BEIJING, Dec. 30 (Xinhua) -- China has made steady progress in containing the spread of illegal publications and cracking down on the dissemination of lewd content through the Internet and mobile phones in 2010, according to the National Office Against Pornographic and Illegal Publications.The office has recently disclosed the following facts and figures about the related efforts China has made so far this year:-- Around 44.37 million copies of illegal publications, including 981,000 copies of lewd content, 37.35 million pirated copies, some 3.93 million illegal copies of newspapers and magazines, among others, have been confiscated across China.-- More than 16,000 cases, including over 10,000 ones of pirated publications, 1,669 cases involving pornography, and 371 cases involving fake journalists, news reports or media outlets, have been uncovered this year.-- China has shut down more than 60,000 porn websites since launching a crackdown in December 2009.-- Law enforcers across China during a campaign launched in April had destroyed a total of 36.39 million copies of pirated or illegal publications, audio and video discs.-- The office has received over 170,000 tip-offs, mostly about the online or cellphone-based spreading of porn content this year and 534 people have been rewarded 544,000 yuan (81,964 dollars) for the information provided.-- Authorities in Zhongshan City of southern Guangdong Province shut down a huge disc-producing outfit with five production lines and confiscated 3.87 million illegal discs.

It is the biggest developing country on earth. After over 30 years of reform and opening-up, China has achieved remarkable success in economic and social development. China's GDP has grown by an annual average of 9.9%, and the Chinese economy is one of the largest in the world. China has steadily expanded the opening-up program. It is now the second largest trading nation in the world. China has remained the top recipient of foreign investment among developing countries for years and its outbound investment ranks the fifth in the world. Having made the historic leap from mere subsistence to overall moderate prosperity, the Chinese people are enjoying much higher living standards. Per capita income has risen eight times and more than 200 million people have been lifted out of poverty. A minimum living allowance system covering both urban and rural areas is by and large in place. BEIJING, Nov. 8 (Xinhua) -- China has moved to speed up the building of a clean government ruled by law, part of the country's efforts to further enhance the government's credibility and maintain a harmonious social order for its rapid economic development.The Legislative Affairs Office of the State Council, or China' s cabinet, issued guidelines on Monday focusing on creating a government ruled by law, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means and invites the public to contribute to legislation.According to a statement issued along with the guidelines, the State Council said it was "important" and "imperative" to build a government ruled by law, as China now faces challenges, including imbalanced development of rural and urban areas, a widening income gap, an increased numbers of "social conflicts" , as well as corruption and injustice in law enforcement in some sectors.An official with the Legislative Affairs Office said Monday that the guidelines will further safeguard public interests and maintain social and economic order by requiring stepped-up efforts from authorities to investigate and punish cases that run counter to the country' s mandate for the safe production and issues related to food safety, the protection of natural resources and the environment, as well as public security.The guidelines, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means, also stipulates that if officials perform their duties according to the law or are skillful at solving disputes by legal means, they will more likely be promoted.However, government officials will be held liable for malfeasance or failure to fulfil their duty in major accidents or cases that have seriously violated laws.Further, the guidelines stress the importance of public participation in legislation, saying people's opinions, reasonable needs and legitimate interests should all be considered in lawmaking.Additionally, the guidelines state that the legislative process shall not be influenced to favor the interests of a certain sector or protect local interests.Also, to facilitate the creation of a clean and transparent government, the guidelines require all government information, aside from that involved in state, commercial or private secrets, to be open to the public.Government departments are also required to reply to pubic requests on the release of government information within a certain period of time and improve the ways of handling government affairs, according to the guidelines.
