VISTA, Calif. (KGTV) - A man was sentenced to 10 years in prison Thursday for sexually assaulting a 15-year-old girl while she rode in an ambulance. The California Highway Patrol launched an investigation into the Feb. 21, 2017 incident involving 34-year-old David Carpio, a private ambulance company employee. The girl was being transported to Tri-City Medical Center in Oceanside when Carpio assaulted her and asked for her Snapchat information to start a relationship with her, investigators said. A CHP investigator posing as the girl communicated with Carpio through social media and text messages over several months, during which time officials gained damaging information. Other alleged female victims also came forward with claims against Carpio, saying he had sexually assaulted them when he was their neighbor. One of the women was 16 years old at the time of the encounter. Carpio pleaded guilty to sexual assault charges and was sentenced Thursday for sexual penetration of a minor and sexual battery. 1022

WASHINGTON — The U.S. government on Tuesday will start distributing 30,000 doses of an experimental monoclonal antibody drug to fight COVID-19, the one President Donald Trump received last month.Over the weekend, the Food and Drug Administration agreed to allow emergency use of the therapeutic, casirivimab and imdevimab, made by Regeneron Pharmaceuticals Inc., for people with mild-to-moderate symptoms who are at high risk of developing serious illness because of their age or other medical conditions.The treatment was not authorized for use in sicker, hospitalized patients or those who need extra oxygen.President Donald Trump was given the therapeutic treatment when he contracted coronavirus in October. The Department of Health and Human Services said the federal government announced funding over the summer to support large-scale manufacturing of casirivimab and imdevimab.The agency will allocate “these government-owned doses to state and territorial health departments which, in turn, will determine which healthcare facilities receive the infusion drug,” reads a statement from HHS.“Beginning immediately, weekly allocations to state and territorial health departments will be proportionally based on confirmed COVID-19 cases in each state and territory over the previous seven days, based on data hospitals and state health departments enter into the HHS Protect data collection platform,” reads the HHS statement.Antibodies bind to the virus and help the immune system eliminate it. The Regeneron drug is a combo of two antibodies that seemed to do this well in lab tests.The emergency use authorization allows limited use of a drug while studies continue to test its safety and effectiveness. Early results suggest it may reduce COVID-19-related hospitalization or emergency room visits.The drugs are given as a one-time treatment through an IV and takes about an hour.Under federal contracts, the drugs for now will be supplied for free, although patients may have to pay part of the cost of the IV treatment. 2036

Katelynn Hardee of Breeze Hill Elementary overheard a student’s mother saying she had a hard time paying for an after-school program. Katelynn asked her mom if they could open a hot cocoa and cookie stand to raise money for other families. With sales as hot as the cocoa, the stand raised enough money to pay off hundreds of lunch balances for students. “Because of her generosity, 123 students in the Vista Unified School District had their account balances paid off,” says Jamie Phillips, Director of Child Nutrition Services for Vista Unified School District.” “It is truly inspiring to see Katelynn's compassion and generous nature utilized to help those less fortunate. Students like Katelynn embody the mission and values of Vista Unified School District." WASHINGTON — The Supreme Court sounded skeptical Monday that President Donald Trump could categorically exclude people living in the country illegally from the population count used to allot seats among the states in the House of Representatives.But it also appeared possible that the justices could avoid a final ruling on the issue until they know how broadly the Trump administration acts in its final days in office and whether the division of House seats is affected.No president has tried to do what Trump outlined in a memo in July — remove millions of noncitizens from the once-a-decade head count of the U.S. population that determines how many seats each state gets in the House of Representatives, as well as the allocation of some federal funding.Justice Amy Coney Barrett was among several members of the court who said the administration’s argument for broad discretion in deciding whom to exclude is troublesome because “a lot of the historical evidence and long-standing practice really cuts against your position.”The court decided to hear the case on a fast track, based on the administration’s plea for a decision by early January, when Trump is required by law to transmit census numbers to Congress. The Census Bureau is supposed to send the data to Trump by Dec. 31. However, the bureau said last month they are checking anomalies and the data will be delayed. They did not give a new date, only saying they hope some data will be available in January. Another unknown is if data quality will be affected by the pandemic, a shortened schedule and natural disasters in 2020 that displaced thousands of people.In 2019, the Supreme Court ruled that the Trump administration could not include a question on the census that asked if a person was an American citizen. 1791
