LOS ANGELES (AP) — The number of homeless people counted across Los Angeles County jumped 12% over the past year to nearly 59,000, with more young and old people and families on the streets, officials said Tuesday.The majority of the homeless people were found within the city of Los Angeles, which saw a 16% increase to 36,300, the Los Angeles Homeless Services Authority said while presenting January's annual count to the county Board of Supervisors.The previous tally found a slight decrease in the homeless population.Two years ago, voters passed a tax hike and housing bond to make massive investments to help solve the homeless crisis.Officials said Tuesday the same people have not remained on the streets.The Los Angeles Homeless Services Authority, a county agency, said it helped 21,631 people move into permanent housing during 2018 — a pace that could rapidly end homelessness if economic pressures had not pushed thousands more into the streets.About a quarter of the people became homeless for the first time in the past year, and about half of those cited economic hardship as the primary cause, the authority said.To catch up, cities need to overcome resistance to the placement of housing and shelters, officials said.Supervisor Janice Hahn called the numbers "disheartening.""Even though our data shows we are housing more people than ever, it is hard to be optimistic when that progress is overwhelmed by the number of people falling into homelessness," Hahn said.The Los Angeles County numbers mirror similar point-in-time tallies across California, as state officials struggle to address a lack of affordable housing. In addition, officials said, wages among lower income people have not kept up with the rising cost of living.The count found a 24% increase in homeless youth, defined as people under 25, and a 7% jump in people 62 or older.Officials estimate about 29% of people experiencing homelessness in L.A. County are mentally ill or coping with substance abuse problems.About two-thirds of all people on the streets are male, just under one-third are female, and about 2% identify as transgender or gender non-conforming. 2159

Police arrested the suspects Thursday morning in Los Angeles. Pop Smoke's legal name is Bashar Barakah Jackson. Police had initially discounted a robbery theory in the days after the 20-year-old New York rapper's death Feb. 19 at a home in the Hollywood Hills. LOS ANGELES (CNS) - Travelers coming through Los Angeles International and Van Nuys airports and Union Station beginning Wednesday will be required to sign a form acknowledging California's recommended 14-day self-quarantine in response to rising coronavirus rates.The form will be available at travel.lacity.org, Mayor Eric Garcetti said during a coronavirus briefing Monday.Garcetti urged people to not travel over the Thanksgiving holiday, not even to go across town because of how widespread COVID-19 cases have been and that it's too dangerous at this time.Garcetti said he is confident the Los Angeles County Board of Supervisors, which is slated at Tuesday's meeting to discuss coronavirus- related restrictions and closures, will make the right decisions."I know this is not popular with everybody, but if we don't take these actions now, when will we?" Garcetti said. "I know there may be some push and pull ... but I think the policies that (the county Department of Public Health) adopted are clear."Garcetti said when local government has hesitated implementing COVID- 19 restrictions, businesses have had to remain closed for longer because of the spread of the virus. But he also said he knows businesses are struggling."I've spoken with our City Council President (Nury Martinez), I've spoken with our county supervisors, and know that if those orders do come down, where we have to stop outdoor dining or limit the hours of other businesses, we will take the funds that we have in business assistance and surge them into those industries to get us through this period to keep those businesses alive to protect those jobs and to make sure that they can stand up again," Garcetti said.Garcetti said Los Angeles County could be out of hospital beds for coronavirus patients by Christmastime, if the rate of COVID-19 positive cases continues on its current trend.Field hospitals may have to be established if that happens, Garcetti said. However, Garcetti said he doesn't think the U.S. Navy's hospital ship Mercy will need to return. It docked at the Port of Los Angeles for use in non- coronavirus cases over the spring and summer as safeguard against a lack of hospital beds that did not materialize.Garcetti said he had a discussion Monday with President-elect Joe Biden and Vice President-elect Kamala Harris regarding the state of Los Angeles and its fight against COVID-19, telling them the virus will spread further if people don't follow health protocols."It doesn't matter what you've done last week or last month," Garcetti said he told Biden and Harris. "COVID doesn't care what we've done before today."COVID only cares how we are acting right now, and the moment we stop acting to protect lives, the moment we ignore the numbers or hope that somehow they will just go away is the moment lives are lost."COVID-19 testing sites in Los Angeles will be closed Thursday and Friday for Thanksgiving, but will reopen Saturday, Garcetti said. 2968

  

LOS ANGELES (KGTV) — Late Saturday, Los Angeles County changed its public health order to allow indoor religious services with modifications — something that could have implications for a South Bay church's legal battle.Los Angeles County's Department of Public Health issued the changes following a ruling by the U.S. Supreme Court on Dec. 3 that places of worship in New York could reopen because coronavirus restrictions violated the First Amendment of the Constitution. The high court then sent an unsigned order to California judges to reconsider Gov. Gavin Newsom's restrictions.RELATED: Chula Vista church among churches suing over right to worshipThe updated protocols require places of worship to require masks that cover the nose and mouth worn at all times on-site and that capacity doesn't exceed the number of people who can be accommodated while observing physical distance:"All attendees/visitors must wear a face covering that covers their mouth and nose at all times when in attendance and also at any time when they could come into contact with, or when walking past others who are non-household members.All attendees/visitors must observe a six-foot physical distance between themselves and others who are not members of their household. Measures have been implemented (advance registration, counting attendees at entry) to assure attendance does not exceed the number of people who can be accommodated with the required physical distancing in the indoor space.Seating is reconfigured to ensure that all attendees/visitors are able to maintain a physical distance of at least 6 feet between themselves and others who are not members of their household.Clear pathways have been identified between parking areas and other arrival points to the service areas to minimize crowding and congregating, to allow for monitoring of occupancy and for entrance screening.A staff person (or staff people if there is more than one pathway) wearing a cloth face covering is posted at the entryway but at least 6 feet from the nearest arriving or departing person to monitor use of face coverings and track occupancy of attendees/visitors.If attendees/visitors must wait in line prior to being seated or at any other point during their presence at the site, markings are used to demonstrate the required 6-foot distance between individuals.If applicable, aisles within the area used for indoor services are designated as oneway to support physical distancing.Podiums, platforms and other speaker areas have been reconfigured to allow at least 6 feet between speakers or celebrants.Staff have been instructed to maintain at least a 6-foot distance from each other in all areas of the site.Virtual access is offered to visitors who wish to participate in services or events but are at high risk if exposed to COVID-19."The ruling could have implications in San Diego County, where South Bay United Pentecostal Church has been arguing against the state's COVID-19 restrictions on worshipping indoors since May.Senior Pastor Arthur Hodges told ABC 10News on Saturday that he's hopeful a hearing will grant the church permission to reopen indoors."Because [Los Angeles County] is so much worse than [San Diego] with COVID, we are hopeful our county leaders here will follow suit as LA and/or we will receive a favorable court ruling ASAP that will open San Diego," Hodges said, adding they're prepared to go above and beyond current coronavirus precautions.According to Hodges, the Supreme Court voted down their initial lawsuit 5-4 in May.Hodges says they are still waiting on a ruling from Friday's hearing. 3615
