SAN DIEGO (KGTV) — A man sentenced to life behind bars after being convicted of shooting his coworker in his face. Julio Narvaez pleaded guilty to opening fire at his Phamatech company in 2017. "The consequences are something he has to bare," said judge Laura Halgren at his sentencing on Friday. Narvaez pleaded not guilty to shooting his coworker in the face at their Carmel Mountain Ranch office. Police say they got into an argument when Narvaez pulled out a gun from his desk and opened fire. The victim, Michael Limbag, is also the cousin of Narvaez's wife. He's still recovering two years later. "He has hearing loss," said Halgren. "There’s a fragment bullet in his brain that could move at any time. He has headaches every day, nightmares."The defense brought in a neurologist to testify. He said Narvaez may have a connection to Alzheimer's, but could not make a definitive diagnosis. That move then backfired for the defense. "If this really did play a role in Mr. Narvaez’s behavior, then he poses a danger and will continue to pose greater danger," said Halgren. "Whatever degenerative process he has could be offered an explanation for some of the behavior but doesn’t excuse it."Police say Narvaez tried to shoot the victim at least twice, but the gun jammed. He pleaded guilty to attempted murder and use of a firearm with bodily injury. 1362

SAN DIEGO (KGTV) - A large crowd held a rally against a reopening rollback and another indoor closure Tuesday.The rally took place outside the steps of the County Administration building around 4 pm.The County has been on the cusp of moving into the most restrictive tier in the Governor's safe reopening plan. If that happens, many businesses would be required to close their indoor operations.Many at the rally pushed for local control. They say local leaders should be able to call the shots to reopen their communities safely.County Board Vice-Chair Jim Desmond spoke at the rally.The Board held a special meeting and closed session Monday evening.Board Chairman Greg Cox released the following statement after the meeting:"Tonight, our Board of Supervisors met in a special closed session and discussed our legal options regarding the State's reopening criteria and the effect on local businesses and schools. The Board did not vote on any actions. We will continue to work with the State to make sure the metrics accurately reflect the underlying dynamics of the pandemic in San Diego County. The Board will meet again tomorrow at 3:00 pm to provide an update to the public." 1189

SAN DIEGO (KGTV) - A pregnant San Diego County woman found a shocking discovery in her baby’s ultrasound picture: what appears to be a photo of her late father kissing her unborn daughter. Shantel Carrillo, who’s five and a half months pregnant with her second child, had the medical exam Monday at Sharp Grossmont Hospital. She didn’t expect the photograph to go viral. “I didn’t see it; I just posted the original picture online,” said Carrillo. Friends quickly pointed out the ultrasound image resembled a picture of Carrillo’s father Charles, who died in 2016, holding Carrillo’s oldest daughter Myree. Carrillo showed the photo to her stepmother who “broke down, freaking out crying.” For Carrillo, the idea her late father would show love to her child fits his character. “My dad was obsessed with my daughter,” said Carrillo. She added her father was always loud but “he would melt” when he was around Myree. SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. The board initially voted down the proposal, but Faulconer then called for a weighted vote based on population - getting the necessary votes to pass.Coronado, Lemon Grove, Imperial Beach, Poway, Escondido, Santee, Solana Beach, Vista, El Cajon. SAN DIEGO (KGTV) - A local Marine Corps veteran will be part of the National Memorial Day Concert in Washington, D.C. He'll be honored for his service, and the work he does with other veterans who have PTSD.Bill Rider is the founder of American Combat Veterans of War, a non-profit that he started in 2013."We let them know we're going to be there for them, we mentor them," Rider said about his group. "Just about anything and everything they could possibly need, ACVOW does."ACVOW runs programs that help veterans cope with PTSD. Their "Veterans Moving Forward" program visits vets at the Vista Detention Center. Its goal is to reduce recidivism rates to below 10% for veterans.Another program called Safe Warrior Outreach pairs younger veterans with older veterans to talk through their struggles and share stories."We're trying to chip away at the stigma of PTSD," said Rider. "Human beings were not meant to watch their friends be killed in such a visceral way. And, they're not meant to kill other human beings."It's an issue he has first-hand experience with. Rider joined the Marine Corps when he was 19 years old and was part of the 1st Battalion, 9th Marine Regiment. That regiment became famous for its part in the battle of Khe Sahn, where it had the highest casualty rate in Marine Corps history."It was, on a daily basis, a visceral passing of Marines and warriors," said Rider. "In one battle, we lost 45 or 50 people, and another 150 were wounded."Rider left the Marines in 1969. When he returned home, it wasn't long before the lingering effects of PTSD started to show."The way I knew something was quite different was when I was transferred back to my little hometown in Ohio. A car backfired, and I instinctively laid out on the sidewalk, expecting more shots," he said.Now he's dedicated his life to helping other vets who deal with PTSD.
