Delaware has made history as the first state in the nation to ban child marriage under all circumstances.Democratic Gov. John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. DEL MAR (CNS) - Star jockey Flavien Prat tested positive for COVID-19 Sunday following a trip to Kentucky for a riding assignment, and will quarantine at his home for at least 10 days, Del Mar Thoroughbred Club officials confirmed.Prat was tested at Scripps Clinic in La Jolla around noon and received a report of a positive test approximately 90 minutes later. He had been named to ride eight horses at Del Mar Sunday but was removed from all those mounts.Del Mar requires all riders traveling from other jurisdictions to be tested prior to being able to ride at the track.Del Mar will test all jockeys and jockeys' room personnel before its next day of racing, Friday.Jockey Victor Espinoza had tested positive for COVID-19 Friday. He is also isolating at home. He was scheduled to ride on Del Mar's opening day Friday but was removed from his mounts.Prat is the fourth thoroughbred jockey to have ridden at Los Alamitos Race Course on July 4 to have tested positive for the coronavirus, following Luis Saez, Martin Garcia and Espinoza.Eduard Kennis Rojas Fernandez, a quarter-horse jockey who rides at Los Alamitos, has also tested positive. She’s been a server for nearly a decade and has worked at the burger restaurant for more than a year.She said she’s met celebrities while working, but her connection with Schulman took it to another level when he asked her when she was due.“I told him Sept. 26," she said. "He’s like, 'That’s my birthday.'”Reyes is 32 weeks pregnant. The two took a picture and after Schulman left, Reyes discovered a big surprise on the table.“The tip was 6 — for my due date, which is Sept. 26, which is his birthday,” Reyes said. “It means the world to my baby and my family. We never expected this to happen to us.”Schulman left a note at the end of the receipt reading, "Congrats on your baby girl! DEL MAR (KGTV) — A historic summer season at the Del Mar racetrack is wrapping up Monday, the first season without fans in the stands in the track’s history.But even with all the changes forced by the pandemic, the Del Mar Thoroughbred Club says summer 2020 was a success.With no fans in attendance, the Thoroughbred Club says it missed out on about million in concessions and other on-track revenue this season. However, that was offset by lower staffing costs and an uptick in gambling revenue, according to Craig Dado, the club’s chief marketing officer.“We’re really happy with the numbers we’re getting and we will be able to eek out a small profit this year,” Dado said.Gambling revenues jumped about 7 percent thanks to off-track activity, Dado said, which is where the vast majority of bets are typically placed anyway. Anyone can bet on a Del Mar race using an app.“Basketball was delayed. Baseball was delayed, so a lot of people turned to horse racing, and we’re happy they did,” he said.The season had its hurdles. In July, the track canceled a weekend of racing after 15 jockeys and seven other workers tested positive for COVID-19.Last weekend, a horse was hurt during racing and had to be put down, the first death during racing at Del Mar since 2018.“To only have one in two racing seasons is a phenomenal number and we will definitely be the safest track in North America, as we have been the last two years,” Dado said.Dado attributed the track’s safety record to protocols adopted three years ago.But there are still questions about the kinds of pandemic protocols that will be in place when the November season begins.“At this point, we have no idea what’s going to happen in November,” he said. “Things are starting to open up in San Diego County.
