SAN DIEGO (KGTV) -- The San Diego Department of Agriculture is warning residents not to open unsolicited packets of seeds some people reported receiving from China.The department says it has taken 58 calls from people reporting receiving the seeds as of Wednesday afternoon and warns anyone who receives a package to not plant the seeds or throw them away. “The main concern with these seeds is that they were mislabeled and went through customs without an inspection. Seed from other countries might have pests or diseases that don’t exist here. The County Department of Agriculture, Weights and Measures is constantly looking for invasive pests which can be weeds, insects, or diseases. Carmel St, San Marcos 92128 or 9325 Hazard Way, San Diego 92123 address. She said she didn't think anything of it when it arrived at her Imperial Beach home a few weeks ago."I said 'I don’t remember ordering and I thought maybe I did, or maybe it was a free gift or something,'" she said.She put the package aside until recently, when posts and warnings about the seeds started circulating. She said she's happy she didn't throw it away or plant them, but is nervous that her name, address and phone number were all on the package.Reports of unidentified seeds from China have been popping up across the country. All 50 states have now issued warnings about the packages. The department believes it is all part of a “brushing” scam used to boost ratings for online vendors. The packaging label ranges from jewelry to "handmade flowers," and the seeds on the inside vary in size and shape.“At this time, we don’t have any evidence indicating this is something other than a ‘brushing scam,’ where people receive unsolicited items from a seller who then posts false customer reviews to boost sales. USDA is currently collecting seed packages from recipients and will test their contents and determine if they contain anything that could be of concern to U.S. agriculture or the environment,” the USDA said.Wang Wenbin, a spokesperson for China's foreign ministry, said at a briefing on Tuesday that the address labels were forged and that China Post has asked USPS to send those packages to China for investigation. 2618

SAN DIEGO (KGTV) - The Tierrasanta woman whose toddler died after being discovered in a car was arrested Thursday, San Diego Police said. Police said they waited this long to make the arrest to build evidence for a trial.Twenty-month-old Scarlett was found unresponsive outside the home at 10304 Leary St. on Aug. 5. Paramedics tried to resuscitate the child but were unsuccessful. Police said the girl’s mother, Pricilla Marquez Harris, called them at 12:45 p.m. that day to say she could not find her daughter. Harris later called back to say the girl was in her Nissan Altima and not breathing. SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. SAN DIEGO (KGTV) - Three San Diego County high school football teams qualified for the state finals but may not have enough funding to attend the tournament, school officials said Monday.Lincoln High School boys just finished what coach David Dunn is calling a “Cinderella season”. The team has never before qualified for the event.“Just to have the experience and the opportunity to do it, and let alone be the first team to do it, it means a lot,” said T'ray Kirkland, senior player.The Lincoln High Hornets have had a slim roster, injuries, even a forfeited game. They beat Mira Mesa for the CIF championship.“There have been games where we really had to step up. You just see how much heart each and every person on this team has,” said Kirkland.“Their willingness to compete is different than a lot of the other teams that I've had before," Coach Dunn said.The boys have also been competitive academically. The team averages a 3.1 grade point average with as many as eight players holding a 4.0. Lincoln High is scheduled to play Menlo Atherton this weekend in the San Francisco suburb of Redwood City. The game won’t happen if the team doesn’t get more money. SAN DIEGO (KGTV) — The San Diego Symphony has overcome the last major obstacle to a permanent home along San Diego's waterfront.The Port of San Diego's Board of Commissioners has granted a 15-year lease for the Symphony's Bayside Performance Park project. The project will see the construction of a seashell-shaped concert venue at Embarcadero Marina Park South, as well as various improvements to the surrounding park.The lease also includes four options allowing the Symphony to extend their lease up to 50 years.The San Diego Symphony will invest a minimum of million toward those improvements, including 66 new restrooms, expansion of the current promenade, and improvements to the park's existing basketball courts and exercise equipment.RELATED: Margaritaville Island Resort coming to San Diego“We’re confident concert-goers will love the improved access and state-of-the art stage and sound system, and bayfront visitors will love the new and improved park,” said Board Chairman Garry Bonelli.The Symphony could begin construction of the venue as soon as September. Since 2004, the Symphony has had to assemble and disassemble its temporary venue for its Bayside Summer Nights concert series.
