LAKEWOOD, Ohio — When she heard Jimmy Adkins was running his own taxi service in Ohio she immediately warned her friends and family."We want people to know that he's out there," said a witness who did not want to be identified.That's because the Cuyahoga County Sheriff's Department says Adkins is a registered sex offender. One that's been convicted twice, in his most recent crime involving a young relative."My niece was living with him and that's when he made the attempt to have sex with her," said the witness.Adkins is running a service called Lakewood Smart Taxi.He needs a license to run his service, but he doesn't have one. Just last month, he got arrested for transporting passengers without it.But even if he applied for that license, there's no way Adkins could get one."That's the thing, within the city's ordinance, they require that you have a clean record," said Derrick Russell, a consultant of Ace Taxi, a legitimate taxi company in Cleveland.Five years ago Russell fired Adkins because of his criminal record."I was shocked, I've done investigations for insurance companies for a number of years and major companies, I had not seen a record like that," said Russell.He says Lakewood Smart Taxi isn't the first of its kind."Anyone can put a magnet on the side of their car and call themselves a taxi because unfortunately, the regulations are really gray in that area, but the other thing is there is no enforcement," he said.The family of Adkins' victims is advising against getting in his car."Lord knows what he can do, and it's just not safe, it's not safe, you know what I mean there could be anything that could happen," said the unidentified witness.Adkins was contacted multiple times for comment but never called back. 1765

LA MESA (KGTV) - San Diego County Sheriff's officials are working to find out who shot a 21-year-old man in the neck and how he ended up in a Lemon Grove park.Staff at Sharp Grossmont Hospital in La Mesa reported that the victim was dropped off around 8:25 p.m. Tuesday, San Diego County Sheriff's Lt. (KGTV) — Police arrested one person and rearrested another person this week in connection with looting in La Mesa following police protests last month.Both arrests were made without incident and for burglary during an emergency on May 30 during rioting in the East County city, according to La Mesa Police:On June 10, 26-year-old Helen Tewolde was arrested on suspicion of looting Sally’s Beauty Supply on May 30. An anonymous tip was submitted to police after video that appeared to show Tewolde at the scene looting appeared on social media, LMPD said.On June 11, 25-year-old Rey Estrada-Silva was arrested on suspicion of looting the Verizon store and Target in Grossmont Shopping Center on May 30. Estrada-Silva was previously arrested last week on suspicion on looting Play It Again Sports and was out on bail during Thursday's arrest, LMPD said.As night set on May 30, protests outside LMPD's headquarters turned chaotic, after vandals set fires to numerous buildings and vehicles. LA MESA, Calif. (KGTV) -- Charges have been issued against a La Mesa store owner arrested over an altercation with the media. According to the City of La Mesa, charges against Peter Carzis, 76, include one count of felony vandalism and three counts of misdemeanor battery.An additional misdemeanor charge of committing a lewd act in public was also issued for an incident that occurred on January 18. Monday, news crews gathered outside Peter’s Men’s Apparel, a clothing store owned by Carzis, to speak with him about reports of lewd acts occurring outside the store over the weekend. As cameras rolled, Carzis was seen cursing before attacking a news photographer and slapping the phone out of a reporter’s hand. Police said Carzis caused “irreparable damage to a video camera reported to be worth approximately ,000.”According to police, Carzis "is also the suspect in two other reported crimes, a misdemeanor battery and a misdemeanor lewd act in public" that occurred on Jan. 18 in front of his store.
