A San Francisco lawmaker has introduced an ordinance that would make it illegal to make a racially-biased 911 call within the city limits.According to KPIX-TV in San Francisco and The Los Angeles Times, San Francisco City Supervisor Shamann Walton introduced the "Caution Against Racially Exploitative Non-Emergencies (CAREN) Act" on Tuesday.The CAREN acronym is a play on the name "Karen" — the name social media users often label those who make racially-based 911 calls in viral videos.In a statement to NBC, Walton said that the act would "make it unlawful for an individual to contact law enforcement solely to discriminate on the basis of a person's race, ethnicity, religious affiliation, gender, sexual orientation, or gender identity."The proposed legislation is similar to a bill currently making its way through the California State Assembly. A San Diego woman spent months stealing from visitors inside some of the city's fanciest waterfront hotels, Harbor Police say.Anjeanette Crumrine, 49, allegedly stole more than ,000 worth of items -- largely from the Hilton Bayfront, Manchester Grand Hyatt, and Sheraton Harbor Island. Harbor Police say she also stole a violin worth ,000 from a classroom at Point Loma Nazarene University. "It worked for her, so she just continued to do what she was comfortable with," said Harbor Police Sgt. Michael Dye. Crumrine often targeted guests attending conventions at the large hotels. She'd walk in, pick up a suitcase, purse, or briefcase, go into an empty bathroom, pick through it, before leaving, police say. Crumrine is also accused of using the stolen credit cards to buy gift cards, and one time changed into stolen clothes inside one of the hotel bathrooms before walking out. "If it's a convention you have people moving in and out of rooms," Dye said. "It's an easy target because she would go unnoticed."Police arrested Crumrine?on April 18 after a slow speed chase through Valencia Park. But the threat of petty crime isn't over.Harbor Police report 218 property crime instances so far this year, up 22 percent from the same time period in 2017."We're just extra careful. We carry all of our stuff most of the time," said Jennifer Jones, visiting from Denver. "I don't put my stuff down. I hear too many stories like that."Crumrine is now in custody at Las Colinas, accused of, identity theft, burglary, and felony evading police, among other charges. A shooter opened fire at a church in the Northern Caucasus region of southern Russia on Sunday, killing five people and wounding two others, authorities said, according to state media.The incident took place at a church in Kizlyar in the restive Russian republic of Dagestan.Police responded, traded fire with the shooter and killed him, the authorities said. A Russian Su-27 fighter jet performed an "unprofessional" intercept of a US Navy P-8 surveillance plane while it was flying in international airspace over the Baltic Sea Tuesday, two defense officials told CNN.The Russian jet came within about 20 feet of the US aircraft, one official said.The intercept was considered safe but unprofessional.Lt. Cdr. A massive redevelopment plan that would add a hotel and convention center to Chula Vista's bayfront cleared its last major hurdle Tuesday. The Port of San Diego board of directors unanimously approved the plan, which would add a 1,600 room hotel a 400,000 square-foot convention center along the shores of Bayside Park. The project has been in the works for more than a decade, but developer RIDA can now pull permits for the .1 billion project. "It's transformational," said port commissioner Ann Moore, noting the project would add retail, restaurants, park space and create 7,000 permanent jobs. "The revenues that this project generates will actually be used to pay for the project."Chula Vista residents at Bayside Park expressed concern Tuesday that the traffic would be overwhelming. "I think that Chula Vista is already kind of crowded so I don't know if that's the best thing to have people coming into the city," said resident Sherry Hunter. Ed Conroy, who walks in the park daily, said he expected an onslaught of traffic but that the extra crowds could benefit local businesses."It looks like they're growing," he said. "It's going to be a lot of mass transit, it's going to be a lot of traffic, it's going to be, I guess, for the good of the city."Moore said the project would make a number of infrastructure improvements, including adding shuttles and extending H Street to the water.
