SAN FRANCISCO (AP) -- A coded letter mailed to a San Francisco newspaper by the Zodiac serial killer in 1969 has been deciphered by a team of amateur sleuths from the United States, Australia and Belgium.The San Francisco Chronicle reports Friday the cipher is one of many sent by a killer who referred to himself as Zodiac in letters sent to detectives and the media.According to code-breaking expert David Oranchak, the cipher's text includes: "I am not afraid of the gas chamber because it will send me to paradise."The Zodiac terrorized Northern California communities and killed five people in the Bay Area in 1968 and 1969. 637

SAN DIEGO (KGTV)- Students say they are nervous about what’s next for the Art Institute of California San Diego.Last July, the organization’s parent company announced they were no longer enrolling new students at the Mission Valley Campus. The school’s federal funding is now in jeopardy. The Department of Education has decided to stop providing financial aid to the institution’s parent company, Argosy University. “They tell me everything is going to be fine, but in reality, it's not,” says student Nicholas Roberts. He is just three months away from getting his degree for the Art Institute of California San Diego. “(I’m) a little afraid because my family and myself kind of rely on me finishing this degree.”Classes are still in session at the Mission Valley Campus.A letter was sent out to students from the institution, saying in part: “We continue to work with our accreditors, state regulators and the U.S. Department of Education to identify the best path forward for our students and are working with them to ensure students know their options.” 1066

She lived through 21 presidencies. I was born in 1949, in a colored hospital, during legal segregation. I desegregated a school in Missouri and a school in California. I have lived through 13 Presidencies. As I think about the election, I am moved to share words of wisdom from my Great Aunt Kate and Myself, the things that she taught me and the things that I have learned.1. 4 Years “This too shall pass.”Whatever the outcome of the election, whichever candidate wins, they only have 4 years to influence what happens in the United States and the World.2. We the People “No one can stop you from being anything you want to be or doing anything you want to do but you.”We can be a government of all people, by all people and for all people when we exercise our voice beyond voting day.3. SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058
