SAN DIEGO (KGTV) - The invisible wounds of war are a heavy burden to carry, long after deployment. Tom Voss, an Army veteran who served in a scout-sniper platoon, knows this feeling well. "I took shrapnel to the head from a rocket-propelled grenade. And then I also had a lot of survivors guilt around the death of my platoon sergeant because that day I was given the day off," said Voss.He says while deployed, there's no time to process these war injuries. "You have a lot of these questions come up, years and years later. A lot of veterans struggle with, could I have done more, can I be forgiven? A lot of these moral questions," said Voss.After serving, he wanted to bury the traumas of war; in the beginning, he was incapable of dealing with the stresses caused by combat experience. "I was using alcohol and then on top of it abusing the medications that were given to me to kind of numb myself to the experiences, because I didn't know how to process them or move through them or move on from them on my own," said Voss. "I had a lot of suicidal ideations, so that's getting to the point of like, how am I going to take my own life?"Voss decided he needed to make a drastic change. He and a fellow veteran walked 2,700 miles across the country, from Wisconsin to California. It was on that trek where he began to heal and learned about holistic approaches to deal with trauma, like meditation and yoga. Voss now travels the world, teaching veterans and their families these techniques. "It's really up to us as veterans to educate the community about the experiences of what it's really like in combat and how it impacts veterans coming home, how it impacts communities, coming home. And most importantly, how it impacts families," said Voss. SAN DIEGO (KGTV) -- The next time you hop in your car and drive through North Park, you could encounter one of 18 new traffic circles aimed to slow down drivers and promote caution and awareness. The executive director of SANGAG, Hasan Ikhrata, spoke Wednesday about the status of 18 intersection makeovers that include roundabouts similar one off Landis and Utah."It's obvious cars and bikes don't mix well together, especially if there's speeding involved so to overcome these we try our best to do things like this, but also make sure where we can, separate bikes from traffic so residents can bike without fear of being hit by a car," Ikhrata said.So far, million has been dropped for the Georgia Meade & Landis Bikeway project, funded by TransNet. Construction for the new additions are halfway done and although some neighbors aren't so keen about the new roadways, "people who want to go fast do go fast still, they still race. They have enough room to almost go straight through the circle." Others like 11-year North Park resident, Andrea, Linan, already feel more at ease, "traffic on this street especially, people go fast. I do cycling and you just have to be really careful about not getting hit so I don't mind roundabouts."SANDAG said since stay at home orders, the amount of people riding bikes went up 12%. SANDAG's executive director said despite conflicting arguments regarding the amount spent on the Bikeway project, "we have the data to support investing more in the Bikeway program, and I hope San Diego will have a connected network that's safe for our residents."The project has been in the works since 2013. SAN DIEGO (KGTV) -- The addition of 536 new homes on a former golf course in Rancho Penasquitos won't clog the one road leading out of the neighborhood in the event of an emergency evacuation, according to a new city study. The city released the environmental impact reporter for Lennar's Juniper proposal on Wednesday. Lennar is proposing to turn the languishing course behind the old Hotel Karlan on Penasquitos Drive into 536 housing units for senior citizens, including 81 affordable. The project also includes a nearly three acre public park, a three-mile trail. The environmental document analyzes impacts such as noise and traffic. It also looked at how the additional homes would impact evacuations in the northeast portion of Rancho Penasquitos, a neighborhood with only one road in and out. The document said there would be a less than significant impact on getting out fast for two reasons - first, a wildfire that starts in the Black Mountain Open Space park to the west would be blown away from the site by Santa Ana winds. Secondly, the site is not prone to wildfire because it is protected by developed terrain. "As part of the EIR, a fire risk analysis determined potential impacts related to wildfire hazards from implementation of the project would be less than significant and the project’s Wildland Fire Evacuation Plan demonstrates that timely evacuation of the site is feasible and would be improved by the additional roadway and emergency egress connections provided by the project," said city spokesman Anthony Santacroce. Additionally, plans call for adding a road into and out of the Juniper complex from Carmel Mountain Road, with emergency access. It would add a traffic light and roundabout to Penasquitos Drive, and improve an emergency access road on the opposite side of the neighborhood. Still, a group of residents is raising concerns that the Juniper project, combined with another potential 350 on the hotel site, would clog the one road leaving the area. Junaid Razvi, who heads the Penasquitos Northeast Action Group, noted Santa Ana winds are unpredictable and has had to evacuate three times in the last 15 years. "To put it mildly, I don't think we're getting the whole picture here," said Razvi. "We are not nimbys. I think the development has to be sensible terms of density, the access, ingress and egress points."Razvi's group said it plans to meet with Councilman Mark Kersey in the next few weeks to air their concerns. In a statement, the councilman said he understands where they are coming from. "Given our region's history, I understand and share residents' concerns about wildfire preparedness," he said. "Nothing is more important to me than public safety, especially when it comes to fire risk, and fire safety will be a primary concern when I evaluate any development proposal that comes before the City Council for approval."San Diegans have until April 6 to submit their comments on the EIR. 2957

SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602
