SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. Then we can at least address individuals who have been arrested,” Shapiro said.The court will still be available for restraining orders, emergency conservatorship, and search warrants. SAN DIEGO (KGTV) — California Highway Patrol officers arrested a driver who knocked over a light pole on Interstate 5, causing it to fall into the path of oncoming traffic Friday night.It happened on the northbound lanes of I-5 just before the State Route 163 connector.The driver of a white Chevy Impala went off the road crashed into two light poles, knocking one of the light poles onto the right lane and into oncoming traffic.CHP says at least seven cars smashed into the downed light pole, damaging the vehicles. However, there were no injuries.The driver of the Impala told CHP he merely fell asleep behind the wheel, but after a sobriety test, he was arrested.“He was arrested for DUI,” said Steve Jio, with the CHP. “Possibly drugs, and we’re taking him to our station to be evaluated."Three lanes of I-5 were closed off for about an hour as crews removed the damaged vehicles and the downed light pole.Crews plan to replace the light pole Saturday morning. 974

SAN DIEGO (KGTV) -- Caltrans maintenance crews closed the westbound Interstate 8 connector to northbound state Route 67 at 9 p.m. Thursday night, but lanes were reopened at 5 a.m. Friday morning. The closure took effect for guardrail repair, according to Caltrans.Signs were posted to direct motorists on westbound I-8 to exit at West Main Street and turn left to eastbound I-8 to SR-67.Motorists were reminded to be work zone alert and slow down when approaching Caltrans vehicles with amber flashing lights.Caltrans says Californians can expect more roadway improvement projects like this made possible by the recently passed Road Repair and Accountability Act of 2017, Senate Bill 1.  715

SAN DIEGO (KGTV) — Border Patrol agents arrested five people in connection with a human smuggling incident, including one man convicted of being a sexual predator.A vehicle traveling through a temporary immigration checkpoint in Potrero failed to stop at about 6:30 a.m. Wednesday, according to U.S. Customs and Border Protection, before agents stopped the vehicle several yards past the checkpoint.Agents say five males in the vehicle were questioned. Three passengers in the vehicle's backseat said they were from Mexico but had no U.S. documentation, according to CBP. The driver and front seat passenger claimed to be from the U.S.The driver and front passenger were arrested on suspicion of smuggling and the three other passengers were arrested for being in the U.S. illegally, CBP said. During a records check at a nearby station, agents learned one passenger, a 39-year-old Mexican national, was convicted in 2012 of kidnapping and rape of a minor in San Diego. He was sentenced to a seven-year prison term and removed from the U.S.“I am proud of the great work agents demonstrated in arresting this known child predator,” said Chief Patrol Agent Douglas Harrison. “Their actions help keep our communities safer.”Both U.S. citizens face human smuggling charges and the previously deported Mexican man faces federal charges. SAN DIEGO (KGTV) — As if San Diego's craft beer scene doesn't already have enough options, the legalization of marijuana has created new opportunities for companies interested in the world of the cannabis-infused.Enter High Style, a San Diego-based brewery launching a THC-infused, non-alcoholic beer called "Pale Haze." The drink incorporates the traditional flavors of beer using Amarillo and Cascade hops, as well as 10mg of THC.The beer has a "light, crisp, and extremely effervescent" flavor, according to the brewery, with notes of tropical fruit and citrus.RELATED: Blue Moon founder now brewing THC-infused craft beerHigh Style's Vice President of Marketing Jared Threw said the brewery's brewmaster worked over 12 months on the process to create the alcohol-free beer — though there are small traces of alcohol, as with most non-alcoholic beers. However, Threw said their goal was to perfect the beer so that it didn't taste like a typical non-alcoholic beer and much like a craft beer instead.Though the feeling of drinking a traditional beer shouldn't be lost, according to the company. High Style says consumers will feel a "fast onset similar to drinking an alcoholic beer," with a "light, clear headed, and euphoric high." But those effects could be different person to person."We recommend if someone isn't a heavy cannabis user, to start with half a beer, wait 1-2 hours for the effects to fully settle, and then have more as needed for the desired level," Threw said.Currently, the beer is only available at the dispensaries March and Ash in Mission Valley and Mankind Cooperative in Miramar.
