SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. SAN DIEGO (KGTV) - Some men are sharing their story of an unlikely redemption after police spotted them spray-painting graffiti on a street in El Cajon.Gripped by the message of the recent protests, Dre, Dan, and Gee did something they've never done before. The three, all of them artists, ended up on Heart Drive with spray paint."Just wanted to put up something, so when people drive by, it says 'love.' It says 'peace,'" said Dan."We are about art. People need to see the message," said Dre.Around 2 a.m., El Cajon Police Sergeant Mike Murphy pulled up to the three, before two more officers arrived. The three friends prepared to be arrested. Sgt. Murphy surveyed what they painted: peace signs, the words 'BLM' and 'Justice For Floyd.'He talked to them about the impact of graffiti. The men apologized. There would be no arrest. The three friends offered to fix it and Sgt. Murphy said he would help."That's a good feeling. It's the same as the message we were out there painting that night," said Dan.That same day, the men turned up with paint and rollers and together with Sgt. Murphy, they covered the spray paint. The three men decided they would funnel their passions into an art installation with the theme of unity. Sgt. Murphy agreed to help them find a venue for it. Dre and Dan say their encounter with him shows them that police can be part of the solution."Not every cop is out to kill black people. There are good cops out there, and I think people need to start understanding and noticing," said Dre.After the art piece is complete, Sgt. SAN DIEGO (KGTV) -- San Diego State University canceled spring break 2021 on Tuesday night, citing concerns of rising COVID-19 cases. Instead of the traditional nine day break, students will get four "rest and recovery days" scattered throughout the semester. The days will create multiple long weekends for students and faculty. The decision was made during a University Senate meeting. The vote was 44 to 28. The school senate is made up of faculty, staff and student representatives. Within hours of the decision, an online petition gained thousands of signatures from students asking for the school to bring back spring break. In a lengthy email sent to the entire campus, school officials explained the decision was made in an attempt to slow the spread of COVID-19,citing health and safety as the schools top priority. Officials say the rest and recovery days are for no instruction, assignments, deadlines or exams. SAN DIEGO (KGTV) — Some beach cities throughout San Diego County Monday closed beaches as the COVID-19 outbreak continues to worsen. Following Gov. Gavin Newsom's stay at home order for California, several beach-side cities saw beachgoers enjoying the outdoors without the required six-foot social distancing.Monday, County Public Health Officer Wilma Wooten said the county will issue an amendment to the public heath order limiting social gatherings during the coronavirus pandemic. Supervisor Nathan Fletcher added that people are encouraged to get exercise, but "what we don't want is the mass congregating of multiple social units."San Diego Mayor Kevin Faulconer, however, didn't wait to see how that warning will play out around the county. "The City of Encinitas is closing all City beaches, access points to beaches, and parking lots adjacent to beaches until further notice," city officials said in a news release.Imperial Beach followed suit, saying it would close its beaches "due to the inability to enforce social distancing," beginning Tuesday at 12 p.m.Sunday, San Diego Police officers shut down beach parking lots and discouraged large crowds from gathering. SAN DIEGO (KGTV) -- San Diego’s Planning Commission met Thursday to discuss potential new rules that would help regulate the short-term rental industry in the city.A plan proposed by City Councilmember Jennifer Campbell was first introduced in July after a compromise was reached among members of the hospitality industry and short-term rental companies.The plan would implement tighter restrictions such as capping the number of short-term rental permits that are granted. There are also plans to require a two-night minimum stay to avoid one-night stays that are often connected to big parties that concerns residents.A representative for Campbell says implementing tighter regulations will help law enforcement address any problems that may arise.The proposed plan creates penalties and fines for those who violate the city’s “good neighbor” policy.More than 500 people signed up to voice their opinion about this proposal during Thursday’s virtual meeting.One caller said, “We depend on this for our livelihood, especially since the pandemic has taken a toll on us already. Without having the ability to host, many of us will be forced to leave our homes.”Another caller added, “This has been an issue for years.
