A plan to raise San Diego's hotel tax to expand the convention center appears to be headed to the March 2020 ballot. The City Council voted 5-4 Monday to formalize its intention to place the tourist tax hike on next year's primary election. The measure, called "Yes! For a better San Diego," would raise the transient occupancy tax by as much as 3.25 percent per night, depending on location. Hotels closest to the heart of the city would see the tax rate increase the most. The revenue would fund a convention center expansion, homeless services and road repair. The council was split on its decision because voters passed Measure L in 2016. Measure L called for citizens initiatives to be placed on November general elections, when turnout is highest. However, the measure gave the City Council the option to move votes to different elections if it sees fit. It is still unclear whether the measure needs a simple majority or two-thirds support. A rent-control style bill that would cap annual rent increases is advancing in Sacramento.The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. Currently, market landlords in San Diego County can raise the rent as much as they want at the end of a lease. Adam Moody, of Pacific Beach, just saw his rent go up by 0 a month, or 10 percent. "We're thinking about moving somewhere because if it's going to keep increasing, we'd rather maybe get a house or something," said Moody, who lives with his wife. The bill, AB 1482, made it out of the Assembly Appropriations Committee Wednesday. It will now advance to the full assembly floor before moving to the state senate side. With inflation, the cap in San Diego County would be 7.2 percent, which is nearly three times faster than wage growth. Molly Kirkland, public affairs director for the Southern California Rental Housing Association, said the organization opposes the bill. She said legislation like this turns off developers from building more much-needed housing, and can lead to the current supply going unrepaired. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. He says there must be a happy medium for landlords to be profitable, while allowing renters to keep affording where they live. Gov. Gavin Newsom has not indicated whether he would sign the bill. A pre-teen's basketball shot from beyond the arc was good for more than just a few points in Springfield.Springfield police say a group of ten-to-twelve-year-old kids helped them catch a suspected burglar on the run. It all started after officers responded to a call for a burglary. Police say they received reports that a 50-year-old male had just broken into a garage and stole several items, including two weed trimmers before taking off on a bike. He dropped the lawn tools after encountering police and rode awat. According to a post from the Springfield Police Department, the first officer followed him in his patrol car until backup arrived and started chasing him on foot.That's where the young All-Stars come into play.  Police say the kids were playing basketball nearby and one of them "threw a basketball across the roadway at the suspect, striking him, causing him to wreck his bicycle in the grass."Officers were then able to book the suspect into custody for burglary.  1033

A potential tropical cyclone is looking to wreak havoc on Central America in the next few days.Known as "Potential Tropical Cyclone 14" by the National Hurricane Center, the storm is expected to form in the northwestern Caribbean Sea on Sunday, with heavy rains heading for western Cuba.The system is expected to become a tropical depression late Saturday or Sunday and become a tropical storm by Sunday night, the center said. On the current forecast track, the center said the system is expected to move across the Yucatan Channel near the eastern coast of the Yucatan Peninsula through Sunday night, and then move into the southern Gulf of Mexico on Monday.There is a tropical storm watch for the coast of Mexico from Tulum to Cabo Catoche, where tropical storm conditions are possible Sunday and Monday. There is also a tropical storm warning for the Cuban provinces of Pinar del Rio and the Isle of Youth.Currently, the storm is moving north at 7 mph. It is 120 miles south of Cozumel, Mexico, and is 240 miles south-southwest of the western tip of Cuba, according to the hurricane center's 11 p.m. ET update Saturday.The storm may also produce 3 to 7 inches of rain in western Cuba and 2 to 4 inches over the Yucatan Peninsula, Belize and northern Honduras through Tuesday. Western Cuba could see isolated maximum amounts of 12 inches, the center said.Many of these areas seeing the downpour of rain could also see life-threatening flash floods, the hurricane center said. 1486

A Mississippi school district has apologized and a high school band director has been suspended after the band staged a halftime skit that depicted police being held at gunpoint.The controversial skit came as the Forest Hill High School band from Jackson performed Friday during a football game against Brookhaven High School to the south. It shocked many at the game in Brookhaven, where just six days earlier two police officers were killed in a shootout with a suspect."I was sad because of what happened last weekend, and it felt like they were making fun of it," Sarah McDonald, a Brookhaven High School student, told CNN affiliate WJTV. 650
