NANJING, April 23 (Xinhua) -- At a time when almost every commodity in China is getting more expensive, the dwindling cost of medicine is a rarity.Zhang Jinkui, a hypertension patient, buys medicines from the community health center of his neighborhood in Changzhou, a city in east China's coastal Jiangsu Province.His prescription list includes Aspirin Enteric-coated tablets, down to 1.4 yuan from 4.7 yuan (0.7 U.S. dollars) per unit, and Fosinopril Sodium Tablets, down to 41.39 yuan from 51.6 yuan per unit.Both drugs are found on the essential drug list unveiled in 2009. The list names the 307 most common western and traditional Chinese medicines, which are heavily subsidized so hospitals can sell them at cost price.A consumer buys medicines with the help of a retailer at a pharmacy in Lianyungang, east China's Jiangsu Province, March 28, 2011.All essential medicines are listed by their generic names, and drug producers compete to supply essential medicines through public procurement.Due to a long history of low government funding for state-run hospitals, which often covers only 10 percent of the hospitals' operating costs, doctors have generated income for hospitals by aggressively prescribing expensive, and sometimes unnecessary, medicines and treatments.The essential medicine system and the reform of publicly funded hospitals, two pillars of China's health reform, are designed to address high medical costs and low accessibility of medical services.In April 2009, China kicked off health reforms aimed at correcting these long-standing problems facing China's health system and easing public grievances.Two years later, the essential medicine system has reduced drug prices, but still fails to please hospitals, patients and drug producers.The system requires government-funded grassroots health clinics, including urban community health centers and rural clinics, to prescribe only essential medicines and to sell these medicines at cost price, rather than with the previous 15 percent mark-up.Such policies have brought hard times to grassroots health clinics, especially in cash-strapped areas.Song Wenzhi, a public health professor at Peking University, said "Grassroots health clinics, without the expertise to perform operations and other treatments, rely heavily on selling drug," adding that these hospitals have found themselves scraping by due to the zero percent mark-up policy.Wang Zhiying, Vice Director of the People's Hospital of Anxiang County in the city of Changde, Hunan Province, said four grassroots hospitals in Changde tested the essential medicine system as pilot projects, but the zero percent mark-up policy took away 60 to 70 percent of the hospitals' revenue.Wang was quoted by "Health News," a newspaper run by China's Ministry of Health, as saying that, due to financial difficulties, the county government had not yet channeled the 8 million yuan (1.2 million U.S.dollars) in support funds into the hospitals' accounts, resulting in the resignations of many doctors.The essential medicine system covers 60 percent of government-funded grassroots hospitals and drug prices have fallen by an average of 30 percent, said Sun Zhigang, Director of the Health Reform Office under the State Council, or China's Cabinet.According to the health reform plan for 2011, the essential medicine system will cover all government-sponsored health institutions at the grassroots level by the end of the year and drugs will be sold there at a zero percent mark-up.Song Wenzhi said the key will be the commitment of local governments to health reform and their financial input. This way, essential medicines can benefit the public without bankrupting grassroots health institutions."That would be a great sum of money." said Song, citing his own studies. "There are roughly 5,000 government-funded hospitals in China. One third of them make profits, one third barely break even, and still one third rely heavily on government subsidies."To maintain the poorest hospitals, central and local level governments would need to invest 15 billion yuan (2.3 billion U.S. dollars) each year, according to Song's estimate.

