SAN DIEGO (KGTV) - Nearly four thousand kids in San Diego County have tested positive for lead poisoning over the past decade, and more than 130,000 have missed crucial tests, according to a new report from the California State Auditor.State law requires all 1-and-2 year old children on Medi-Cal to get lead testing. The auditor's office says that's not happening.According to the study, 61% of the tests that should have happened since 2009 were missed. In San Diego, that number is 59%. Specifically, kids in San Diego missed 130,657 of the 220,782 tests that should have been administered.Meanwhile, 44,418 kids across the state tested positive for elevated lead levels. In San Diego, 3,395 tested positive.Local doctors say it's problematic because lead poisoning is nearly impossible to detect without proper testing."Unless you screen kids, they are almost always asymptomatic," says Dr. Kenneth Morris, the Medical Director of the Children's Primary Care Medical Group. "You have no idea until you do the routine screening."Dr. Morris says infants are especially prone to ingesting lead, which can cause developmental problems throughout life."They're crawling on the floors, and they're putting their hands in their mouth. It's just that much easier for the lead to get into their system," he says.Morris says access is a problem for many families on Medi-Cal. They go to their doctor's office for routine check-ups and appointments, but can't get to the follow up lab visits for testing."If you have to refer a child out to a laboratory, it becomes that much more challenging. Because then it falls on the family to be able to get to a lab or hospital to get their blood drawn and get the test completed," he says. "That can be a real challenge for under-served families. SAN DIEGO (KGTV) - One San Diego woman is changing the world, one butterfly at a time. Jan Landau’s family knows the horrors of the Holocaust. She made a promise to them, never to forget. She co-founded the Butterfly Project. It brings the history of the Holocaust to the classroom and introduces an art project, painting ceramic butterflies. Each beautifully painted butterfly represents the life of a child killed in the Holocaust. The Butterfly Project is being taught in schools throughout San Diego County. Volunteers have also brought the lesson to schools around the world. Now ceramic butterflies are displayed on walls on every continent of the world. "We have hope that even in difficult times….things will get better," Landau said.This lesson is told, not by teachers but the children of Holocaust survivors, bringing the past to life in a way that helps students make the world a better place. It starts with understanding history. Landau brings the Jewish star to show students. The star was required to be worn on the outside of clothing. “To identify them as Jews and be treated poorly," Landau said.Jews were stripped of their names and given only a number and a uniform. The living were forced to take pieces of clothing from those who passed. If they were fortunate to find a way to sew pieces on their uniform, it would keep them warmer in the winters of Poland. A volunteer speaker tells how her father used a pocket. “My dad took this pocket in hopes he’d find food to put inside this pocket." Another volunteer speaker show slides of Jewish prisoners sleeping, one on top of each other, on wooden planks, so tightly they couldn’t turn over. They had to rest their heads on their metal food bowl. “There was no mattress, no blanket, no pillow." The mission of the Butterfly Project is to honor and remember the 1.5 million children killed in the Holocaust by creating a butterfly for each life lost. “It represents their voice. They have a voice…we remember these children that were killed," said Landau.Landau and her team share the trait that gave their families a happy life: gratitude. “The most important lesson of the Holocaust is to have perseverance; we all go through stuff, but we have to persevere.” They teach the dangers of hate and bigotry and the importance of being what they call an ‘upstander.’ “To stand up for not only our rights but the rights of others," Landau said.For her mission to spread love and remembrance around the world, we rewarded Jan Landau with the 10News Leadership Award. SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) -- People throughout San Diego County are searching for answers after hearing a mysterious boom Wednesday afternoon. Dozens of San Diego Residents in La Jolla and Del Mar took to Twitter after hearing the noise before 12:45 p.m. "Felt it in La Jolla / Windansea - even my dogs started barking," one Twitter user said, referring to the noise. Several people wondered whether or not an earthquake could be to blame, but according to the United States Geological Survey, the nearest earthquake was a 2.9 magnitude near Corona reported at 4:16 a.m. Wednesday. USGS' website states that, "reports of a bang are a clue that it's a sonic boom, but not an ironclad indicator since shallow earthquakes often sound like booms or bangs."10News has reached out to military officials to see whether or not military exercises may have caused the boom.The Marine Corps, however, did send a statement that reads, in part: "While we are aware of media reports of a possible sonic boom, no 3rd MAW units have reported one in San Diego air space.
