SAN DIEGO (KGTV) -- Several birds were rescued from a San Diego apartment after a downstairs unit caught fire.According to crews, the fire started around 10:45 a.m. Sunday at an apartment on the 1700 block of Oro Vista Road.Shortly after noticing smoke, residents at the complex grabbed every fire extinguisher they could get their hands on in an effort to extinguish the flames and keep the blaze from spreading to the second floor.Firefighters say no one was home at the time of the fire and several birds were rescued. 529

Before the vote, the ordinance only addressed underage drinking, but not drugs. The amendment, which was approved unanimously, will now go before the council for a second reading before it becomes law. “As a mom, the safety of my children is my priority, and as City Attorney, I am committed to protecting every child,” City Attorney Mara W. Elliott said. SAN DIEGO (KGTV) -- State health officials are working to catch up on a large backlog of COVID-19 tests.According to Marik Ghaly, California'sCalifornia's Health and Human Services Secretary, a server outage on July 25 led to a delay in lab records coming into the reporting system.Ghaly says they also realized they weren't getting data from one of their largest commercial labs for five days, between July 31 and August 4, because the state neglected to renew a certification."We apologize. You deserve better. The Governor demands better of us,"" Ghaly said during a Friday virtual news conference.Ghaly says there are an estimated 250,000 to 300,000 tests that need to be processed, and that will happen in the next 24 to 48 hours.The system accepts results for other reportable diseases, so the records have to sorted, Ghaly said, though adding that a majority will be COVID-19 test samples."We expect that over the next 24 to 48 hours that the backlog that's between 250 to 300 thousand cases will be resolved giving us a better sense of the number of tests that were delayed," Ghaly said. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."Ghaly points out the state froze the county monitoring list last week, so the problem should have affected any decision-making policies. He also says it doesn't change any state trends with case rates, which he says are still trending downwards slightly.However, it's unclear how the delay in reporting will impact contact tracing.The Governor has ordered an investigation into the error. 1629

UPS says they'll deliver 750 million. The U.S. Postal Service estimates 850 million packages and 15 billion pieces of mail altogether, and Amazon says in 2016 they sent more than a billion items world wide through Prime.But this year, more companies have ways for you to protect your deliveries.Ring doorbells are becoming popular. They have motion-sensing cameras that connect to your smartphone, alerting users to see anyone that comes to the door. Their Facebook page is full of videos where owners scared off would-be thieves with an alarm or by shouting through a connected microphone.The company is also encouraging people to download their app. Even if you don't have a Ring Doorbell, the app will send you alerts any time suspicious activity is reported in your neighborhood.Also new this holiday season is the Amazon Key, an option introduced this fall. For about 0, you can buy a starter kit that includes a camera and a special door lock. Delivery drivers would be able to put packages inside your home.Amazon also has lockers all around San Diego that packages can be sent to. You get a code to open them to pick up your package.Meanwhile, the US Postal Service says people who are worried about theft can ship packages using the "Hold for Pickup" option. SAN DIEGO (KGTV) - San Diego Sector Border Patrol Chief Rodney Scott took 10News on a tour of the U.S.-Mexico border Friday to explain what works - and what doesn’t - for his department. 10News asked Scott about the impact of the government shutdown on Border Patrol agents. As of Dec. 22, the group is among those working without pay. Scott said both border security and the morale of the people who work for him will be challenged if the shutdown gets drawn out. Politicians continue to fight over funding for a border wall and lost in the bickering may be the language. President Trump continues to fight for “a wall.” And yet, earlier this week his Chief of Staff John Kelly told the Los Angeles Times that the idea of a solid concrete wall was abandoned early in the administration. Wall, fence, whatever you want to call it, no one knows what’s needed most for border security than border agents themselves. "So, on January 1, this wire was not here either," said Scott. He pointed to a section of an old, outdated border fence made of steel slats once used as runway mats for the military. Scott tried to make his case that no matter what happens in Washington D.C., his agents are the ones in the real fight. RELATED: San Diego lawmakers respond to Trump's border wall comments"On January 1 the people throwing rocks were up on top of that berm," said Scott, pointing to an area where migrants had high ground on his border agents. Scott gave our crew a tour of where the most recent confrontation took place with migrants trying to cross the border. He said his agents had to use tear gas after rocks were thrown from Mexico and claimed assaults on his agents are up 300 percent this fiscal year. Scott confirmed one of his agents was hit in the face with a rock. “But he had a riot helmet and shield on, so he wasn't seriously injured,” Scott said. In some cases, there is no way for his agents to see who's on the other side and if they pose a danger. And while Congress and the White House argue over a border wall, Scott and his agents at least have a small saving grace. "All of this, that you have here, is just within the last couple of weeks? This was in the last week," said Scott, proudly pointing out a new portion of fence. The new replacement fence was funded before President Trump came into office and was shown to our crew by Border Patrol for the first time. Eventually it will be 14 miles long, and 18 feet high on average, even taller in other areas. And for Border Patrol agents, it’s a game changer in border security. This new fence has concrete that runs 6 feet below the surface, so migrants are unable to dig under the fence. Steel bollards, encased in concrete, are separated by mere inches allowing agents to see what's on the other side. In some areas, the wall is 30 feet high. That's a significant upgrade from other areas of the outdated fence where human traffickers can cut through the metal. RELATED: TSA screeners, working without pay, calling out sick at major airports during shutdown"On average there's 3 and a half breaches in this per day," said Chief Scott, indicating patches in the fence that have been sawed through. "To jump the legacy landing mat fence, run up and start a cut in this fence big enough that you can actually get people through, is less than 2 minutes total time." As Scott spoke with 10News, three migrants jumped the old fence, but had no desire to cut through the secondary fence and escape. They quickly surrendered to a Border Patrol agent. "When that happens there is a high probability that they are going to claim asylum,” said Scott. “What that really means is that they just cut the line in front of a couple of thousand people that are doing it right and are waiting at the port of entry." 4106
