SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years.In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment.As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says. "The economy can move forward through high or low rates." 1411

SAN DIEGO (KGTV) — In-person voting kicked off in San Diego County on Saturday, welcoming voters to the polls early through Election Day.The polling locations will be open through Monday, Nov. 2, from 8 a.m. to 5 p.m., and reopen on Tuesday from 7 a.m. to 8 p.m. There are 235 super poll locations in San Diego County for in-person voting.Margie Singley is one resident who chose to vote in person on the first day. She said it was fast and easy.“I thought maybe it might be crowded so if it was busy today I might come tomorrow or Monday to avoid the crowds,” said Singley.She said that she felt an added level of security by voting in person and did not have any concerns about coronavirus because necessary steps were taken inside the polling place. “Not at all, so no fear. Come on in!” she said.Liza and Joe Kennedy turned in their filled-out ballots to a drop off location on the same day. They said it was their first time filling out their ballots from home, and they appreciated being able to take their time in the comfort of their own home.“It’s a safety reason too, you’re not sharing pens, you’re not in the same little fold up booth. You can do it in the security of your own home,” the couple said.Mary Criscenti and Allyson Brenner are the poll workers who collected the Kennedy’s ballots. The duo cheered on voters as they dropped off their ballots, saying everyone who stopped by had high energy all morning.“Everyone is happy. Everyone is filled with hope,” they said.All mailed ballots have to be postmarked by Tuesday, Nov. 3. Polls close for in-person voting at 8 p.m. Tuesday, Nov. 3.As of Sunday, more than 28,100 voters had already cast their votes in early voting at polling locations. Another 10,091 voters had already voted at the Registrar of Voters since Oct. 5.As of Friday evening, more than one million of the registered 1.9 million San Diego County voters had already cast their ballots. SAN DIEGO (KGTV) - Inside the 3D Innovations Lab at Rady Children's Hospital, the hearts, bones, skulls, and spines of patients are brought to life in a new way.Justin Ryan, Ph.D. is director of the lab. Using 3D printers, they can replicate a patient's anatomy down to every precise detail, giving doctors critical information before surgery.“The concept is by giving our doctors more information they can perform a better procedure; they can even perform it with less time. So that means less time under bypass, less time under anesthesia, which is great for the patients themselves," said Ryan.For example, if a patient is a candidate for a stent or valve, doctors could use the 3D model to try different sizes before entering the operating room. “We give them more information to plan a better procedure," said Ryan. While some of the models take several hours, many can be created within the day. “There isn’t an average day, I might have a cardiac case in the morning, an ortho case in the evening, I'll have a doctor have an idea for a medical device that they wanted to design or develop, and that all happens here," said Ryan. Ryan says the 3D models are also useful when explaining the procedure to families. The technology is currently being funded by grants and donations, at no extra cost to families. SAN DIEGO (KGTV) - KAABOO Del Mar will become KAABOO San Diego in 2020 as the popular music festival held at the Del Mar Fairgrounds moves to Petco Park. The change was announced by its producers Sunday at the end of a sold-out three day festival, its fifth at the North County location. Concerts will be held on Petco Park's playing field, Sycuan Stage at the Park, Lexus Premier Lot, and the Tailgate Lot, KAABOO officials said. “The location of Petco Park and its surrounding venues in downtown San Diego provides fans and artists alike the opportunity to enjoy everything that the vibrant metro area has to offer. We couldn’t be more ecstatic about this partnership and our relocation,” said Jason Felts, Managing Partner of KAABOO. “Our venue and the downtown Ballpark District offer the perfect setting for an event of this magnitude and further establishes Petco Park as the premier entertainment destination in Southern California. We look forward to hosting an unforgettable and amazing weekend in the heart of downtown,” said Erik Greupner, Padres President of Business Operations. The festival will take place Sept. 18-20, 2020. "The Padres will return for the final 6-game homestand of the season (vs. MIN, LAD) just two days after KAABOO. The team is hoping to be competing for a playoff spot.
