Royal Caribbean might be looking for volunteers for its simulated cruises and test out its COVID-19 protocols before they can resume and get back on the water full-time."We are currently reviewing the requirements proposed by the CDC, and with the help of the Healthy Sail Panel, we will determine who is eligible for our simulated cruises," Royal Caribbean told E.W. Scripps in an email. "We are very eager to welcome our guests back on board, but we have a lot to do between now and then, and we're committed to taking the time to do things right."The U.S. Centers for Disease Control and Prevention released new guidelines requiring ships to "test cruise ship operators' ability to mitigate COVID-19 risk" with "simulated cruises."One of the main requirements is that operators must inform volunteers in writing that they are "participating in a simulation of unproven and untested health and safety protocols for purposes of simulating a cruise ship voyage and that sailing during a pandemic is an inherently risky activity."The voyages' procedures will include terminal check-in, onboard activities, including dining and entertainment, private island shore excursions if planned, and social distancing. Evacuation producers must also be tested, isolating anyone who tested positive for COVID and quarantining others on board.According to the CDC rules, volunteers 18 and older must have written certification by a healthcare provider, that they don't have any pre-existing medical conditions that could place them at high-risk for COVID-19. 1553

SACRAMENTO, Calif. (KGTV) — Building on his recently announced initiative to move California away from gas-powered vehicles, Gov. Gavin Newsom says California will dedicate 30% of its land to conservation by 2030.Newsom said Wednesday that under an executive order, the state will direct agencies to store carbon in the state's natural and working lands and remove it from the atmosphere to preserve more than 30% of the state's land and coastal waters by 2030.The move is also meant to combat species and ecosystem loss, according to the governor's order."Once again, California is taking on the mantle of global climate leadership and advancing bold strategies to fight climate change," a statement from Newsom read. "The science is clear that, in our existential fight against climate change, we must build on our historic efforts in energy and emissions and focus on our lands as well. California’s beautiful natural and working lands are an important tool to help slow and avert catastrophic climate change, and today’s executive order provides important new tools to take on this existential threat."To hit climate goals, agencies will be directed to practice:Healthy soils management, including planting cover crops, hedgerows, and compost applications,Wetlands restoration to protect coastal areas,Active forest management to reduce risk and restore forest health,Boost green infrastructure in urban areas like trees and parksLast month, Newsom announced California will phase out all gasoline-powered cars by 2035 in an effort to reduce the state's emissions. The executive order will require all new car and passenger trucks sold in the state to be zero-emission vehicles, but it will not make it illegal for Californians to own gas-powered vehicles or resell them as used cars. 1796

SACRAMENTO, Calif. (AP) — The Trump administration will not immediately give billion it revoked from California's high-speed rail project to another project, according to a legal agreement reached Wednesday between the two.The Federal Railroad Administration announced last week it was revoking the money, prompting California to sue on Tuesday. Beyond the lawsuit, the state planned to seek a temporary restraining order halting the federal government from giving the money to a different rail project. The new agreement means the state won't file the restraining order, but it does not change the status of the lawsuit.California is trying to build a high-speed rail line between Los Angeles and San Francisco, a venture expected to cost upward of billion. The 9 million is for a segment of track already under construction in the Central Valley that must be completed by 2022.The Federal Railroad Administration has argued California hasn't made progress and can't meet that deadline. California, meanwhile, has faulted the federal government for cutting off the partnership with the project and says it has no basis for revoking the money several years ahead of the deadline. The agreement signed Wednesday says the money won't be awarded elsewhere unless the federal government goes through its typical process for awarding grant money. It says the Trump administration has no current plans to start that process, which would take at least four months. 1473