BEIJING, March 17 (Xinhua) -- The People's Bank of China (PBOC), or the central bank, auctioned 50 billion yuan (7.61 billion U.S. dollars) of three-month bills at a yield of 2.7944 percent on Thursday, temporarily easing speculation of an approaching interest rate hike.The yield on three-month bills stood unchanged from last week at 2.7944 percent.Also, PBOC sold 60 billion yuan (9.13 billion U.S. dollars) worth of 91-day repurchase agreements to banks on Thursday with a yield of 2.8 percent.Offsetting the 181 billion yuan (27.55 billion U.S. dollars) of bills and repurchase agreements that matured, PBOC took 49 billion yuan (7.46 billion U.S. dollars) of liquidity out of the money market this week through open market operations on Tuesday and Thursday.Market analysts have been watching PBOC's open market operations closely this week as the yield of its one-year bill sold on Tuesday exceeded the benchmark interest rate of one-year deposits, which some analysts interpret as a reason for an imminent interest rate hike.Chen Lan, an analyst with Guotai Junan Securities, said higher yields on central bank bills would boost PBOC's ability to absorb liquidity from the market amidst the country's economic tightening efforts."But the hike of interest rates is not an imminent task for the central bank amid the slowdown of China's industrial investment in February, which weakened consumer confidence, and economic uncertainty overseas," Chen said.China's industrial value-added output grew 14.1 percent in the first two months of this year, the National Bureau of Statistics (NBS) announced on Friday.The growth rate during the first two months was up by 0.6 percentage points compared to that in December of last year, according to figures released by the NBS.Chen predicted that PBOC will reduce its frequency to raise banks' reserve requirement ratio in coming months but said the rate hike expectation would continue this year as the government is hoping to curb the red hot property market and soaring inflation.China's consumer price index (CPI), a main gauge of inflation, rose 4.9 percent year on year in February, adding more monetary tightening pressure to the government. 

CAPE TOWN, April 30 (Xinhua) -- The World Economic Forum on Africa, scheduled on May 2-4 in Cape Town, South Africa, will see participants exchange views on how the continent can turn to the next chapter of development.The meeting, expected to gather a record 900 participants from over 60 countries, will be held under the theme "From Vision to Action, Africa's Next Chapter," organizers said."We chose this theme because we feel it is very relevant for the events that are taking place on this continent, and the opportunity for growth and investment that the international and African communities are seeing," said Katherine Tweedie, head of Africa for the World Economic Forum.Seven of the fastest growing economies in the world in the next five years will be in sub-Saharan Africa, Tweedie noted, saying that a lot of discussion will be devoted to explore drivers behind this growth.Africa's economic growth in recent years have impressed the world. Though being the most underdeveloped continent, Africa have been more resilient than expected during the global economic crisis.The International Monetary Fund (IMF) have predicted that the continent's growth in 2011 will reach 5.3 percent.Under one of the three thematic pillars, "Shaping Africa's Role in the New Reality," the meeting will explore how Africa can take on a leadership role in the new reality and guard against newly emerging global and regional risks. Participants will look at how Africa can strengthen its representation and negotiation capacity on global platforms such as COP 17 and the G20.Meanwhile, the meeting will look into Africa's industrial diversification, which is widely considered as an effective way to increase competitiveness. Discussions under the thematic pillar of "Fostering Africa's News Champions of Growth" will focus on what innovative and entrepreneurial lessons drive Africa's fastest- growing companies, and how can Africa's emerging economies build capacity in science, technology and innovation to move up the value chain.Another topic expected to attract much attention is Africa's inclusive development. ADDIS ABABA, Jan. 28 (Xinhua) -- The on-going political crisis in Cote d’Ivoire should be and can be solved peacefully, Chinese Envoy and Assistant Foreign Minister Liu Zhenmin told Xinhua here on Friday, ahead of the 16th African Union (AU) summit scheduled for Jan. 30-31.Liu was in the Ethiopian capital Addis Ababa, the headquarters of the 53-member African bloc, to attend the summit as special envoy of the Chinese government.Cote d'Ivoire has been trapped in a political impasse since the landmark presidential run-off held on Nov. 28. Both incumbent Laurent Gbagbo and opposition leader Alassane Ouattara claimed victory and swore themselves in as president, and formed their respective government.Gbagbo was backed by the country's Constitutional Council, while Ouattara has the support of the electoral commission and the international community including the United Nations (UN), the AU, the Economic Community of West African States (ECOWAS), the United States and France.China hopes various parties and stakeholders in Cote d’Ivoire can resolve their disputes through dialogues and consultations based on the interest of the country and its people, and maintain peace and stability, Liu said.A peaceful solution to the crisis is not only in the interests of the Ivorian people, but of the West African region as a whole, according to Liu.China appreciates the efforts made by the AU and ECOWAS to find a peaceful solution to the crisis, and will continue supporting Africa’s efforts to resolve the crisis peacefully, Liu said.According to the UN, more than 200 people have died from violence during the power struggle between Gbagbo and Ouattara.The 16th AU summit, to be held under the theme “Towards Great Unity and Integration Through Shared Values,” will gather heads of states and government from member states to discuss issues including Africa’s integration, and peace and security in the continent.
