SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed by a Border Patrol agent following a confrontation Friday.According to police, David Angel Villalobos-Baldovinos, 30, was shot by an agent after entering the US illegally.Police say Villalobos-Baldovinos, a Mexican National, tried to enter the US illegally and was confronted by an agent just before 6 p.m. October 23 in San Ysidro.Villalobos-Baldovinos reportedly fought with the agent, who police say received minor injuries during the scuffle. The agent then fired his weapon, hitting the suspect one time in the torso, police say. The man was pronounced dead at the scene. SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. SAN DIEGO (KGTV) -- San Diegans posted images and updates about the fierce Valley Fire burning out of control in the Japatul Valley on Saturday night.Photos and videos shot from various locations around San Diego show a large ominous plume of smoke over the county. Others show videos of flames near the scene of the fire, and at least one local resident miles away from the fire documented ash falling from the sky.As of late Saturday night, fire officials said the blaze has scorched about 1,500 acres. Crews continue to battle the fire under harsh conditions, including strong winds and high heat. SAN DIEGO (KGTV) -- San Diego Police arrested a woman last week for reportedly sex trafficking two young girls. According to police, the woman, identified as Desiree Morton, called officers on July 17 to report that she was a victim of domestic violence and that her boyfriend stole her vehicle. When officers responded to the unspecified location, they found Morton, along with two other girls police say appeared to be younger than 18 and had no identification cards. Police say the girls also had tattoos along their jaws. The two girls later told investigators they were 14 and 15-years-old. Officers arrested Morton after she reportedly admitted to prostituting the girls. The girls were taken into protective custody. 732

SAN DIEGO (KGTV) - San Diego Fire-Rescue crews rescued a paraglider who crashed into a dangerous Torrey Pines bluff Friday.SDFD crews arrived at the site of the crash at around 1 p.m. Sky10 footage showed the person clinging to the cliff, wrapped in the wreckage of a broken glider, just over a section of Blacks Beach.Lt. Rich Stropky says the man was in training to become a paragliding pilot. He apparently attempted to make a left hand turn away from the bluff but lost control near Saddle Back ridge, said Stropky.RELATED: Cliff, air rescue numbers on rise in San Diego CountyCrews were able to airlift the person from the cliffside just after 2 p.m. He was immediately brought to a nearby hospital for his injuries.
