OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions. OCILLA, Ga. — A nurse at an immigration detention center in Georgia says authorities performed questionable hysterectomies, refused to test detainees for COVID-19 and shredded medical records.Advocacy group Project South has filed a complaint with the Homeland Security Department's internal watchdog that relies heavily on the nurse's words.That nurse, Dawn Wooten, worked at the Irwin County Detention Center in southern Georgia. In addition to holding detainees for Immigration and Customs Enforcement, it also serves those arrested by the U.S. Marshals and the Irwin County Sheriff's Department.In her complaint, Wooten called a gynecologist who works outside the facility, "the uterus collector." She claimed that nearly every inmate who saw the doctor received a hysterectomy and claimed the doctor removed the "wrong ovary" on at least one patient.Wooten said it was unclear if the patients — particularly immigrant women — knowingly agreed to the procedure, which would prevent them from having children in the future.She says she saw a sick-call nurse shred a box of detainee complaints without looking at them.Wooten claimed she was eventually fired from the facility for raising concerns about COVID-19. She said she was demoted after she missed time for presenting symptoms of the virus.She claims that inmates were likely infected with the virus at a rate much higher than reported because the facility declined to use two rapid-testing COVID-19 machines. Not many people like being caught speeding and getting ticketed, but one person's solution to not getting caught might lead to even more trouble. The Metropolitan D.C. Police released video earlier this week of a suspect getting out of a car and smashing a camera designed to catch and ticket speeders. The video shows the suspect knocking over the machine, kicking it a few times and throwing the camera into a ditch before getting back into a car and speeding off. WJLA-TV reported that this incident caught on video was one of six incidents that took place in DC last week. As of Tuesday, no arrests have been made in connection to these incidents.  685

One California family narrowly survived two life-threatening situations less than 24 hours apart, but they just feel lucky to be alive.Carmen Edman described her harrowing escape from Malibu on November 8 as her family home was destroyed by wildfire."The fire was everywhere, " Carmen told CNN affiliate KCAL/KCBS.The frantic moments came just a day after her daughter, Deseriee, survived a deadly mass shooting at Borderline Bar and Grill in Thousand Oaks, when a gunman burst into the bar with a handgun on November 7. By the time the gunfire stopped, 12 people were dead."I was in panic mode since Wednesday night -- since that phone call -- and stress levels were off the charts," Carmen Edman said.The Edman family got to safety, but their Malibu home burned to the ground."Two-near death experiences that you just don't expect," Deseriee Edman said."I'm trying to stay as strong as possible for my family and friends, and I'm trying to look at everything as positively as possible even though it's pretty hard to do so in these type of situations," she told the affiliate.The Edmans credit Ventura County Sheriff's Sgt. Ron Helus with saving their family.Sgt. Helus was fatally shot when he responded to the call of a shooting at the Borderline Bar and Grill.
