the more polarizing stuff."But both sites have taken steps in 2020 to safeguard against misinformation.In a lengthy blog post about their election protocols, Twitter called their role in the election "critical," saying that people should "use Twitter respectfully and to recognize our collective responsibility to the electorate to guarantee a safe, fair, and legitimate democratic process."They adjusted their "Civic Integrity Policy" so that only verified and official accounts can tweet about election results. They're also imposing stricter punishments for Tweets calling for election interference or violence.Twitter also made changes to the way people interact with links posted on their platform.They've added warnings to misleading tweets and direct people to more credible information if they engage with a misleading post.They also now ask people to click on a link before Retweeting it and encourage "Quote Tweeting," where people can comment on what they're sharing instead of just reposting the original Tweet.Twitter also changed the format of its Trending section, adding context to topics and hashtags.Facebook, meanwhile, put a lot of effort into helping people vote. Their Voter Information Center helped 4.4 million people register to vote in 2020.They also banned all ads related to the election, politics, or other social issues during the entire month leading up to the election.To help keep misinformation from spreading, Facebook says they removed 120,000 posts from March through September for violating their Voter Interference Policies. They also issued 150 million warnings for content that was flagged as misleading by independent fact-checkers.Campbell says both platforms are a lot more reliable now than they were in 2016, but could still have done more. He believes it's because they didn't want to face criticism over censorship."From a pragmatic perspective, they probably don't want to get involved in the challenges of trying to go through and censor or decide what kind of stuff they want to have on the site," says Campbell.Even with all the changes, he says users still need to scroll with skepticism and filter the content they chose to engage with."I think it's very important that we're all vigilant," he says. SAN DIEGO (KGTV) – Authorities are asking for the public’s help in identifying and finding a man suspected of intentionally setting a fire in San Diego’s Little Italy area.On July 18, at around 3:45 a.m., a man allegedly lit a recycling dumpster on fire that was against a wall of the Mona Lisa Italian Foods on 2061 India Street.Authorities said the fire spread to the building and a delivery van parked near the dumpster.The blaze caused ,000 in damage.The man suspected in the arson case is white or Hispanic in his mid 20s to early 30s. But the for-profit college, with three locations in San Diego County, may have violated California law by not giving workers proper notice.The state’s WARN Act requires employers with at least 75 workers - which multiple employees say Brightwood had - at least 60 days notice (and pay) before a mass layoff.But Brightwood did not notify the workers or the state before announcing the shutdown. SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system.The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email.It wasn't immediately clear how the person became trapped in the system.The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow.The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913
SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. It's a mandate that if an officer sees an officer using force that is unreasonable for the obstacle that they're trying to overcome, that the officer must intervene,” said Chief Nisleit.Samantha Jenkins with the Community Advisory Board on Police Practices and NAACP San Diego told reporters, “This new level of built-in accountability will hopefully usher in a new culture of policing in San Diego.”“We thank God for everyone that's been a part of this.
