A highly anticipated audit of the city's water-billing practices could be delayed. City Auditor Eduardo Luna made the comments Thursday at the city's first public hearing after hundreds of residents complained about mysteriously high water bills. "Some of the key billing data that we're looking for may be delayed, they're looking about providing that to us in about two months, which could potentially have an impact when we complete this audit," Luna said. The city's environment committee - which includes four City Council members - held the meeting in order to question public utilities officials over the water bills.San Diegans have complained for months about spiking bills - some more than ,000. The department is also promising not to shut off water for anyone disputing a bil. "You have my word and that of my team that we're doing everything we can to correct this challenging situation," Bianes said.Councilmember Chris Cate said he was glad to see the changes being made."The initial response to these concerns was lackluster," he said. The department says it has refunded 641 bills so far, with the average about 0. Councilman Dave Alvarez, who chaired the meeting, said he's still lacking answers about what caused the spikes."Good news for the consumer," he said. A man charged with murder in the Gary, Indiana area remains at large after he escaped from a prisoner transport vehicle on Monday.According to the Chicago Tribune, Leon Taylor, 22, escaped from a vehicle driven by a private contractor when the driver stopped at a McDonald's drive-thru near Gary.Video released by the Lake County (Indiana) Sheriff's Office shows Taylor open the door of the vehicle while it was stopped in the drive-thru. Taylor ran across a busy street as the driver of the vehicle chased him.Taylor was being extradited from Texas to the Lake County Jail in Crown Point, Indiana, by REDI Transport. Initially, the REDI Transport driver told the Lake County Sheriff's Office that Taylor had escaped from the video."After watching this video, I am highly disturbed and disappointed by the procedures the private transportation driver used during the transfer of this suspect to our jail," Lake County Sheriff Oscar Martinez Jr. said in a news release. "I find it appalling that REDI Transports failed to use appropriate caution and may have put the public at risk."Police initially said that Taylor had been wearing a belly chain, handcuffs and a leg brace at the time of his escape. However, according to WLS-TV in Chicago the sheriff's office says the video now shows that Taylor likely was not handcuffed and that security footage shows him struggling with the leg braces throughout the trip."We believe shackles could have prevented the suspect from getting away," Martinez said.REDI Transport, which is based in Green Bay, Wisconsin, says it has opened an investigation into the incident."REDI Transports continues to cooperate fully with those investigating the prisoner escape that occurred yesterday afternoon in Gary, Indiana," the company said in a statement on Tuesday. "We are also conducting our own internal investigation into what happened and are determining what procedural or process changes may be needed to ensure this does not happen again."Taylor is wanted on murder charges in connection with an East Chicago, Indiana homicide. He's faced charges in connection with "half a dozen" robberies in the past, according to WLS. 2169

A judge in New York has temporarily blocked the publication of Mary Trump’s book about President Trump and his family. Judge Hal B. Greenwald in Poughkeepsie ordered Tuesday that no portion of the book can be distributed before he decides the validity of Robert Trump's claims. Mary Trump’s book, Too Much and Never Enough: How My Family Created the World’s Most Dangerous Man was to be published in July by Simon & Schuster. Mary is the president's niece.Just last week, a New York City judge rejected Robert Trump’s request to halt publication. The following day, Robert Trump, the president’s brother, filed a second injunction request in New York Supreme Court.Robert Trump claims Mary Trump signed a confidentiality agreement in a legal settlement two decades ago that bars her from publishing the book. A custody battle has been raging over the large mammal. The question at hand: Where should a 7,000-pound elephant live?The legal issue pits an elephant sanctuary in Hohenwald, Tenn. against the woman who raised Tarra the elephant since she was a baby.The case went to trial just this week and ended with a hung jury, so the fate of Tarra -- perhaps the best known of the Sanctuary's elephants -- remains in limbo.Tarra is an Asian elephant. Many remember the story from a decade ago of Tarra and her loyal canine companion, Bella. She was the first elephant at the Sanctuary in Hohenwald, brought there by co-founder Carol Buckley in 1995.Years earlier, Buckley took ownership of Tarra from a businessman in California."It was an instantaneous attraction to each other. She needed a mother. She was a baby, and I was happy to fill that role," Buckley said.This led to Buckley starting the sanctuary, but after several years, Buckley was ousted. She left Tarra there knowing it was the best place for her at the time.Now, Buckley operates a new sanctuary in Georgia. She said she never surrendered Tarra, has worried about her welfare in Hohenwald, and is suing to get her back."The lawsuit is very simple. It says I own Tarra," said Buckley.Legal expert Jim Todd said this is the first-of-its-type case in Tennessee.Todd said there's the custody issue, but he added there's also the question of whether Buckley abandoned Tarra.She said no and added her concern has always been what's best for the elephant."I'm going to put her wherever it is best. If Georgia is better for her, I would move her to Georgia," Buckley said. "If Tennessee is better, I would leave her in Tennessee."The two-day trial this week in Lewis County ended with a hung jury. Ten jurors voted to return Tarra to Buckley with two others saying no. A retrial likely won't happen until 2019.Asian elephants typically have a lifespan of 48 years. Tarra is 44 years old.The Elephant Sanctuary issued the following statement saying in part, "We remain fully committed and exist to provide home, herd and individualized lifetime care to all residents of the Sanctuary, as we have done for the past 23 years." 2211
